The article explores the historiosophical aspect of the problem of progress in the consciousness of freedom. Hegel's understanding of the perfect state is described. It is noted that, the philosophy of state and law is a system of morality, where the victory of the general over the particular is obligatory. The essence of the entire system is optimistic, no matter what disturbing contradictions they try to destroy this system. In this monarchy of the spirit, in an ideal state, as a system of freedom, the contradictions of civil society are overcome. The article also describes the experience of Marxism, in which the opposition of the genus and the individual is overcome by the purely mechanical destruction of one of the opposing sides, by the qualitative transformation of society, that is, a total social revolution, the victory over capital and the emergence of a new socialized humanity. The authors emphasize that the philosophy of politics stems not only from Hegelian philosophy, but also from theological thought. The authors conclude that history is the territory of an apocapyptic collision, as well as the eternal process of the fallen world. According to the authors, for a contemporary Russian person, the correlation with the Truth becomes not only a matter of freedom, but a choice between life and death, and, therefore, the territory of war, which takes place primarily in the heart. He perceives his involvement in the Truth not as following a civil religion, but as a mystical communion with Christ as a constant source of Truth and freedom.

Delegating the sovereignty from the citizens to the Government is necessary, to a certain degree, in order to ensure the efficiency of the constitution and the separation of powers, as well as the process of lawmaking. However the complex structure that we now call a "state" and that already seems to have reached its limitations is often perceived as a cold, impersonal structure, in which citizens are becoming only an insignificant part, an interchangeable wheel in a grand design. Thus the decision tends to become more distant from the citizens, than it was in the Greek democracy for example. The new means of communication, especially the Internet, give the citizen the possibility to be closer to the decisions taken by the legislator. The building of a "virtual agora" in which citizens are asked to participate directly to their own governing seems an achievable dream. Main difficulties towards such an ambitious goal are no longer of a technological nature, but of transforming the traditional law making process, the somehow rigid essential characteristics that the rule of law must have, with the direct exercise of sovereignty, by the citizens, if not in all matters, at least at a local, administrative level.

The Wharton School, University of Pennsylvania This paper presents an argument for viewing the relationship between organizations and their clients as a specific case of interorganizational relationship. Following a proposition related to interorganizational analysis suggested by Litwak and Hylton (1962), the paper argues that the organization-client relationship is characterized by interests that arepartly shared and partly conflicting. It is suggested that Litwak and Hylton's hypothesis on the need for mechanisms that preserve both cooperation and conflict between organizations can be applied to the relationship between the organization and its clients. When mechanisms for conflict maintenance are missing the equilibrium of this relationship may be altered in favor of the organization, by a process of overbureaucratization, or of the clients, by a process of debureaucratization. The discussion focuses on the second alternative with an analysis, illustrated by a case study, of the causes and consequences of debureaucratizaion.

Armed students' attacks at educational institutions for the purpose of mass murder (school shooting) are explored in the paper through the conception of transgression. Transgression is defined as overcoming the external and internal limits of human personality. School shooting is a destructive version of transgression. The authors suggest that an important social factor which leads to this destructive transgression is the loss of autonomy by the educational sphere and its subordination to the interests of economy and politics. The educational environment loses its own institutional boundaries. The evaluation of students' achievements is formed indirectly: it depends on the commercialization ratings of educational institutions; the key role is played by the money of sponsors or parents, but not students' knowledge and competences. In fact, young people are forced to take part in a competition with professional participants in the social division of labor, though not having an economic autonomy, in contrast to the latter. Thus, students lose the advantages of their age group and find themselves in a situation of artificially imposed helplessness. They feel rejection from the educational system, and aggression as its consequence. It can lead to terrible crimes. The authors believe that control of the proliferation of firearms alone, without other measures taken, is not an effective tool for blocking the destructive culture of school shooting. It is necessary to change the value system of the educational sphere. This is especially important due to the geopolitical challenges faced by our country in the recent months. The organization of the educational system should be based on the assumption that students' digital opportunities, material well-being, inherited status and prestige, appearance, health level should not play a key role in realizing the mission of education. Otherwise, the imbalance of human and economic values will contribute into transgression of the inner limits of personality and its destruction.
