This study examines the determinants of adolescent sexual behavior and fertility in Nigeria, with a special focus on knowledge, attitudes and behaviors of adolescents aged 10-19 years old in Karu Local Government Authority (LGA), a peri-urban area near the capital city of Abuja. Using the last three waves of Demographic and Health Surveys (2003, 2008, 2013), focus group discussions, stakeholder interviews, and a specialized survey of 643 girls and boys aged 10-19 years old in Karu LGA, the study narrows in on key challenges to and opportunities for improving adolescent sexual and reproductive health outcomes. The national median age at sexual debut for adolescent girls and boys is between 15 and 16 years of age. This is closely emulated in Karu LGA with a median age of 14.8 years for girls and 15.3 years for boys. While data on pregnancies was limited in the Karu sample, DHS data show that for girls, sexual debut is closely associated with marriage or cohabitation, which in turn is a strong predictor of adolescent fertility. Poverty is another strong predictor, with the odds of becoming pregnant being twice as high for adolescents in the lower wealth quintiles compared to their counterparts in the richest quintile in the country. While adolescents' knowledge of contraception has increased from under 10 percent to over 30 percent, use of health services among adolescents for SRH (and contraception) is limited due to factors such as fear of stigma, embarrassment, and poor access to services, something also emphasized in focus group discussions. Challenges for improving adolescent SRH outcomes relate to: (i) the paucity of data, especially on the 10-14 year olds; (ii) availability and access to youth-friendly services and the Family Life and HIV Education (FLHE); (iii) reaching out-of-school adolescents with SRH information; and (iv) addressing ambiguities and gaps in Federal law and customs on age at marriage, and generating support for the legal age at marriage of at least 18 years old. Addressing these barriers at the State and sub-regional levels is going to be critical in improving adolescent well-being.
The vast literature on European political parties is dominated by works focused on analyzing activities of the highest branches of state governments. Yet, it is difficult to be surprised by this state of affairs — in Europe, central authorities remain as the main political decision-makers, both in terms of internal affairs and foreign policies. However, it does not change the fact that political parties active in and submitting electoral candidates throughout any given country are not the only entities influencing the quality of political decisions made. It is particularly the case in federation countries and the so-called regional states, where regional parties, as well as their particular variety — ethno-regional parties — gain increasing political significance. The intensification of research on the position of regional parties in political systems of individual European states, especially on the subject of their presence in representative organs on four levels — European, state, regional, and local — is definitely justified. The first argument in favor of such research is the fact that in contemporary Europe, these groupings play a major role in establishing regional imagined communities. As a consequence, scientists must attempt to redefine the existing relations between the core and the periphery. The second argument is the fact that in Western European countries, the relevance level of regional parties is rather high, which indicates that the field of operations for such parties is still widening. Thirdly, regional parties are indeed a political occurrence characteristic for "old Europe" states, but they can also be found in Central and Eastern European countries. It means that conducting research on Western European regional parties conducted in Poland can be particularly significant. Poland is a rather unitary state and a change in the constitutional order, adopted in 1997, which establishes such a form of regime, is rather unlikely. It does not mean however, that the influence of Western European standards will not have an impact on political events in Poland and the shaping of the local political scene. An indepth analysis of solutions adopted in individual Western European states in terms of the capacity for representational participation of regional collectives in electoral representative organs on European, national, regional, and local levels can allow for drawing appropriate conclusions and a substantive evaluation of chances of and threats to democracy, which result from including political representatives of regional collective into lawmaking and — in a wider context — the workings of the political system. Fourthly, an analysis of the functioning of regional parties in the framework of European political systems can significantly contribute to the understanding of some factors conditioning the so-called "unfreezing process" of political systems. Finally, it should be noted that despite the existence of several classifications of political parties, the authors researching the matter today usually propose the adoption of a division into party "families", since the main "rivalry poles" are similar in most European states. The assumption of divisions based on doctrinal stereotypes is the reason many authors question the purposefulness of including regional and ethnic parties in classifications, which indicate the existence of ideological "families". It does not, however, change the fact that they comment on the matter of the existence of such groupings in their works, which is why we can assume that this is a consequential research issue. Contemporary Spain is undoubtedly one of the most interesting examples of a European state, where the political rivalry between the core and the periphery indicates the existence of a substantial sociopolitical division in this aspect. It is clear that any attempt to describe the functioning of its party system based solely on a classification formed using traditional doctrinal stereotypes must lead to an incomplete, heavily distorted image. The political processes in this country during the last 150 years show that the socio-political division between the core and the periphery is not any less vital in Spain than the divisions based on the attitudes towards economic and ideological issues. It is clear there that at the turn of the second decade of the 21st century, in the midst of a serious economic crisis, the disappointment in elite politics on the political core level resulted in the rise of popularity of regional parties. It should be noted here that the research on Spanish parties from this party "family" must be coupled with devoting particular attention to a subtype of groupings, which advocate ethnic values. This is due to the specificity of periphery regions, differing from other state areas in language, customs or tradition of political institutions, but also in using these differences in political play by ethno-regional parties. From the perspective of a highly centralized state such as Poland, it definitely merits to examine the case of Spain. The first argument in favor of researching this field is the fact that despite granting autonomic rights to all regions of Spain, the state still retains the form of a unitary state. This work is therefore an analysis of occurrences within the context of a similar form of state, as opposed to those happening in a federation — a form foreign to Polish tradition. Secondly, adding to Polish literature and therefore widening the knowledge of regional parties in Spain may be useful in future in the context of gradual maturing of Polish democracy on local and regional levels. The state decentralization, which occurred in Poland after 1989 was probably one of the most difficult political processes carried out in the country. It is suffice to note that in 1990, at the dawn of the Polish Third Republic, only one level of self-government — the municipal government — was established. Further solutions in the local government reform area were not implemented until 1998, when the government of Jerzy Buzek decided to create county and province levels. However, those solutions are becoming a frequent subject of political and scientific discussion. These discussions often include the notion that the local government reform is a process, which has not been finalized in Poland yet. It is worth noting here that the requests related to directions of changes in the field of Polish decentralization often come from local and regional entities. It can be therefore presumed that the process of development of sub-state political elites will result in subsequent requests in the future. This can further exacerbate the sociopolitical core-periphery division. Consequently, the main goal of this work is to verify the research hypothesis, which assumes that the significant sociopolitical core-periphery divisions in Spain must have prompted the political elites of the central level - which were active after the demise of general Franco and guided the democratic transformation process, setting the state's territorial integrity as a main goal — to employ solutions for the creation, activity and financing of political parties, as well as for electoral laws, which would allow for communities from individual historical regions to maintain a representation in representative organs on four levels — European, state, regional, and local — therefore ensuring their significant position in the political system of contemporary Spain.
Hundreds of millions of Indian citizens have begun to vote and they will keep doing it for six weeks. Indian democratic elections are the most massive human mobilizations in the world —more than any other election, war, pilgrimage, migration movement, or world fair. There are more than one million polling stations and even a team of elephants to carry voting machines to the Himalaya. Unlike in many other democracies, electoral turnout in India is higher among the poor than among the rich, among the less educated than among the graduates, in the villages than in the cities. Since the last elections, five years ago, women vote (a little) more than men.
The success of democracy in India has dismissed the pessimistic auguries after the independence and the first election in 1952. But India is not an isolated case. Let's see the numbers. A little more than half of the world's population lives in democracy. Let's consider that "rich" countries are those above the world average per capita income (in purchasing power, around $ 18,000 per year), and "poor" are those below that threshold. About half of the world population living in democracy lives in relatively poor countries (including India, but also Indonesia, South Africa, and others), while about half of the population living in dictatorships lives in relatively rich countries (including China, but also S. Arabia, Russia, and others).
