The main purpose of this study was to analyze the steps taken by the Indonesian government to implement different policies for its fight against COVID-19. The Indonesian government has taken various measures, most pertinently Large-Scale Social Restrictions (PSBB), to reduce the spread of the COVID-19 cases. This study used a qualitative approach as a contextual study that sought to emphasize the meaning of a phenomenon in a COVID-19 pandemic situation. The purpose of qualitative research was to make a complex picture. Data analyzed were obtained from various sources, including the internet, such as online media and social media, and related literature. Data were collected utilizing the Ncapture for the Nvivo feature. The time taken for analysis was from March to May 2020. In conducting the analysis, this study also used Nvivo 12 Plus software. This research reveals that the government policies, most importantly Large-Scale Social Restrictions (PSBB), triggered a decline in the public confidence. The increase in the number of positive cases of COVID-19 in various regions up to May 2020 has made government policies deemed not running optimally. Further, the crisis of confidence affects the community's participatory pattern in combating the spread of the COVID-19 pandemic in Indonesia. Findings from this research suggest the need for a study on how government policies can work well and also supported by the public trust.

Este estudio utilizó un enfoque cualitativo como un estudio contextual que buscaba enfatizar el significado de un fenómeno en una situación de pandemia de COVID-19. El propósito de la investigación cualitativa era crear una imagen compleja. Los datos analizados se obtuvieron de diversas fuentes, incluida Internet, como los medios en línea y las redes sociales, y la literatura relacionada. Los datos se recopilaron utilizando Ncapture para la función Nvivo. El tiempo necesario para el análisis fue de marzo a mayo de 2020. Para realizar el análisis, este estudio también utilizó el software Nvivo 12 Plus. Esta investigación revela que las políticas gubernamentales, sobre todo las Restricciones Sociales a Gran Escala (PSBB), provocaron una disminución en la confianza pública. El aumento en el número de casos positivos de COVID-19 en varias regiones hasta mayo de 2020 ha hecho que las políticas gubernamentales consideradas no estén funcionando de manera óptima. Además, la crisis de confianza afecta el patrón de participación de la comunidad en la lucha contra la propagación de la pandemia de COVID-19 en Indonesia. Los hallazgos de esta investigación sugieren la necesidad de un estudio sobre cómo las políticas gubernamentales pueden funcionar bien y también respaldadas por la confianza pública

Social media has a significant impact on political and social life, particularly in policy making. In order to examine social media use in policy making, the researchers obtained and analyzed data on Twitter or Facebook using a NodeXL program from January to June 2016 in three ASEAN cities, Bandung (Indonesia), Iligan (Philippines) and Pukhet (Thailand). Research found that Bandung City has made significant achievement at the engagement level by engaging with the city community in daily city affairs. Meanwhile, Iligan City and Pukhet City are still in the stage of transforming their respective internal organizations. The pivotal factors of social media use in three cities is top and middle leader role, legal standing for social media use, policy framework and internal change management. ; Socialinė medija turi reikšmingą poveikį politiniame, socialiniame gyvenime ir ypatingai politikos formavime. Siekiant išsiaiškinti socialinės medijos panaudojimo galimybes politikos formavime, tyrime surinko ir išanalizavo duomenis Twitter ir Facebook socialiniuose tinkluose, naudodami NodeXL programą vasario – birželio mėnesiais 2016 metais, trijuose Pietryčių Azijos valstybių asociacijai priklausančiuose miestuose: Bandunge (Indonezijoje), Iligane (Filipinuose), ir Pukete (Tailande). Tyrimas atskleidė, kad Bandungo miestas pasiekė ypatingų laimėjimų vietos bendruomenės įtraukties į miesto problemų sprendimą atžvilgiu. Tuo tarpu Iligano ir Puketo miestai, vis dar yra vidinių organizacijų transformacijos etape. Lemiamos įtakos socialinės medijos panaudojimo veiksniais trijuose miestuose laikytini: aukščiausio ir vidutinio lygio lyderių vaidmuo, teisinė socialinės medijos panaudojimo aplinka, politinė situacija ir vidinė pokyčių vadyba.

The matter of transparency regarding information and data emerges as a pivotal concern in the context of mitigating the COVID-19 epidemic in Indonesia. The regulation of public information transparency in Indonesia is stipulated in Law Number 14 of 2008, which ensures the disclosure of public information. The objective of this study is to conduct a comprehensive examination of the extent to which the Government of Indonesia adheres to the principles outlined in its legislation with regard to the implementation of transparency throughout the pandemic. The approach employed to assess the degree of adherence is normative-empirical analysis. The findings of this research analysis indicate a significant lack of transparency in the public dissemination of COVID-19 information and data in Indonesia. This lack of transparency is inconsistent with the provisions outlined in Law No. 14 of 2008, which governs the publication of public information in the country. The act of downplaying COVID-19 through the dissemination of information, along with the government's decision to withhold comprehensive data, and the prevailing skepticism toward scientific research might be characterized as efforts to impede citizens' access to precise knowledge.

The role of socio-historical is the Public Service Motivation (PSM) attachment brought by James Perry. 4 dimensions of PSM are associated with parental socialization, religious socialization, professional identification, and political ideology. This article examines Perry's findings by including volunteerism in two regional governments in the majority of Muslim countries namely Yogyakarta, Indonesia and Kedah, Malaysia. By using Qualitative methods, primary data were obtained from in-depth interviews with 8 informants. Infromant were randomly selected using the characteristics of 1) must be Muslim; 2) work in public organizations for more than 2 years and 3) are staff-mid level officials. Secondary data is the result of observations, and online media reporting documents through the official website of the Yogyakarta special government agency and the Kedah Malaysian government agency. Data analysis methods used Nvivo 12 plus. This article explains that there are differences in PSM determinant factors in Moslem majority countries. Religious socialization has the most influence in Malaysia, while voluntarism in Indonesia. This difference is driven by different cultural backgrounds, incomes, and governance systems

This study's bibliometric analysis evaluates the scope and trends of theory-related policy publications in various international journals. The method used the Scopus search engine on random journals in identifying policy-related publications. The study also used a data visualization software called VOSviewer to analyze the results, underlying network linkages, and information production trends in policy analysis. The findings shows that only a few proportions of policy-related researches apply theories in their study. Field-specialized journals were having practitioners publish less research as compared to interdisciplinary science and technology journals. This article calls for greater engagements among scholars, and for policy researchers to more explicitly consider how their work might contribute to the understanding of the policy challenges. The findings also shows that it is important to recognize the approach and theory behind policy development to determine the incremental nature of aspects involved in policy development. It is extremely valuable to be clear that if one deals only with conceptual level of policy research without testing those ideas against independent empirical information, then scientific theory development is not possible. Thus, failure to consistently and clearly make theory connection towards policy research is a lost opportunity for scholars to influence policy thinking and public argument.
