There is a stark contrast between the way industrial economics asks us to think about standard setting in telecommunications and the way standard-setting is actually organized. On the one hand, leading scholars maintain that standard setting is a natural monopoly. On the other hand, the number of standards organizations for telecommunications is quite large and there is no indication that this number will decrease. The paper analyzes how to resolve this discrep ancy. It argues that there are reasons to believe that the natural monopoly hypothesis is wrong. Under a certain set of conditions which are prevalent in international telecommunications, the distribution of standard setting to a multitude of competing standards organizations is both stable and efficient.

Important strands of the new institutionalism assume that the efficiency of institutions declines over time. Institutions, according to this view, are more stable than their environment, which supposedly results in an ever increasing misfit. This misfit, it is hypothesized, can only be corrected by the creative destruction of the institutions. The article takes issue with this view. Using case studies from the international telecommunications regime and the German health care system, it argues that institutional persistence does not necessarily prevent institutional adaptation. While it is an obstacle to creative destruction, it is compatible with other forms of institutional transformation, which have not received much attention from institutionalist scholars. Inert structures can be patched up with new structures or transposed to new functions. The article analyzes patching up and transposition as distinct modes of institutional change, and assesses their adaptive potential.

Je komplizierter die Informationstechnik wird, je mehr Hard- und Softwareelemente zusammengesteckt, zusammengeschaltet oder sonstwie zusammen genutzt werden müssen, damit etwas funktioniert, desto schwieriger gestaltet sich die Koordination technischer Entwicklungen. Kompatibilitätsstandards werden zur Voraussetzung für Innovation und Wachstum. Es wird untersucht, wie die internationale Produktion solcher Standards an die dramatisch steigenden Koordinationsbedürfnisse angepaßt wird. Wie die Technik selbst, so wird auch die Organisation ihrer Standardisierung immer komplexer, immer netzwerkförmiger und immer weniger hierarchisch. Anpassung erfolgt durch Wucherung.

"Verflochtene Entscheidungsstrukturen haben einen schlechten Ruf. Im allgemeinen werden sie mit Verzögerungen, Blockaden und suboptimalen Entscheidungen assoziiert." Demgegenüber zeigt der Autor an der internationalen Standardisierung der Telekommunikationstechnik, daß verflochtene Strukturen unter bestimmten Bedingungen auch konfliktmindernd, entblockierend und dynamisierend wirken können. Die Etablierung eines einheitlichen "Weltstandards" setzt die Einigung zwischen mehreren Standardisierungsorganisationen voraus. Dies führt zur Frage, ob die Produktion internationaler Standards dadurch erleichtert oder im Gegenteil erschwert wird. Obwohl eine stärkere Zentralisierung und Entflechtung als wünschenswert gilt, geschieht nichts, "um dem Wildwuchs ein Ende zu setzen und die organisatorische Vielfalt zurückzuschneiden". Fast alle großen Akteure der Telekommunikation unterstützen mehrere Standardisierungsorganisationen gleichzeitig mit Mitgliedsbeiträgen, Experten und Standardisierungsinitiativen und tragen dadurch zur Perpetuierung der doch eigentlich kritisierten organisatorischen Fragmentierung bei. Vor diesem Hintergrund geht der Autor folgenden Fragen nach: Warum haben die Akteure eine Struktur geschaffen, die sie doch offenbar nicht gut finden, und warum haben sie diese Struktur seit ihrer Entstehung auch noch ständig reproduziert? Auf der Grundlage dieser Ermittlungen wird sodann die Performanz der verflochtenen Standardisierungsstruktur erörtert. Behindert sie die Standardisierung, oder fördert sie sie? Blockiert sie Einigungen, oder erleichtert sie sie? Bei der Beantwortung dieser Fragen fallen Einsichten ab, die über das Beispiel der Standardisierung in der Telekommunikation hinaus für die Analyse von verflochtenen Entscheidungsstrukturen von Bedeutung sind. 'Global Taxation' investigates the global transition to modern taxation from the 18th century to today. Modern taxation refers to the broad-based tax instruments that allowed for the emergence of big government as we know it today, including, most prominently, income taxes and general consumption taxes. This volume draws on a new historical dataset of tax introduction worldwide to map the global spread of modern taxes descriptively and to explore its correlates analytically.

The Eurozone crisis and the refugee crisis are showcases of the problems associated with the EU's shift from market integration to the integration of core state powers. The integration of core state powers responds to similar functional demand factors as market integration (interdependence, externalities and spill-over) but its supply is more tightly constrained by a high propensity for zero-sum conflict, a functional requirement for centralized fiscal, coercive and administrative capacities, and high political salience. We show how these constraints structured the initial design of EMU and Schengen, made them vulnerable to crisis, and shaped policy options during the crises: they made horizontal differentiation unattractive, re-regulation ineffective, centralized risk and burden sharing unfeasible and the externalization of adjustment burden to non-EU actors necessary by default. Der Staat übt Herrschaft oft nicht mehr alleine aus, sondern koordiniert, integriert, initiiert und ergänzt die Herrschaftsausübung anderer nicht-staatlicher Herrschaftsträger.
