BACKGROUND: Decubitus ulcers (DU) are a common pathology with significant morbidity and financial implications for health services globally. This study aimed to compare the burden of DU across European Union (EU) 15+ countries between 1990 and 2017. METHODS: Age-standardized incidence, mortality, and disability-adjusted life-years (DALYs) rates per 100,000 were extracted from the Global Burden of Disease Study online data repository for EU15+ countries (a group of 19 countries with comparable health expenditure, including the United States, Canada, the United Kingdom, and Australia). A joinpoint regression analysis was used to describe trends. RESULTS: The incidence of DU increased between 1990 and 2017 in 15 of 19 EU15+ countries for both men and women. Mortality from DU decreased over the time period analyzed in the majority of EU15+ countries: only in Denmark, Finland, and Germany were increasing mortality rates observed. Decreasing DALY rates were generally observed, with the largest decreases observed in Ireland for men and women. Denmark and Germany were the only countries to demonstrate unfavorable trends in mortality, incidence, and DALYs between 1990 and 2017 for men and women. The United States, the Netherlands, and France were the only EU15+ countries in which improving disease burden was identified between 1990 and 2017 for all parameters assessed. CONCLUSIONS: Incidence of DU is increasing in EU15+ countries, whereas mortality rates and DALYs are improving. The trends in disease burden in Denmark and Germany have followed contrasting and unfavorable trends. Investigation into these trends is called for.
Driven by the desire to fulfill the Maastricht fiscal criteria and pressed by mounting debt burdens that have accumulated over the past 30 years, a majority of EU-15 countries attempted to reduce their budget deficits during the 1990s. Yet, these nations have exhibited remarkable differences in their ability to pursue such retrenchment policies. This paper endeavours to illuminate the political and institutional factors that can help explain those differing degrees of fiscal retrenchment in European Union countries for the time period 1990-2001. Several variants of the partisan approach and the veto players framework are elucidated and applied to the question of budgetary consolidation. These elaborations yield four working hypotheses which are empirically tested using a time-series cross-section data set of 14 EU countries. The results lend support to the notion that a low number of insitutional veto players increases likelihood and extent of a budgetary retrenchment. Given these findings it is possible to draw some conclusions concerning the effectiveness and deficiencies of the Stability and Growth Pact.
Within the framework of the Europe 2020 strategy smart growth is listed as one of the leading policy objectives aimed at improving the situation in education, digital society and research and innovation. The objective of this article is to evaluate the relationships between smart growth and economic and social cohesion factors. Aggregate measures were used to describe smart growth pillars. Here, social cohesion is described by the level of employment rate as one of the conditions essential to the well-being and prosperity of individuals. Economic cohesion is defined by the level of GDP per capita in PPS. Observation of these three phenomena forms the basis for the construction of panel data models and undertaking the assessment of the relationships between smart growth and economic and social cohesion factors. The study was performed on the group of 27 European Union countries in the period of 2002-2011.
