North Korea's nuclear test has altered the coordinates of stability not only for East Asia. The regime of non-proliferation is likewise put on a new critical test. What are the true intentions of the political and military rulers in the north of the Korean peninsula? What is behind their provocation which may trigger also - because of isolation is likely - considerable risks for North Korea? Beyond responding to these questions this paper analyses the reactions of the most important external actors in their search for a political resolution of the nuclear crisis: China, the U.S., and the Republic of Korea. Demands for a maximum without any readiness to compromise will not allow the negotiations to pass the deadlock. A renewed approach is necessary - realistic, pragmatic, and with creative intermediate steps. (S+F / IFSH)