Some traditional sociologists have been puzzled by the India case because it does not fit the classical doctrine that economic development must precede democracy: from Seymour Lipset to Adam Przeworski, who has "repeatedly predict India as a dictatorship" before 2030. Yet, India is not an exception or an anomaly. The earliest modern democracies, such as Norway, Switzerland, the United Kingdom, or the United States, had also enforced broad male suffrage for competitive elections in the nineteenth century when they were fairly poor, as poor as India was in the mid-twentieth century or as is now.
For about forty years after independence, when the government was dominated by the Indian National Congress party, initially led by Jawaharlal Nehru, the centralized and closed Indian economy grew at an often-mocked annual rate of 1%. But since the early 1990s, when it has liberalized and opened to new technologies and globalization, India has enjoyed significant benefits from open trade and capital inflows. Against all expectations, the Indian per capita income at purchasing power has multiplied by five in thirty years. Precisely because India was late in adopting more sophisticated institutions and policies, it has been able to adapt more readily to the global economy. In contrast to developed countries with old technologies and onerous preexisting social arrangements, India has not had to dismantle former industrial and bureaucratic structures that might have obstructed innovation.
Consequently, the Indian citizens declare to prefer democracy to an authoritarian regime in a proportion of four to one. In the most recent international poll by the Pew Research Center, 72% of Indian citizens declare to be satisfied with the way democracy works in their country --only after Sweden and in contrast with, for example, 33% in the United States. (Pew Research Center's Global Attitudes & Trends, 2024).
The Congress Party, always led by Nehru's descendants Gandhi family, and the current incumbent People's Party (BJP) led by Prime Minister Narendra Modi, have alternated in government seven times. The electoral system is a copy of the colonial British tradition of single-member districts by simple plurality rule, which permits a party with less than 40% of votes to get an absolute majority of seats in the lower chamber of parliament. Yet, while numerous minor parties run independently, the two larger parties run in very broad electoral coalitions: in the current election, the incumbent BJP has formed a National Democratic Alliance with 12 mostly state-based or ethnic parties, while the opposition Congress is running in an India National Development Inclusive Alliance (to fit the acronym INDIA) with 23 parties, including several on the far left. Their participation in federal politics also works as a factor of Indian union.
After the end of the Cold War, the old Indian foreign policy of "non-alignment" was initially replaced with one of "strategic autonomy." India remains outside the United Nations Security Council, despite having become a nuclear power, and outside the Group of Seven despite being the fourth democratic economy in size. Nevertheless, India has become more dynamic in supporting the democratization of its neighboring countries in South Asia, which is still a poorly integrated region. It is also the oldest and most stable democracy of the so-called BRICS group, now enlarged to nine members, and it has recently increased its relations and deals with the United States and the European Union in a world of fluctuating international coalitions. From a global and historical perspective, democracy in India is already one of the most remarkable contemporary achievements of humankind.

The Question of Territorialism and Double Identity from the Perspective of 20th Century MacedoniaThe sense of territorial identity gains force whenever political means of solving the Macedonian Question, a repugnant legacy of the Eastern issue, become scarce. This attitude is reflected in the articles published by the representatives of the Macedonian diaspora in journals of its different centres. Due to space constraints I decided to present only (and at least) the views of Krste Misirkov, a very complex figure indeed, who in contemporary Macedonia belongs to the undisputable national pantheon. His opinions on the Macedonian Question were far from explicit and his statements delivered at different stages of his life do not fit into a cohesive whole as the national purists would want it. However, it is difficult to imagine a better mirror for "Macedonian matters" in the 20th century and a more comprehensive picture of the twisted paths that the Macedonian Slavs took to reach the concept of 'Macedonian' understood as an ethnos, not only in its territorial aspect.A bond with the territory has never disappeared from Macedonian self-perception. Only the constant presence of territorial identity explains the assimilation of the ancient heritage, which is in fact heritage of a territory, into the Macedonian national canon. It is further confirmed by the most recent Macedonian history textbooks for high school students where the ancient tradition is treated as a part of their own heritage. While the bond with the territory is still an integral part of the Macedonian elite's consciousness, the question of double identity remains less obvious. In Misirkov's time double identity, expressed through various ethnic configurations, on the one hand shaped Macedonian self-identity and on the other proved the distinctiveness of a 'Macedonian' at that time (i.e. in the first half of the 20th century) from a 'Serb' in Serbia proper and a 'Bulgarian' in Bulgaria proper, thus creating favourable conditions for the emergence of separatist understanding of Macedonianness, allowing even non-Slavs to be Macedonians. Macedonianness began to be founded on Slavicness relatively late and this dependence was propagated quite naturally mainly by Slavophile circles (the circle of Nace Dimov) and by the communists in the 1920's and 1930's. However, in the first half of the 20th century there still existed alternatives, such as, for instance, the above-described project of Krste Misirkov. The most evident connection between the term 'Macedonian' and Slavicness crystallised in Tito's post-war Macedonia, de facto undermining the notion of double identity in the sense in which it had functioned in the first half of the 20th century.Ciągłość i jej brak. В 1714 г. каталонцы, оказавшись в стане проигравших в Войне за испанское наследство, окончательно расстались с надеждами обрести независимость. Спустя 300 лет находящиеся у власти в Каталонии националисты хотят воспользоваться памятной датой для организации регионального референдума с целью выбора самостоятельного пути развития. В обостряющемся противостоянии интересов между Мадридом и Барселоной обеими сторонами используются не только политические и пропагандистские меры, но и финансовые рычаги воздействия. Этнонациональный вопрос в полиэтнической Испании далёк от своего решения, так как на протяжении веков для процесса формирования единого испанского государства было характерно политическое объединение несколькихродственных в генетическом отношении (кроме басков) этнических общностей, но имевших между собой существенные социально-культурные и языковые различия. Не случайно, что до сих пор региональное самосознание в Испании чрезвычайно сильно, а внутриэтническая консолидация испанской нации отличается незавершённостью, что проявляется, в частности, в активизации в последние десятилетия радикально-националистических и сепаратистских настроений в Каталонии, Стране Басков и ряде других автономий. Среди причин, обостривших конфронтацию сторонников и противников независимости Каталонии, следует упомянуть и глобальный финансовый кризис, поразивший как регионы Испании, так и общенациональную экономику. На пути сепаратистов стоит немало преград, начиная с конституционных положений, провозглашающих Испанию единым и неделимым государством и препятствующих проведению региональных плебисцитов, и заканчивая неоднозначным отношением к гипотетической независимости Каталонии, как в самом регионе, так и в других частях страны. Следует учитывать, что в современном мире возможность дробления крупного полиэтнического государства на моноэтнические составляющие более реальна, чем 40-50лет назад. Распад Югославии и Советского Союза, а также появление на политической карте мира Абхазии, Южной Осетии и совсем недавно Республики Крым тому подтверждение. В своих рассуждениях в пользу суверенитета Каталонии националисты ссылаются на произвольность сложившихся в прошлом границ между отдельными европейскими странами и регионами. Современные государственные рубежи действительно не были результатом рационального планирования, демократических договорённостей или учёта мнения местного населения. Во многом нынешние границы -итог исторических процессов, зачастую кровопролитных войн и территориальных отторжений, то есть действий, противоречащих современному международному праву и моральным нормам поведения. Независимая Каталония -это пока ещё гипотеза, но при определённых условиях и целенаправленных усилиях региональных националистов она вполне может стать реальностью. ; In 1714 the Catalans, being in the camp of the losers in the War of the Spanish Succession, finally lost any hope to gain independence. 300 years later, nationalists, who are in power now in Catalonia, want to take advantage of that memorable date by organizing a regional referendum in order to choose their own path of development. In the aggravating conflict of interests between Madrid and Barcelona both parties use not only political and propaganda measures, but also financial leverages of influence. The ethnonational issue in the multiethnic Spain is far from being solved, because for centuries the process of forming a unified Spanish state was characterized by political union of several genetically related (except Basque) ethnic communities, although with significant socio-cultural and linguistic differences among them. It is not coincidental that regional identity in Spain is still extremely strong, while the interethnic consolidation of the Spanish nation can be characterized as incomplete, which can be seen, particularly, in the intensification in recent decades of radical nationalist and separatist sentiments in Catalonia, the Basque Country and some other autonomies. Among reasons which escalated confrontation between supporters and opponents of Catalonian independence, we should mention the global financial crisis that hit the regions of Spain as well as the overall national economy. The separatists have many barriers on their way, starting from the constitutional provisions proclaiming Spain a united and indivisible state which impede to carry out regional plebiscites, and ending by an ambiguous attitude towards the hypothetical independence of Catalonia by both the residents of the region and in other parts of the country. It is important to keep in mind that in today's world the possibility of breaking large multiethnic state into ethnically constituting elements is more possible than 40-50 years ago. Disintegration of Yugoslavia and the Soviet Union and the emergence on the world political map of Abkhazia, South Ossetia, and most recently of the Republic of Crimea confirm this. The Catalonian nationalists in their arguments in favor of the sovereignty of Catalonia refer to the arbitrariness of the borders formed in the past between separate European countries and the regions. Modern state boundaries indeed are not the result of rational planning, democratic arrangements or consideration of the local population's opinion. In many ways, the current borders are the result of historical processes, often of bloody wars and territorial annexations. In other words, they are the result of actions which are contrary to current international law and moral norms of behavior. Independent Catalonia is still a hypothesis, but under certain conditions and, more importantly, as a result of concerted efforts of regional nationalists it could become a reality.
