Nach den Terroranschlägen vom 11. September 2001 wurden weltweit in demokratischen Staaten Anti-Terrorismusgesetze mit dem Ziel erlassen, sich gegen ähnliche Ereignisse auf eigenem Territorium zu schützen. Beschränkungen der individuellen Versammlungs-, Religions-, und Redefreiheit sowie des Schutzes der Privatsphäre ließen in der Öffentlichkeit schon bald den Verdacht aufkommen, dass Regierungen die angsterfüllte Stimmung unter den Bürgern ausnutzten, um übermäßig autoritäre Gesetze einzuführen. Während Regierungen die Maßnahmen als notwendiges Mittel rechtfertigten, um staatliche Fähigkeiten im Bereich Anti-Terrorismus und Sicherheit auszubauen, sahen Menschenrechtsorganisationen in den Gesetzen eine gefährliche Einschränkung des Schutzes der Menschenrechte. Untersuchungen zu diesen zwei entgegengesetzten Gesichtspunkten wurden bislang nur sehr begrenzt vorgenommen, so dass sich weiterhin die Frage stellt, welches Gleichgewicht zwischen Sicherheit und demokratischer Freiheit mit diesen Gesetzen tatsächlich erreicht worden ist. Ziel des vorliegenden Beitrags ist es, durch eine vergleichende Analyse der Gesetzgebung in Frankreich, Großbritannien und Deutschland diese Frage näher zu untersuchen. Die Anti-Terrorismusgesetze der drei Länder werden hinsichtlich ihrer Auswirkungen auf acht Kategorien von Freiheitsrechten miteinander verglichen und es werden einige Hypothesen entwickelt, um die bestehenden Unterschiede zwischen den Ländern zu erklären. This short paper examines the Howard government's engagement with the World Trade Organization through the prism of two events: the S11 anti‐globalisation protests and the 11 September terrorist attacks against the United States. Several policy dilemmas are highlighted including: concerns about the accountability and legitimacy of global political institutions (democratic deficit); the government's reluctance to expand public participation in trade policy‐making; and the preference for bilateral rather than multilateral trade agreements. Together these developments have undermined Australia's commitment to multilateralism and a "rules‐based" system for international trade, and have subjected Australia to the asymmetries of power that were traditionally mitigated by global political institutions.

Der Verfasser setzt sich mit der Frage auseinander, in wie fern die Entwicklungspolitik bislang in die Bekämpfung des internationalen Terrorismus eingebunden wurde. Nach einem kurzen historischen Überblick zur Entwicklungszusammenarbeit werden mögliche Funktionen der Entwicklungspolitik im Rahmen des Anti-Terror-Kampfes skizziert. Sodann werden zwei idealtypischen Konzepte, ein entwicklungsstrategischer und ein geostrategischer Ansatz, identifiziert und in ihrer Bedeutung für den Zusammenhang zwischen Entwicklungshilfepolitik und Terrorismusbekämpfung bewertet. Im Mittelpunkt stehen im Folgenden die entwicklungspolitischen Großkonferenzen in Doha/Cancun, Monterrey und Johannesburg sowie die öffentliche Entwicklungszusammenarbeit (ODA) durch die Mitglieder des Entwicklungsausschusses der OECD (DAC) und die Entwicklungszusammenarbeit der USA nach dem 11. September. Die Untersuchung macht Einflüsse des Kampfes gegen den internationalen Terrorismus auf die Entwicklungshilfepolitik sichtbar. Insbesondere das multifunktional einsetzbare entwicklungspolitische Subsystem ODA spielt eine vitale Rolle im Rahmen der internationalen Terrorismusbekämpfung. Dagegen konnten im Hinblick auf die - in entwicklungspolitischer Hinsicht äußerst unbefriedigenden - Großkonferenzen in Doha/Cancun, Monterrey und Johannesburg kaum von der Terrorismusbekämpfung ausgehende entwicklungshilfepolitische Impulse festgestellt werden. Im Hinblick auf die diskutierten idealtypischen Modelle zeigen die Ergebnisse, dass die Rolle der Entwicklungspolitik im Rahmen der Bekämpfung des internationalen Terrorismus einem geostrategischen Ansatz entspricht. Die Ereignisse vom 11. September 2001 dominieren die außenpolitische Diskussion in den USA. Der »11. September« als Begriff steht für paradigmatischen Wandel. Drei Fragen beherrschen die Diskussion: Was bedeutet dieses Datum für die Außenpolitik der Bush-Regierung? Wird sie multilateraler? Welche neuen Denkansätze können helfen, die Ereignisse zu verstehen? Der 11. September veränderte allerdings nicht alles, es gab auch vorher Dispute, die in der heutigen Diskussion wieder auftauchen. Liberal institutionalism has traditionally emphasized the need for institutional arrangements to initiate and sustain cooperation among states. The theory regenerated much interest in the capacity and potential of international institutions, particularly the United Nations, for sustained international cooperation and peace in the post-cold war world. A good number of recent developments, particularly the 11 September 2001 terrorist attacks on America and the resurgent neoconservative agenda in American foreign policy to wage the endless 'war on terror' and to extend the zone of freedom and democracy through force, run counter to the basic premises of liberal institutionalism. This article analyzes the impact of the neoconservative foreign policy agenda on wider forms of international cooperation and argues that the unilateral US invasion of Iraq in 2003 has created an international environment of conflict and insecurity where rival and hostile states view each other with deep suspicions and prefer not to cooperate on important international peace and security issues. The prevailing international environment of insecurity has seriously undermined, the potential of international institutions, particularly the United Nations, to hold the post-September 11 world together and get states on board to cooperate on a sustained basis.