'Die Verbesserung der Lebensbedingungen in Europa und die Schaffung gleichwertiger Lebensverhältnisse in den Mitgliedsländern gehören zu den Hauptzielen der europäischen Vereinigung. Bekanntlich gibt es zwischen den EU-15-Ländern noch immer erhebliche Wohlfahrtsunterschiede (vgl. ISI 27), und mit der Erweiterung der EU ist man von gleichwertigen Lebensverhältnissen noch weiter entfernt als zuvor. The purpose of the research: to analyze the main tendencies of the tax revenue and social contributions in EU countries, to study the hypothesis concerning convergence of the annual growth rates of the total tax revenue (including social contributions) to the GDP in European Union countries during the last decade and to build the predicted values for the total tax revenue (including social contributions) as GDP percentage in EU countries. The research was conducted based on the time serious analysis) and forecasting method to predict data values of the total revenue to the GDP. The analysis presented in the research has shown that tax revenues in the main tax categories displayed a corresponding pattern, with a differing fiscal lag for direct taxes, indirect taxes and social contributions. Correlation analysis has shown that many countries of EU essentially correlate ratio of the total tax revenues to the GDP. Using the presented models for the time series of the total revenue to the GDP in Eiropenean Union counties, the predicted values were obtained. The research has shown that some countries have common characters of the total revenue, and some gruop of countries has varies. Regardless of the declaration of the common economic policy in EU, as well as levy system in EU, the research has noticed some differences in the total revenues concerning the GDP trends. The impact of possible convergence in tax burden policy in EU countries explains these differences.In order to harmonize tax policy and to increase the fiscal role of taxation in the EU countries, such measures are proposed: application of unified procedures and conditions of administration of taxes and other budget revenues; differentiation of tax rates and establishment of the upper limit of their size; introduction of a unified tax base; differentiation of objects of taxation with the purpose of increase of tax revenues to the budget and avoiding increase of tax burden for population and others. ; Цель исследования — проанализировать основные тенденции налоговых поступлений и социальных взносов в странах ЕС, изучить гипотезу о сходстве годовых темпов роста общих налоговых поступлений (в том числе социальных взносов) в ВВП стран ЕС и построить прогнозные значения доли общих налоговых поступлений (включая социальные взносы) в ВВП. З метою гармонізації податкової політики та підвищення фіскальної ролі податків у країнах ЄС запропоновано заходи: застосування єдиних процедур і умов адміністрування податкових та інших надходжень до бюджету, диференціація податкових ставок і встановлення верхньої межі їхнього розміру, запровадження єдиної податкової бази; диференціація об'єктів оподаткування з метою збільшення податкових надходжень до бюджету та уникнення збільшення податкового навантаження для населення та інші.

We revisit the relation between budget deficits and current account deficits for 28 European Union countries from 1996 to 2019. We find that an increase in budget deficit of 1 pp of GDP results in a deterioration of the current account deficit of 0.318 pp of GDP, which supports the Twin Deficits Hypothesis. On the other hand, dynamic panel estimates partially corroborate the Equivalence Ricardian Hypothesis in the presence of a fiscal rules index. In addition: i) the relation between the two deficits is asymmetric and the negative impact of the recent Eurozone banking and sovereign debt crisis on the current account balance is observed; ii) after 2010, the budget balance positively affects the current account balance; and iii) the positive impact of the budget balance on the current account balance is higher in the cases of non-Eurozone countries, high budget deficit countries, and low exports countries, whereas it is lower in the cases of Eurozone countries, low budget deficit countries, and high exports countries.

Ever since the right to move and reside freely within the Union was extended to economically inactive Union citizens, the fear that such citizens would migrate in order to benefit from the social assistance system of the host state has emerged. This concern for 'benefit tourism' has become so forceful that it has led some Member States, to push for reform of the current rules regarding the Union's citizens access of the host state social assistance system. This article examines the judgments of the Court of Justice of the European Union concerning the claims made by European citizens for social assistance in another Member State of which they are not nationals. It has been noted that, as opposed to older case law, the Court is more sensitive to Member State's recent political arguments which advocate against the conferment of such benefits. Yet, a difference in approach is noted depending on whether the EU citizen is a worker or a non-economically inactive individual. N.B. In particular, competition law, sector specific regulation (if it exists), data protection and human rights law are considered and assessed to the extent they can tackle such concentrations of power for the benefit of users. Illustrative case studies - of Internet provision, search, mobile devices and app stores, and the cloud – are chosen to demonstrate the gaps that exist in current EU law and regulation when applied to concentrations of private power online. It is argued that these gaps exist due, in part, to current overarching trends guiding the regulation of economic power, namely neoliberalism, by which only the situation of market failures can invite ex ante rules, buoyed by the lobbying of regulators and legislators by those in possession of such economic power to achieve outcomes which favour their businesses. Given this systemic, and extra-legal, nature of the reasons as to why the gaps exist, some 'quick fixes' from outside the system are proposed at the end of each case study, namely the potential for applying regulation and/or applying 'self-help' solutions, which are mainly technical measures using peer-to-peer design.
