Analyzes key Union military personnel decisions made by Abraham Lincoln during the Civil War in light of partisan regime theory. The theory is also expanded to account for how party coalitions adjust their visions to the work of forming the political order. In choosing military policy & personnel, Lincoln was able to impose his will on a coalition of Civil War Republicans who shared minimal war goals, but differed over other objectives, how to achieve them, & how quickly they should be pursued. In choosing military leadership, Lincoln never placed partisan considerations first, but neither did he neglect them. Bipartisan command appointments & the selection of professional soldiers without party commitment maintained the War Democrats' support. Building a Republican army was possible, but Lincoln chose to exercise this power carefully.
