AbstractSuccess or failure of a polycentric system is a function of complex political and social processes, such as coordination between actors and venues to solve specialized policy problems. Yet there is currently no accepted method for isolating distinct processes of coordination, nor to understand how their variance affects polycentric governance performance. We develop and test a building‐blocks approach that uses different patterns or "motifs" for measuring and comparing coordination longitudinally on Australia's Great Barrier Reef. Our approach confirms that polycentric governance comprises an evolving substrate of interdependent venues and actors over time. However, while issue specialization and actor participation can be improved through the mobilization of venues, such a strategy can also fragment overall polycentric capacity to resolve conflict and adapt to new problems. A building‐blocks approach advances understanding and practice of polycentric governance by enabling sharper diagnosis of internal dynamics in complex environmental governance systems.

International audience The mapping of ecosystem service supply has become quite common in ecosystem service assessment practice for terrestrial ecosystems, but land cover remains the most common indicator for ecosystems ability to deliver ecosystem services. For marine ecosystems, practice is even less advanced, with a clear deficit in spatially-explicit assessments of ecosystem service supply. This ``situation, which generates considerable uncertainty in the assessment of ecosystems' ability to support current and future human well-being, contrasts with increasing understanding of the role of terrestrial and marine biodiversity for ecosystem functioning and thereby for ecosystem services. This paper provides a synthesis of available approaches, models and tools, and data sources, that are able to better link ecosystem service mapping to current understanding of the role of ecosystem service providing organisms and land/seascape structure in ecosystem functioning. Based on a review of literature, models and associated geo-referenced metrics are classified according to the way in which land or marine use, ecological processes and especially biodiversity effects are represented. We distinguish five types of models: proxy-based, phenomenological, niche-based, trait-based and full-process. Examples from each model type are presented and data requirements considered. Our synthesis demonstrates that the current understanding of the role of biota in ecosystem services can effectively be incorporated into mapping approaches and opens avenues for further model development using hybrid approaches tailored to available resources. We end by discussing ways to resolve sources of uncertainty associated with model representation of biotic processes and with data availability. (C) 2016 Elsevier Ltd. All rights reserved.

Biosphere reserves (BR) balance biodiversity protection and sustainable use through different management restrictions in three zones: core areas, buffer zones, and transition areas. Information about the links between zoning and ecosystem services (ES) is lacking, particularly in terms of the relative roles of natural contributions (ecosystem properties and functions) and anthropogenic contributions (human inputs such as technology and infrastructure) in coproducing ES. This study aimed to: (1) analyse how coproduction of four ES (crop production, grazing, timber production, recreation) differs across the three zones of BRs; and (2) understand which predictors (zoning, natural and anthropogenic contributions, other environmental characteristics) best explain ES provision within BRs. To do this, we collected spatial data on 137 terrestrial BRs in the European Union and on 16 indicators of ES coproduction. We used non-parametric pairwise Wilcoxon rank sum tests to calculate differences in indicators between zones. We used model selection and multiple linear regression to identify predictors of ES provision patterns. Anthropogenic contributions showed most differences between zones, with contributions generally increasing from buffer zones to transition areas. Natural contributions did not, on average, differ between zones, however, for recreation and crop production they decreased from buffer zones to transition areas. ES provision differed between zones only for crop production and grazing, which increased from buffer zones to transition areas. Regression analysis showed that natural contributions are the best predictors of ES provision for all four services. Our results indicate that zoning of BRs has implications for ES coproduction.

Mit dem vorliegenden Grundsatzpapier zeigt die Senatskommission für Agrarökosystemforschung Perspektiven für die Grundlagenforschung zur nachhaltigen Erhöhung der Kulturpflanzenproduktion auf.Agrarsysteme stehen im Spannungsfeld zwischen steigendem Bedarf an landwirtschaftlichen Produkten, der Verknappung der Ressourcen, dem Verlust der Biodiversität und dem Klimawandel. Die für das Jahr 2050 prognostizierte notwendige Ertragssteigerung zur Sicherstellung des Bedarfs an Nahrungsmitteln kann, ohne die Belastbarkeitsgrenzen ökologischer Systeme zu überschreiten, nur durch wissenschaftlichen Fortschritt bewältigt werden (Abb. 1), der eine nachhaltige und ressourcen­effiziente Steigerung der Agrarproduktion ermöglicht (FAO, 2011; Dobermann und Nelson, 2013). Reversing the decline of biodiversity in European agricultural landscapes is urgent. We suggest eight measures addressing politics, economics, and civil society to instigate transformative changes in agricultural landscapes. We emphasize the need for a well-informed society and political measures promoting sustainable farming by combining food production and biodiversity conservation