В статті окреслено основні можливості залучення української діаспори США до інвестиційних процесів в Україні. Детально аналізуються фінансові, управлінські та технологічні можливості діаспори з точки зору економічних інтересів України, лобіювання представниками діаспори найбільш важливих економічних і політичних рішень у парламентах західних країн та міжнародних організаціях. Окремо автор визначає необхідні кроки, які необхідно здійснити державі походження діаспори з метою залучення капіталу її представників, що може стати можливим після проведення ряду заходів на загальнодержавному рівні. Автор звертає увагу на необхідність вирішення питання про прийняття закону, що надає право на одержання подвійного громадянства тим представникам української діаспори, які здійснюють інвестування, працюють в реальному секторі економіки, займаються бізнесом та благочинністю. Це змінило б їхній політичний статус, надало право безвізового в'їзду в Україну і можливість користування на її території національним режимом цивільних правовідносин. Не менш важливим, на думку автора, є питання про відновлення прав власності етнічних українців на націоналізоване майно. Реалізація вказаних заходів зробила б великий психологічний вплив на українську діаспору і сприяла б у її сфері позитивному ставленню до інвестування капіталу в економіку України. У свою чергу, в законодавчій сфері необхідно підтвердити гарантії приватної власності і створити механізм її правового захисту, забезпечити стабільність правового режиму інвестиційного процесу. ; В статье очерчено основные возможности привлечения украинской диаспоры США к инвестиционным процессам в Украине. Детально анализируются финансовые, управленческие и технологические возможности диаспоры с точки зрения экономических интересов Украины, лоббирования представителями диаспоры наиболее важных экономических и политических решений, в парламентах западных стран и международных организациях. Отдельно автор определяет необходимые шаги, которые необходимо осуществить государству происхождения диаспоры с целью привлечения капитала ее представителей, что может стать возможным после проведения ряда мероприятий на общегосударственном уровне. Автор обращает внимание на необходимость решения вопроса о принятии закона, который предоставляет право на получение двойного гражданства тем представителям украинской диаспоры, которые осуществляют инвестирование, работают в реальном секторе экономики, занимаются бизнесом и благотворительностью. Это изменило бы их политический статус, предоставило право безвизового въезда в Украину и возможность пользования на ее территории национальным режимом гражданских правоотношений. Не менее важным, по мнению автора, есть вопрос о возобновлении прав собственности этнических украинцев на национализированное имущество. Реализация указанных мероприятий оказала бы большое психологическое влияние на украинскую диаспору и способствовала бы в ее сфере позитивному отношению к инвестированию капитала в экономику Украины. В свою очередь, в законодательной сфере необходимо подтвердить гарантии частной собственности и создать механизм ее правовой защиты, обеспечить стабильность правового режима инвестиционного процесса. ; In the article the main possibilities of enlisting of the Ukrainian Diaspora to the investment processes in Ukraine are researched. Financial, management and technological advantages of the Diaspora from the point of view of Ukraine's economical interests are analyzed in details as well as lobbing of its main economical and political decisions in the parliaments of international organizations and western countries. Separately, the author determines necessary steps which should be conducted by the state of Diaspora's origin with the aim of enlisting the capital of its representatives. This can be possible after implementing a wide range of measures at the national level. The author attracts attention to the necessity of solving the issue concerning the law of the doublecitizenship for those representatives of Ukrainian Diaspora who invest, work in the real sector of economy, and are engaged with the business activities and charity work. This, in its turn, would change their political status and give them a right for the non-visa entrance and the right to use on the Ukrainian territory the national mode of civil and legal relations. In the author's opinion, proceeding in the ownership rights of the ethnic Ukrainians for the national property is also important. Realization of the aforementioned measures would make a great psychological impact on the Ukrainian Diaspora and would promote its positive attitude towards investing the capital to the economy of Ukraine. In its turn, in the legislative sphere it is necessary to confirm the guarantees of private ownership and to create the mechanism of its legal protection and provide the stability of the legal mode of the investment processes. In the frame of the structural reorganization of the Ukrainian economy, the issue of the foreign investments is urgent. In most developed countries (United States, Canada, Germany, France, Great Britain) foreign capital became the intensifier of the investment processes. Over the last years this tendency is especially characteristic for the countries of the south-eastern Asia. The amount of foreign investments to these comparatively small countries at the beginning of 90-ties exceeded 20 billion dollars. Success of the economics of China and South Korea are determined by a great amount of foreign investments. Taking into consideration the experience of economy transformation, the process of enlisting foreign investments of Ukrainian Diaspora to the country of their origin is very important.
