This paper commences with a discussion of the focus and concerns of critical geopolitical analysis, which it then seeks to extends both geographically and methodogically with reference to the contested enclave of Walvis Bay. The paper charts the history of Walvis Bay's colonisation and the conflicting claims of sovereignty before analysing the way in which the enclave was successively de- and then reterritorialised as part of South Africa's geopolitical strategy. The principal focus is the process of bilateral negotiation and changes to Walvis Bay's statust following Namibian independence, highlighting the contextuality of statecraft and the articulation of geopolitical strategies. Currently no regular exchange rate indices for Namibia are published, although the IMF calculates an exchange rate index as part of Article IV Consultations. This paper is a first attempt at constructing an appropriate exchange rate index for Namibia. It consists of two parts. Part 1 outlines some of the conceptual and methodological issues that arise in constructing exchange rate indices. Part 2 presents a preliminary multilateral exchange rate index for Nambia for the period 1988 to 1994. (DÜI-Hff)

This paper was presented at the International Seminar on Gender, Urbanisation and Environment convened in Nairobi by the Mazingira Institute between 13-16 June 1994. It deals with low income urban women and their attempts to secure housing in a rapidly growing urban environment in Namibia. The author assesses the successes of the Saamstaan Housing Co-operative in facilitating affordable housing to urban women. He identifies the policy issues that shape self-help housing and concludes that organisations like Saamstaan, although quite successful in securing cheap land for members, have very little chance of influencing policy that would lead to more affordable housing.