Zentrale Aussagen: - Agrarlandschaften haben neben der Sicherung der Ernährungsgrundlagen viele weitere Funktionen. Hierzu zählen Ökosystemleistungen wie Bodenfruchtbarkeit und die Filterung und Speicherung von Wasser oder die Bestäubungsleistungen von Insekten. Agrarlandschaften sind auch Kulturlandschaften und als solche zugleich Lebensraum für Tiere und Pflanzen. Die Kulturlandschaft dient nicht zuletzt auch der Erholung des Menschen. - Die biologische Vielfalt in der Agrarlandschaft in Deutschland ist, selbst in Naturschutzgebieten, bei vielen Artengruppen stark zurückgegangen. Es gibt viele wissenschaftliche Belege dafür, dass der Rückgang der biologischen Vielfalt in der Agrarlandschaft Folgen für die Funtkionsfähigkeit der Aagrrökosysteme hat. - Der Wert biologischer Vielfalt besteht nicht nur in ihrem ökonomischen Potenzial. Ökosystemleistungen, kulturelle Werte sowie die Erhaltung der Arten um ihrer selbst willen begründen eine Ethik der Bewahrung der Vielfalt, die sich nicht gegen verengte ökonomische Überlegungen aufrechnen lässt. Der Wert biologischer Vielfalt in der Agrarlandschaft ist im Kontext der mannigfaltigen Leistungen der Agrarlandschaft und der daraus resultierenden Zielkonflikte zu betrachten. - Die Ursachen für den Rückgang an Tier- und Pflanzenarten liegen in einem Zusammenspiel vieler Faktoren: die Zunahme von ertragreichen, aber artenarmen Ackerbaukulturen, die vorbeugende und oft flächendeckende Nutzung von Pflanzenschutzmitteln, intensive Düngung, die Erhöhung der Schlaggrößen, der Verlust von artenreichem Grünland und ein struktureller Wandel der Nutztierhaltung hin zu größeren Betrieben mit weniger Weidehaltung, der Verlust der Strukturvielfalt der Landschaft, aber auch der Verlust der Vernetzung von Schutzgebieten. Diese Ursachen sind im Wesentlichen bedingt durch die Intensivierung der Landnutzung und durch biologisch-technische Innovationen für die Erreichung von Produktionszielen. - Maßnahmen zum Schutz und zur Förderung der biologischen Vielfalt müssen die ökonomischen, politischen, rechtlichen und gesellschaftlichen Rahmenbedingungen in der Landwirtschaft be- rücksichtigen. Daher ist eine systemische Herangehensweise mit vielfältigen, parallelen Lösungsansätzen notwendig. Ansatzpunkte sind neben der Landwirtschaft die Agrarpolitik, die marktwirtschaftlichen Rahmenbedingungen, das Agrar- und Umweltrecht sowie die Zivilgesellschaft und die Wissenschaft.

Humanity is on a deeply unsustainable trajectory. We are exceeding planetary boundaries and unlikely to meet many international sustainable development goals and global environmental targets. Until recently, there was no broadly accepted framework of interventions that could ignite the transformations needed to achieve these desired targets and goals. As a component of the IPBES Global Assessment, we conducted an iterative expert deliberation process with an extensive review of scenarios and pathways to sustainability, including the broader literature on indirect drivers, social change and sustainability transformation. We asked, what are the most important elements of pathways to sustainability? Applying a social–ecological systems lens, we identified eight priority points for intervention (leverage points) and five overarching strategic actions and priority interventions (levers), which appear to be key to societal transformation. The eight leverage points are: (1) Visions of a good life, (2) Total consumption and waste, (3) Latent values of responsibility, (4) Inequalities, (5) Justice and inclusion in conservation, (6) Externalities from trade and other telecouplings, (7) Responsible technology, innovation and investment, and (8) Education and knowledge generation and sharing. The five intertwined levers can be applied across the eight leverage points and more broadly. These include: (A) Incentives and capacity building, (B) Coordination across sectors and jurisdictions, (C) Pre-emptive action, (D) Adaptive decision-making and (E) Environmental law and implementation. The levers and leverage points are all non-substitutable, and each enables others, likely leading to synergistic benefits. Transformative change towards sustainable pathways requires more than a simple scaling-up of sustainability initiatives—it entails addressing these levers and leverage points to change the fabric of legal, political, economic and other social systems. These levers and leverage points build upon those approved within the Global Assessment's Summary for Policymakers, with the aim of enabling leaders in government, business, civil society and academia to spark transformative changes towards a more just and sustainable world. Publiziert als Diskussionsbeiträge der Scientists for Future 4: 1–13. Diese Erstveröffentlichung (nur in Deutsch) erfolgte am 16. Dez. 2020. Eine geringfügige Revision 1.1 (mit englischer Übersetzung) wurde am 16. Jan. 2021 unter doi:10.5281/zenodo.4417265 publiziert. Die Zeit drängt. Ohne schnell wirksame Gegenmaßnahmen werden Erderhitzung und Biodiver­sitätsverlust Ausmaße annehmen, welche die Lebensweise von Menschen nicht ab­schätz­baren Risiken aus­setzen. Obwohl die Herausforderungen weiten Teilen der Bevölkerung be­wusst sind, werden dringend nötige Entscheidungen aufgeschoben oder nur teilweise um­gesetzt. Eine Ursache hierfür sind fehlende Foren, in denen sich Bürger:innen mit Expert:innen aus­tau­schen und gemeinsam mögliche Szenarien und Lösungen erörtern können. Scien­tists for Future empfiehlt deshalb, mit geeigneten Formen von Bürger:innenversammlungen eine breite und demokratisch partizipative Beteiligung an Zukunftsgestaltung und -sicherung zu er­möglichen. Diese sollten auch unabhängig von einem Auftrag von Regierung oder Parla­ment initiiert wer­den.