Yksi keskeisiä kysymyksiä muuttoliikkeen sävyttämässä maailmassa on, miten valtiot ja kansakunnat kykenevät integroimaan uudet tulijat ja heidän jälkeläisensä osaksi yhteiskuntaa. Maahanmuuttajien kotoutuminen tapahtuu lukuisilla yhteiskunnan eri osa-alueilla, kuten työmarkkinoilla, mutta myös politiikassa. Maahanmuuttajien poliittinen kiinnittyminen uudessa kotimaassa – mukaan lukien kyky ymmärtää ja vaikuttaa poliittisiin prosesseihin sekä kiinnostus seurata yhteiskunnallisia asioita – edistää heidän kotoutumistaan sekä yksilö- että ryhmätasolla. Yksi merkittävä maahanmuuttajien poliittiseen kiinnittymiseen vaikuttava tekijä on heidän poliittinen edustuksensa demokraattisissa päätöksentekoelimissä. Etnisten ja maahanmuuttotaustaisten vähemmistöjen mukanaolo poliittisessa päätöksenteossa viestii tasa-arvoisesta ja moniäänisestä yhteiskunnasta, jossa jokaisella on yhtäläinen mahdollisuus vaikuttaa yhteisiin asioihin syntyperästään riippumatta. Tarkastelemalla maahanmuuttotaustaisten ehdokkaiden rekrytoitumista Suomen kuntavaaleissa tämä tutkimus syventää keskustelua tekijöistä, jotka yhtäältä edistävät ja toisaalta vaikeuttavat maahanmuuttajien poliittisen edustuksen toteutumista. Tutkimuksen empiirisessä osiossa keskitytään kevään 2017 kuntavaaleihin ja vastataan kolmeen päätutkimuskysymykseen: (1) Mitkä olivat keskeisimmät erot eri etnisten ryhmien poliittisessa kiinnittymisessä? (2) Mikä vaikutti poliittisten puolueiden kysyntään eli halukkuuteen rekrytoida maahanmuuttotaustaisia henkilöitä ehdokaslistoilleen? (3) Miten maahanmuuttotaustaisten ehdokkaiden tarjonta eli heidän yhteiskunnallinen taustansa, resurssinsa ja motivaationsa vaikuttivat paitsi päätökseen ehdolle asettumisesta myös heidän valikoitumiseensa ehdokaslistalle? Tutkimuksessa hyödynnetään sekä määrällistä että laadullista aineistoa. Rekisteri- ja kyselypohjaiset aineistot muodostavat pohjan laajemmalle Suomen maahanmuuttotaustaisen väestön poliittisen kiinnittymisen ja poliittisen edustuksen analyysille kuntatasolla. Määrällisten aineistojen avulla on mahdollista vertailla valtaväestöön lukeutuvien ehdokkaiden ja maahanmuuttotaustaisten ehdokkaiden henkilökohtaisia ja sosiaalisia voimavaroja, motivaatiota, poliittisia arvoja ja asenteita, sekä ehdokaskampanjoita. Laadullinen haastatteluaineisto puolestaan valottaa etnisten ja maahanmuuttotaustaisten vähemmistöjen poliittista rekrytoitumista niin maahanmuuttotaustaisten ehdokkaiden kuin puolueiden näkökulmasta. Tutkimuksen tulokset osoittavat, ensinnäkin, että poliittinen kiinnittyminen vaihtelee suuresti eri etnisten vähemmistöryhmien välillä ja että tätä selittävät moninaiset taustamaahan, Suomeen muuton syihin ja ryhmien kotoutumiseen liittyvät seikat. Suomalainen avointen listojen vaalijärjestelmä sekä ehdokkaiden korkea kysyntä kuntavaaleissa kuitenkin luovat verrattain suotuisan ympäristön Suomeen muuttaneiden ehdokkaaksi pääsylle. Toisaalta, vaikka kynnys ehdokkaaksi pääsylle ei ole korkea, useimmat ehdokkaat tarvitsevat ulkopuolista kannustusta ehdokkuudelleen. Suomeen muualta muuttaneet tarvitsevat kannustusta puolueilta ja omalta lähipiiriltään valtaväestöä useammin, sillä monet heistä kokevat oman suomen (tai ruotsin) kielen taitonsa ja/tai suomalaista poliittista järjestelmää ja kulttuuria koskevan tietotasonsa riittämättömiksi. Puolueiden kykyä ja motivaatiota luoda ehdokastarjontaa eli aktiivisesti kannustaa Suomeen muuttaneita asettumaan ehdolle vaaleissa hankaloittavat puolueiden vähäiset sosiaaliset siteet eri etnisiin vähemmistöryhmiin. Verkostojen niukkuus tai suoranainen puute estää puolueita hankkimasta tietoa potentiaalisista maahanmuuttotaustaisista ehdokkaista eli henkilöistä, jotka voisivat olla kiinnostuneita asettumaan ehdolle ja joilla olisi siihen myös riittävät resurssit. Suomen henkilökeskeisessä vaalijärjestelmässä puolueiden vaalitulos riippuu voimakkaasti niiden asettamien ehdokkaiden kyvyistä hankkia henkilökohtaisia ääniä, jotka kaikki menevät puolueen yhteiselle listalle ja määrittävät puolueen saamien edustajanpaikkojen lukumäärän. Näin ollen ehdokkaita rekrytoidessaan puolueet haluavat varmistua siitä, että niiden ehdokkailla on riittävästi voimavaroja ja motivaatiota aktiivisen ehdokaskampanjan järjestämiseen ja äänestäjien mobilisointiin. Tiedon ja sitä myöden luottamuksen puutteen vuoksi puolueet kokevat maahanmuuttotaustaisten ehdokkaiden rekrytoimisen haastavaksi, mikä puolestaan vähentää puolueiden halukkuutta käyttää resurssejaan vähemmistöehdokkaiden löytämiseksi. Puolueet aloittavat ehdokasrekrytoinnin omasta organisaatiostaan edeten organisaation sisäkehältä sen ulkokehälle eli tarkastelemalla ensin aktiivisia jäseniään, sitten vähemmän aktiivisia ja tämän jälkeen jäsenten henkilökohtaisia verkostoja. Koska Suomeen muuttaneet ovat valtaväestöä harvemmin jäseniä puolueorganisaatioissa ja koska heidän verkostonsa eivät aina riittävästi risteä valtaväestön verkostojen ja elämänpiirin kanssa, he jäävät usein puolueiden rekrytointiverkostojen ulkopuolelle. Näin ollen monet Suomeen muuttaneet jäävät vaille sitä kannustusta ja tukea, jota he tarvitsisivat ehdolle asettumisekseen. Sosiaalisilla verkostoilla ja niiden eriytyneisyydellä on siten keskeinen rooli Suomeen muuttaneiden ehdokkaaksi rekrytoitumisen esteiden ja poliittisen aliedustuksen taustalla. Aiemmassa maahanmuuttajien poliittista rekrytoitumista käsittelevässä tutkimuksessa ei ole tarkasteltu riittävästi sosiaalisten verkostojen ja sosiaalisen pääoman merkitystä ja roolia. Sosiaalisiin verkostoihin nivoutuvien tekijöiden järjestelmällinen erittely on tästä syystä yksi tämän tutkimuksen keskeisimmistä kontribuutioista. Tutkimuksen tulokset auttavat tunnistamaan maahanmuuttajien poliittiseen kiinnittymiseen liittyviä tekijöitä ja poistamaan esteitä, jotka vaikeuttavat heidän pääsyään uuden kotimaansa poliittisen järjestelmän tasavertaisiksi jäseniksi. ; One of the crucial questions facing countries across the world is how immigrants and their descendants can become part of a society and nation. Integration of immigrants takes place in multiple arenas, such as in the labour market, but also in the political arena. Immigrants' engagement in host country politics – including the ability to understand and influence political processes as well as having an interest in what is happening in society – facilitates their societal inclusion at both individual and group levels. One of the important factors that supports the political engagement of immigrants is their presence in decision-making bodies. It sends a message of an equal and multivoiced society in which everyone has a chance to participate and to 'have a say'. The general aim of this study is to further the discussion of factors that facilitate and hinder immigrants' political representation by investigating the recruitment of immigrant-origin candidates in Finnish municipal elections. The study draws on empirical evidence from the 2017 municipal elections and answers three main questions. First, what were the key differences in electoral engagement between different ethnic groups? Second, what influenced political parties' demand for immigrant-origin candidates, i.e. motivated parties to recruit immigrants to their candidate lists? Third, what role did immigrant-origin candidates' supply factors, i.e. their socioeconomic backgrounds, resources, and motivations, play in their decision to stand as candidates and in their selection to candidate lists? The empirical material consists of both quantitative and qualitative data. The register and survey-based datasets form the basis for understanding the wider picture of electoral engagement and political representation of the foreign-origin population in Finnish municipal politics. They enable comparisons between native and immigrant-origin candidates regarding their personal and social resources, motivations, political attitudes, and campaigns. The qualitative interview data, in turn, sheds light on the process of political recruitment of immigrant-origin candidates from the perspective of parties and individual immigrant-origin candidates. The findings show, first, that the level of electoral engagement varies significantly between ethnic minority groups due to factors related to their countries of origin, reasons for migrating, and the level of integration in Finland. Second, the Finnish open-list proportional representation electoral system and a high demand for candidates in local elections result in a relatively favourable context for immigrants' access to candidacy. However, although the barrier of access to the ballot list is not high, most candidates need external encouragement before they decide to stand as candidates. Due to