11 September (2001) heralded & provided a pretext for a more aggressive but increasingly contradictory American hegemony. Some of the consequences are contrary to the US's own interests. Its new doctrine of 'pre-emptive strike' against other sovereign states encourages similarly belligerent behavior by other governments, & yet more terrorism by nonstate actors, the very threats to be eradicated by a reasserted US hegemony. This essay focuses on three partly overlapping themes: different strategies toward allies -- multilateral & unilateral; different forms of power -- civil & military; & different ideologies of globalization -- neoliberal & neoconservative. It argues that while US policy may oscillate between such poles, it often combines the different elements. The overall strategy of the Bush administration is best characterized as unilateral multilateralism. The main issue for US hegemonists is the ways in which their hegemony might best be exercised, maintained & strengthened vis-a-vis allies & rivals. But for a safer, more democratic world, the choice does not lie between one faction of US hegemonists & another: we need other alternatives such as cosmopolitan democracy & a genuine internationalist movement, which would give it some much-needed substance. In dem Aufsatz werden aus amerikanischer Sicht Reaktionen der amerikanischen Medien infolge der Terroranschläge vom 11. September 2001 erörtert und es wird von der Annahme ausgegangen, dass die Medien "part of the game" sind. Es werden einige Metaphern untersucht, die in der Besprechung des Krieges gegen Terrorismus in den amerikanischen Medien verwendet werden. Der Schwerpunkt liegt auf der Verwendung von "wir gegen sie" bzw. "gut gegen böse", die die Grenzen zwischen Nachrichten und Unterhaltung verwischt. Argumentiert wird, dass, trotz der gleichen Verwendung von Metaphern in Nachrichten und Unterhaltung, Wege existieren, um die Struktur der Medien (als Wirtschaftsunternehmen) zu verändern, mit dem Ziel, beide Bereiche separat zu halten. Die Ergebnisse der Analyse von Fernsehsendungen belegen, dass die Medien einen wichtigen Bestandteil im Rahmen der Attentate gespielt haben. Sie haben die Rezipienten ebenso mit "Unglücksfantasien" durch die Täter konfrontiert wie mit "Vergeltungsfantasien" auf Seiten der Amerikaner. Insgesamt haben sich zahlreiche Journalisten den Zensurbestrebungen der amerikanischen Regierung unterworfen. Die Autoren gehen von einem "heimlichen Einverständnis zwischen Medien und Regierung" aus, das in vielen Fällen den Tatbestand der "Desinformation" erfüllt. Aus einer medienethischen Perspektive wird die Befürchtung artikuliert, dass die Presseund Meinungsfreiheit in den USA gefährdet ist, da sich die Gefahr einer Instrumentalisierung der Medien für propagandistische Zwecke herausbildet, durch welche die zentrale Medienaufgabe der Kontrolle und Kritik in den Hintergrund gedrängt wird. Um diese Entwicklung aufzuhalten, wird eine stärkere Relevanz medienethischer Selbstkontrollinstanzen u.a. in Form von "Medien-Watchdog-Institutionen" gefordert, die eine aus einer normativen Sicht problematische Berichterstattung öffentlich kritisieren. Soon after the terrorist attacks of September 11 Southeast Asia became a focus of American anti-terror strategy. Indonesia is not only the world's largest Muslim nation but also a politically instable state and in a desperate economic condition. The region as a whole still suffers from the aftereffects of the Asian crisis of 1997. On top of that religious and social changes have lead to growing instability and anti-American tendencies in Southeast Asian societies. The governments, however, have pledged support to US-antiterrorist policies. In the US view Southeast Asia has gained in strategic importance. However, the US and its Southeast Asian allies are walking a tight line: If their anti-terrorist measures go too far, this might undermine democratic reforms and increase the attractiveness of Islamism to the public. In the wake of the attacks of September 11, 2001, new dangers to privacy have emerged in the US. To better understand these, this article explains the legal background of American concepts of "privacy." For this purpose, it first reconstructs concepts of privacy in American constitutional law jurisprudence & outlines existing American privacy legislation. It then describes legal developments since September 11 (especially in the USA PATRIOT Act), focusing on the issues of data surveillance & analysis, in order to illustrate their effects on protection of the private sphere & the difficulties that arise from the specific American legal tradition in this area. Existing or future data mining programs are described, &, finally, the article discusses various ways of approaching the new quality of data surveillance in the US & the possibility of a positive right to privacy. 57 References. During its first year, the George W. Bush administration reassessed the role of arms control within foreign, security, & defense policy. Arms control discussions were used to organize a dialogue about trends in international security. As part of the process of the adaptation of arms control, there may be a loss of coherence in the position of some states, but this may be a transitory phenomenon as new norms & principles develop in a changing security environment. The proliferation of nuclear, biological, & chemical munitions, & the missile delivery systems could place the continental US at risk in the future. The emphasis on nonproliferation was strengthened after the terrorist attacks on the US on September 11 ( 2001). The focus on state-sponsored military programs was supplemented by an examination of whether arms control could help to manage threats from nonstate groups & individuals.