factors such as the language barrier and unfamiliarity with the Finnish political system and political culture, immigrant-origin candidates need even more encouragement from parties and their own personal networks. Yet, active recruitment by the parties is hindered by their lack of social ties to immigrant groups. Limited ties prevent parties from acquiring information about immigrant-origin individuals with interest and resources to stand as candidates. When recruiting candidates under a heavily personalised electoral system, in which parties' ability to win seats depends on their individual candidates' ability to attract personal votes, parties want to know that their candidates engage in active campaigning and have vote-earning attributes. Due to a lack of information, as well as the familiarity and trust related to it, parties often feel unable and unwilling to recruit candidates from immigrant communities. Furthermore, immigrants have significantly less experience with political organisations, and hence are less often in the party's inner network, from which parties begin their search for candidates. Those who are not members of parties' networks are not very likely to be personally targeted and encouraged to stand. Therefore, social networks play a fundamental role in the recruitment of immigrant-origin candidates and, thus, in the political representation of immigrants in Finnish municipal councils. The role of social networks and social capital in political recruitment has not been sufficiently acknowledged in previous studies on immigrants' political representation. Therefore, the systematic documentation of these factors is one of the main contributions of this study. The findings of this study can be used to recognise and overcome the barriers that immigrants face on their pathways to political integration.
The article is devoted to the study of the significance of non-scientific ways of acquiring political knowledge from the point of view of global and local political truth. The aim of the study is to identify the specifics of the socio-epistemic context of the relationship between political truth and the ideals of liberal multiculturalism. The uniqueness of the political-epistemological approach to the analysis of ethnic political truth is characterized. It was emphasized that considerations about the rootedness of epistemic principles in social reality and consciousness have an analysis as social determinants of the ordering of knowledge and scientific interest. The reasons are analyzed. The deployment of empirical political science research is aimed at establishing the truth in the description of political facts and establishing the truth in connection with individual objects of the political world. The definition of social factors of cognition in solving the question of epistemic validity of political positions of everyday and everyday considerations is revealed. It has been found that the mechanisms of cognitive withdrawal become the basis for the formation of stable epistemic principles at the level of everyday social practices of identification and identification. The revealed socio-epistemic prejudices determine specific psychological guidelines that may further determine political behavior in interethnic relations. It is proved that the emotional and social principles of the epistemic basis contain significant social prejudices and attitudes to social and political reality on the basis of false statements, which leads to significant losses and even crimes. It has been established that the enshrinement of erroneous epistemic guidelines and beliefs (beliefs) in certain norms of behavior extends to all practices of society, approaches and judgments, which become universally binding. It is assumed that state and political institutions either accept socially erroneous beliefs or ensure their correction. It is established that the choice of certain strategies of thinking and support of social institutions is encouraged by individual and collective interests. It is concluded that universal political truth faces the prospect of broad cultural inclusion, exclusion from the selectivity of civilization and the hierarchy of ethnocentric values. ; Статья посвящена изучению значения ненаучных способов обретения политического знания с точки зрения глобальной и локальной политической правды. Цель исследования – выявление специфики социально-эпистемического контекста взаимосвязи политической истины и идеалов либерального мультикультурализма. Охарактеризованы уникальность политико-эпистемологического подхода к анализу этнической политической истины. Было подчеркнуто, что рассуждения об укоренении эпистемических устоев в социальной реальности и сознании имеют анализ как общественных детерминант упорядочения знания и научного интереса. Проанализированы причины развертывания эмпирических политологических исследований направлено на установление истины в описании политических фактов и установление истины в связи между отдельными объектами политического мира. Раскрыты определения социальных факторов познания в решении вопроса эпистемической обоснованности политических положений будничных и бытовых соображений. Установлено, что механизмы когнитивного изъятия становятся основой для формирования устойчивых эпистемных основ на уровне будничных социальных практик отождествления и идентификации. Раскрыто, что социально-эпистемические предубеждения определяют конкретные психологические установки, которые могут в дальнейшем обуславливать политическое поведение в межэтнических отношениях. Доказано, что эмотивные и социальные основы эпистемической основы содержат существенные социальные предубеждения и отношения к социальной и политической реальности на основе ложных утверждений, что ведет к значительным потерям и даже преступлениям. Установлено, что закрепление ложных эпистемических установок и верований (убеждений) в определенных нормах поведения распространяется на все практики общества, подходы и суждения, приобретающие общеобязательное значение. Предполагается, что государственные и политические учреждения либо воспринимают социально-ложные верования, либо обеспечивают их коррекцию. Установлено, что избрание определенных стратегий мышления и поддержка социальных институций поощряется индивидуальными и коллективными интересами. Сделан вывод, что общечеловеческая политическая истина стоит перед перспективой широкой культурной инклюзивности, отстранения от цивилизационной избирательности и иерархии этноцентрических ценностей. ; Стаття присвячена вивченню значення ненаукових способів набуття політичного знання з точки зору глобальної та локальної політичної правди. Мета дослідження – виявлення специфіки соціально-епістемічного контексту взаємозв'язку політичної істини та ідеалів ліберального мультикультуралізму. Охарактеризовано унікальність політико-епістемологічного підходу до аналізу етнічної політичної істини. Було підкреслено, що міркування про укоріненість епістемічних засад у соціальній реальності та свідомості мають аналіз як суспільних детермінант впорядкування знання та наукового інтересу. Проаналізовано причини розгортання емпіричних політологічних досліджень спрямоване на встановлення істини в описі політичних фактів та встановлення істини у зв'язку між окремими об'єктами політичного світу. Розкрито визначення соціальних чинників пізнання у вирішенні питання епістемічної обґрунтованості політичних положень буденних та побутових міркувань. З'ясовано, що механізми когнітивного вилучення стають основою для формування стійких епістемних засад на рівні буденних соціальних практик ототожнення й ідентифікації. Розкрито, що соціально-епістемічні упередження визначають конкретні психологічні настанови, які можуть у подальшому зумовлювати політичну поведінку в міжетнічних відносинах. Доведено, що емотивні та соціальні засади епістемічного підґрунтя містять істотні соціальні упередження та ставлення до соціальної і політичної реальності на основі хибних тверджень, що веде до значних втрат і, навіть, злочинів. Встановлено, що закріплення хибних епістемічних настанов і вірувань (переконань) у певних нормах поведінки поширюється на всі практики суспільства, підходи і судження, які набувають загальнообов'язкового значення. Припущено, що державні та політичні установи або сприймають соціально-хибні вірування, або забезпечують їх корекцію. Встановлено, що обрання певних стратегій мислення та підтримка соціальних інституцій заохочується індивідуальними і колективними інтересами. Зроблено висновок, що загальнолюдська політична істина стоїть перед перспективою широкої культурної інклюзивності, відсторонення від цивілізаційної вибірковості та ієрархії етноцентричних цінностей.
The article describes the descriptive characteristics of the doubling / fragmentation of regional identities and macroidentity of Ukraine as a factor in strengthening external influence. As a result of the study, it was determined that the fragmented and diffuse identity of different regions of Ukraine is related to changing the perceptions of their residents about the most acceptable vector of external (cultural and political) influence. This vector depends on the level of legitimacy of the current government and is in the spectrum of geopolitical orientations of the EU / NATO - Customs Union. Analysis of the data of empirical sociological research gives grounds to talk about the presence of an oscillating contour of moods, which determine the inclusion in the process of determining a particular external center of power from the western and central, on the one hand, and southern and eastern regions.It is emphasized that the minority of the population shares the position of limited influence on Ukraine of various alliances of states and preservation of neutral sovereignty. At the same time, the indicators of attitudes towards the EU and NATO, the Customs Union, still differ in the west and east of the country. The existence of correlative differences in foreign policy, electoral, ethno-cultural orientations, which are still recorded in empirical sociological research in the areas with the greatest commitment to the two models of ethno-social structure, state and society: national and civil territorial (Galicia and Donbass).It is noted that the instability of regional identity, as a rule, correlates with the common practices of empires in the past (feudal-monarchical and Soviet) on artificial ethno-cultural mixing and deportation of indigenous people to remote areas. It is stated that the vast majority of Ukrainians, having special cultural and linguistic characteristics, still do not have a clear political worldview, which depends on the situational situation of power and changes over time under the external influence of situational centers of power of other societies.It is emphasized that Ukraine as a society is characterized by pronounced regional and cultural differences, which were formed in connection with the special historical experience of the occupation of its various regions and their artificial territorial and political composition. The analysis showed that the idea of a common Ukrainian civic identity has partial support at the state level and is shared by the majority of Ukrainians.At the same time, it was stated that along with self-awareness as part of the Ukrainian state, for a significant part of Ukrainians, their ethnic, cultural and linguistic features are still important, which may be related to factors of belonging to a particular region. Based on this, it is concluded that the regional aspects of Ukrainian identity become a generalized determinant of the assumption of a particular center of external influence on Ukraine. ; У статті побудовано описову характеристику подвоєння/фрагментації регіональних ідентичностей та макроідентичності України як чинника посилення зовнішнього впливу. У результаті проведеного дослідження визначено, що фрагментована та дифузійна ідентичність різних регіонів України є дотичною до зміни уявлень їхніх мешканців щодо найбільш прийнятного вектору зовнішнього (культурного та політичного) впливу. Цей вектор є залежним від рівня легітимності діючої влади і перебуває в спектрі геополітичних орієнтацій ЄС/НАТО – Митний Союз. Аналіз даних емпіричних соціологічних досліджень дає підстави вести мову про наявність коливального контуру настроїв, які зумовлюють включення в процес визначення того чи іншого зовнішнього центру сили, з одного боку, західних та центральних, а з другого боку, південних та східних регіонів.Наголошено на тому, що меншість населення поділяє позицію обмеженого впливу на Україну різноманітних альянсів держав та збереження нейтрального суверенітету. При цьому показники ставлення до ЄС та НАТО, Митного Союзу, як і раніше, різняться на заході і сході країни. Констатовано наявність корелятивних відмінностей у зовнішньополітичних, електоральних, етнокультурних орієнтаціях, які фіксуються в емпіричних соціологічних дослідженнях в областях з найбільшою прихильністю до двох моделей етносоціальної структури, держави і суспільства: націократичної та цивільно-територіальної (Галичина і Донбас). Відзначено, що нестійкість регіональної ідентичності, як правило, корелює з поширеними в минулому практиками імперій (феодально-монархічної та радянської) на штучне етнокультурне міксування та депортацію автохтонного населення на віддалені території. Констатовано, що переважна більшість жителів України, володіючи особливими культурно-мовними характеристиками, як і раніше, не має чіткого політичного світогляду, який залежить від ситуаційної кон'юнктури влади і змінюється з плином часу під зовнішнім впливом ситуаційно-домінуючих центрів сили інших суспільств. Наголошено на тому, що Україна як суспільство характеризується вираженими регіональнокультурними відмінностями, які сформувалися у зв'язку з особливим історичним досвідом окупації її різних регіонів та їх штучного територіально-політичного композиціонування. Проведений аналіз показав, що ідея загальноукраїнської громадянської ідентичності має часткову підтримку на державному рівні й поділяється більшістю жителів України. Водночас констатовано, що поряд з усвідомленням себе частиною української держави для значної частини українців, як і раніше, важливими є їхні етнічні, культурні та мовні особливості, які можуть бути пов'язані з чинниками приналежності до певного регіону. На основі зазначеного зроблено висновок про те, що регіональні аспекти української ідентичності стають генералізованою детермінантою допущення того чи іншого центру зовнішнього впливу на Україну.
The article describes the descriptive characteristics of the doubling / fragmentation of regional identities and macroidentity of Ukraine as a factor in strengthening external influence. As a result of the study, it was determined that the fragmented and diffuse identity of different regions of Ukraine is related to changing the perceptions of their residents about the most acceptable vector of external (cultural and political) influence. This vector depends on the level of legitimacy of the current government and is in the spectrum of geopolitical orientations of the EU / NATO - Customs Union. Analysis of the data of empirical sociological research gives grounds to talk about the presence of an oscillating contour of moods, which determine the inclusion in the process of determining a particular external center of power from the western and central, on the one hand, and southern and eastern regions.It is emphasized that the minority of the population shares the position of limited influence on Ukraine of various alliances of states and preservation of neutral sovereignty. At the same time, the indicators of attitudes towards the EU and NATO, the Customs Union, still differ in the west and east of the country. The existence of correlative differences in foreign policy, electoral, ethno-cultural orientations, which are still recorded in empirical sociological research in the areas with the greatest commitment to the two models of ethno-social structure, state and society: national and civil territorial (Galicia and Donbass).It is noted that the instability of regional identity, as a rule, correlates with the common practices of empires in the past (feudal-monarchical and Soviet) on artificial ethno-cultural mixing and deportation of indigenous people to remote areas. It is stated that the vast majority of Ukrainians, having special cultural and linguistic characteristics, still do not have a clear political worldview, which depends on the situational situation of power and changes over time under the external influence of situational centers of power of other societies.It is emphasized that Ukraine as a society is characterized by pronounced regional and cultural differences, which were formed in connection with the special historical experience of the occupation of its various regions and their artificial territorial and political composition. The analysis showed that the idea of a common Ukrainian civic identity has partial support at the state level and is shared by the majority of Ukrainians.At the same time, it was stated that along with self-awareness as part of the Ukrainian state, for a significant part of Ukrainians, their ethnic, cultural and linguistic features are still important, which may be related to factors of belonging to a particular region. Based on this, it is concluded that the regional aspects of Ukrainian identity become a generalized determinant of the assumption of a particular center of external influence on Ukraine. ; У статті побудовано описову характеристику подвоєння/фрагментації регіональних ідентичностей та макроідентичності України як чинника посилення зовнішнього впливу. У результаті проведеного дослідження визначено, що фрагментована та дифузійна ідентичність різних регіонів України є дотичною до зміни уявлень їхніх мешканців щодо найбільш прийнятного вектору зовнішнього (культурного та політичного) впливу. Цей вектор є залежним від рівня легітимності діючої влади і перебуває в спектрі геополітичних орієнтацій ЄС/НАТО – Митний Союз. Аналіз даних емпіричних соціологічних досліджень дає підстави вести мову про наявність коливального контуру настроїв, які зумовлюють включення в процес визначення того чи іншого зовнішнього центру сили, з одного боку, західних та центральних, а з другого боку, південних та східних регіонів.Наголошено на тому, що меншість населення поділяє позицію обмеженого впливу на Україну різноманітних альянсів держав та збереження нейтрального суверенітету. При цьому показники ставлення до ЄС та НАТО, Митного Союзу, як і раніше, різняться на заході і сході країни. Констатовано наявність корелятивних відмінностей у зовнішньополітичних, електоральних, етнокультурних орієнтаціях, які фіксуються в емпіричних соціологічних дослідженнях в областях з найбільшою прихильністю до двох моделей етносоціальної структури, держави і суспільства: націократичної та цивільно-територіальної (Галичина і Донбас). Відзначено, що нестійкість регіональної ідентичності, як правило, корелює з поширеними в минулому практиками імперій (феодально-монархічної та радянської) на штучне етнокультурне міксування та депортацію автохтонного населення на віддалені території. Die vorliegende Dissertation beschäftigt sich mit den Auswirkungen der Globalisierung auf den Arbeitsmarkt sowie der Analyse der Determinanten staatlicher Umverteilung. Im Mittelpunkt steht dabei die empirische Auseinandersetzung mit diesen beiden Aspekten. Die in den letzten Jahrzehnten zu beobachtende Öffnung der Märkte und die damit einhergehende steigende internationale Verflechtung wird in der Literatur neben dem technischen Fortschritt als Haupttreiber der wirtschaftlichen Entwicklung gesehen. In letzter Zeit jedoch ist die Globalisierung zunehmend in den Ruf geraten, verstärkt negative Konsequenzen mit sich zu bringen, z.B. in Form höherer Ungleichheit bzw. einer höheren Volatilität der Beschäftigung. Das zweite Kapitel untersucht den Einfluss der zunehmenden Importpenetration (in Form steigender importierter Vorprodukte) auf die Beschäftigung im verarbeitenden Gewerbe in 12 OECD-Staaten. Die Ergebnisse deuten auf einen insgesamt leicht positiven Beschäftigungseffekt der zunehmenden internationalen Verflechtung, wobei auf eine Vielzahl an zusätzlichen Einflusskanälen, verschiedene Modellspezifikationen sowie unterschiedliche Maße der Importpenetration kontrolliert wird. In Abhängigkeit vom Ursprungsland der importierten Vorprodukte differieren die Arbeitsmarkteffekte jedoch deutlich. Während Importe aus den alten EU-Mitgliedsstaaten komplementär zur Industriebeschäftigung in den beobachteten OECD-Ländern wirken, kann eine substitutive Beziehung für importierte Vorprodukte aus China und den neuen EU-Mitgliedsstaaten beobachtet werden. Die Resultate unterscheiden sich für die einzelnen Volkswirtschaften zum Teil spürbar. Darüber hinaus wird deutlich, dass die hierarchische Struktur der Daten nur eine untergeordnete Rolle spielt, während die Berücksichtigung von Endogenitätsproblemen die Ergebnisse unberührt lässt. Die ambivalenten Folgen der Globalisierung auf die Beschäftigung verstärken die Nachfrage nach dem Sozialstaat. Das folgende Kapitel analysiert daher die Bestimmungsgründe staatlicher Umverteilung für ein breites Ländersample. Dabei geht es um die Frage, an welchen Faktoren sich staatliche Entscheidungsträger orientieren, wenn sie umverteilende Maßnahmen durchführen. Die Meltzer-Richard-Hypothese kann empirisch bestätigt werden, wobei der Einfluss abhängig vom Entwicklungsstand der Länder ist. In reichen Nationen mit ausgeprägten politischen Rechten ist der Zusammenhang zwischen Ungleichheit und Umverteilung sehr robust, wohingegen dies für ärmere Länder mit weniger entwickelten politischen Rechten in weitaus geringerem Maße gilt. Darüber hinaus ist auch die Form der Einkommensverteilung entscheidend für die Höhe der staatlichen Umverteilung. Während die Mittelschicht ein Mehr an Umverteilungsmaßnahmen befürwortet, üben Top-Einkommensbezieher ebenfalls einen signifikanten, jedoch negativen Einfluss auf die Höhe der staatlichen Umverteilung aus. Niedrigeinkommensbezieher als eigentliche Hauptprofiteure von Umverteilungsmaßnahmen spielen hingegen keine zentrale Rolle im Entscheidungskalkül der Politiker. Die Ergebnisse weisen zudem darauf hin, dass die Höhe der gefühlten Ungleichheit der Individuen für die Nachfrage nach Umverteilung wichtiger ist als die tatsächliche Höhe der Ungleichheit. Im nächsten Kapitel wird der im vorangegangenen Kapitel aufgestellte Untersuchungsrahmen um kulturelle Aspekte erweitert. Hintergrund ist der in den letzten Jahren zu beobachtende Anstieg von Migrationsströmen und dessen mögliche Auswirkungen auf die Sozialstaaten in den Aufnahmeländern. Dieses Kapitel analysiert die Auswirkungen von Kultur und ethnischer, religiöser sowie kultureller Diversität auf die Höhe der staatlichen Umverteilung für ein breites Ländersample. Ausgangspunkt für die Messung von Kultur sind die Kulturdimensionen nach Hofstede, die um zusätzliche kulturelle Indikatoren sowie verschiedene Maße von Diversität erweitert werden. Um kulturelle Charakteristika von institutionellen Gegebenheiten zu trennen, werden sowohl regionale als auch externe Instrumente verwendet. Die Ergebnisse deuten auf einen ambivalenten Einfluss von Kultur auf die Höhe staatlicher Umverteilung. Während in Ländern mit einem hohen Maß an Individualismus und gegenseitigem Vertrauen sowie geringen familiären Bindungen mehr umverteilt wird, kann das Gegenteil für Länder mit hoher Machtdistanz und der Vorstellung, dass persönlicher Erfolg das Ergebnis harter Arbeit ist, beobachtet werden. Die empirischen Befunde weisen zudem auf einen negativen, jedoch nicht-linearen Zusammenhang zwischen Umverteilung und Diversität. ; This dissertation is concerned with the empirical investigation of the link between globalization and labor market outcomes as well as the determinants of governmental redistribution, with a special focus on the effects of culture and diversity on the welfare state. In recent years, globalization has been criticized for adverse structural effects, e.g. increasing employment volatility and higher inequality. Following the introduction, the second chapter investigates the relationship between growing import penetration and manufacturing employment growth in 12 OECD countries between 1995 and 2011, accounting for various model specifications, different measures of import penetration, and alternative estimation strategies. The application of the latest version of the World Input-Output Database (WIOD), which has only recently become available, enables measurement of the effect of increases in imported intermediates according to their country of origin. The findings emphasize a weak positive overall impact of growing trade on manufacturing employment. However, while intermediate inputs from China and the new EU members are substitutes for manufacturing employment in highly developed countries, imports from the EU-27 complement domestic manufacturing production. The three-level mixed model utilized implies that the hierarchical structure of the data plays only a minor role, and controlling for endogeneity leaves the results unchanged. The findings point to ambiguous effects of globalization on labor market outcomes which increase the demand for equalizing public policies. Accordingly, the following chapter examines the relationship between income inequality and redistribution, accounting for the shape of the income distribution, different development levels, and subjective perceptions. Cross-national inequality datasets that have become available only recently allow for the assessment of the link for various sample compositions and several model specifications. The empirical results confirm the Meltzer-Richard hypothesis, but suggest that the relationship between market inequality and redistribution is even stronger when using perceived inequality measures. The findings emphasize a decisive role of the middle class, while also identifying a negative impact of top incomes. The Meltzer-Richard effect is less pronounced in developing economies with less sophisticated political rights, illustrating that it is the political channel through which higher inequality translates into more redistribution. Chapter (4) extends the framework developed in the preceding chapter by studying the effects of culture and diversity on governmental redistribution for a large sample of countries. To disentangle culture from institutions, the analysis employs regional instruments as well as data on linguistic differences, the frequency of blood types, and the prevalence of the pathogen Toxoplasma Gondii. Redistribution is higher in countries with (1) loose family ties and individualistic attitudes, (2) a high prevalence of trust and tolerance, (3) low acceptance of unequally distributed power and obedience, and (4) a prevalent belief that success is the result of luck and connections. Apart from their direct effects, these traits also exert an indirect impact by influencing the transmission of inequality to redistribution. Finally, the findings indicate that redistribution and diversity in terms of culture, ethnic groups, and religion stand in a non-linear relationship, where moderate levels of diversity impede redistribution and higher levels offset the generally negative effect.
In pre-WW II industrial development in Palestine was retarded when compared to industrialized countries; but soc conditions were favorable toward such development when compared to many Oriental countries. Since the 1948 creation of the Israeli State, industrialization has proceeded rapidly because of the impetus of national policy & assistance from the US. During this period the accelerated immigration into the new State has radically changed the composition of the pop. There has been a huge increase in the % of new-comers to resident pop & the character of the immigration has shifted from a predominantly Western to an Oriental one. These changes have led to problems of econ & soc adjustment. In effect this has put two contrasting societies vis-a-vis each other: the Ur, industrialized society with its special traits of acquisitiveness & aggressive att's toward SE change facing the pre-industrial, agri'al society with its traditionalism & its high valuation of leisure. Contrary to expectations, no major breakdown in the process of absorption ensued. The adjustment of the newcomers to industrial employment became the subject of the UNESCO investigation here described. The most important inquiries undertaken were those which covered 11 modern industrial enterprises in the Haifa district. The results were verified by a survey taken in the Tel-Aviv district. Information on the vocational preferences of young workers was provided by a statist analysis carried out by the Vocational Guidance Dept of the Hadassah Educ'al Services in Jerusalem. The Haifa investigation covered 420 workers in 11 industrial enterprises organized largely on the assembly line system. The majority of these were employed at spinning, weaving, sewing, glass manufacture, & railway shops. Most of the workers were immigrants from Iraq, Morocco, Egypt, & other Oriental countries. The immigrants were less likely to be employed in the old-established factories not greatly expanded since 1948. That most workers interviewed were resigned to their status as workers is indicated by the fact that 332 of 420 did not contemplate leaving their present employment in the near future. Acceptance of present status was high among immigrants from Yemen, India, Turkey, & Bulgaria. Discontent was high among those from Egypt, Iraq, & Morocco, countries where a large part of the Jews belong to the Mc. Dissatisfaction was generally low among F's, perhaps because they regarded the arrangement as a temporary one. 25% of M's below 25 years in age were discontent & 11% of those above. Factory managers held their chief complaint against workers from Oriental countries to be their lack of punctuality & absenteeism. They agreed, however, that these immigrants can be easily influenced & in time become excellent workers. Because of this some managers preferred to employ Oriental over European immigrants. Management tried to treat all workers equally: only 37 of the 420 expressed dissatisfaction with the attitude of management. The managers interviewed indicated that workers were quite sensitive to any form of discrimination, real or imagined. Soc contacts with Oriental workers was limited. Trade union organization, unknown to Oriental Workers, was associated by them with the Israeli authorities who rule over them. There was no serious attempt to educate workers in respect to their union organization (Histadrut). There was a greater knowledge & appreciation of the operations & signif of trade unionism among workers in the smaller enterprises (up to 100 workers). There appeared to be no serious friction among workers themselves regardless of recentness of immigration or source. This is in accord with community philosophy which considers all soc discrimination as immoral. Most immigrants were convinced that they are discriminated against in situations which are not work-related, but few could name instances to prove it. Contrary to popular opinion, normal working relations were not observed to lead to closer personal contacts. Specific adjustment to factory work was easier among those who found the greatest number of common elements between their previous & their new job. The following conclusions are reported: (1) the general adjustment of the immigrants to the industrial way of life is satisfactory; (2) educ is important in-so-far as it facilitates training & work assignment; consequently, educ is more functional with some types of jobs than others; (3) desire for security of employment motivates the immigrant to strive for a skilled type of job; (4) F's adjust to industrial work more smoothly than M's; (5) the adjustment to specific job requirements is somewhat impeded by the relative unfamiliarity of the immigrant with machinery & its operation; (6) managers & forement disagree on the intelligence & perception of the new immigrants, but studies of Einstein suggest that certain initial differences in perception & abstract thinking exist between the various ethnic groups of the pop; (7) wages are not an incentive & positive factor in adjustment; (8) there is virtually no discrimination against newcomers on the part of management or veteran workers (except for some discrimination against Oriental workers), but there seems to be a spectacular indifference to & ignorance of the special problems of the newcomers on the part of the Histadrut (General Jewish Labor Federation). It can be concluded that the process of adjustment of new immigrants to the requirements of an industrial society has proceeded with remarkable promise. B. J. Keeley.
In der jährlichen Bevölkerungsumfrage erhebt das Bundesamt für Bauwesen und Raumordnung (BBR) seit 1985 (in Ostdeutschland seit 1990) Einstellungen, Meinungen und Wissensbestände der Deutschen mit Blick auf die Wohn- und Lebensbedingungen in ihrer Region. Ein im Kern gleich bleibender Fragenkatalog gewährleistet die langfristige vergleichende Beobachtung gesellschaftlicher Entwicklungen aus Sicht der befragten Bürgerinnen und Bürger. Neben der Beschreibung regionaler Unterschiede und deren Beurteilung dient die Befragung vor allem der Untersuchung systematischer Zusammenhänge von Lebensbedingungen, Bewertungen und berichteten Verhaltensweisen. Sie ist Teil des Raumbezogenen Informationssystems des BBR. In diesem Informationssystem ist die Bevölkerungsumfrage die einzige Datenquelle, die es erlaubt, Zusammenhänge auf der Ebene von Personen herauszufinden (subjektive Indikatoren). Alle anderen Komponenten der Raumbeobachtung können Analysen nur auf der Ebene von Aggregatstatistiken vornehmen (objektive Indikatoren). Die subjektiven Einsichten der Befragten helfen dabei, regionalstatistische Zusammenhänge zu erklären. Die im vorliegenden Band präsentierten Analysen ergänzen frühere Veröffentlichungen. Ein besonderer Schwerpunkt liegt zudem auf den Lebensbedingungen im Wohngebiet (Sonderfragen 2003). Der Anhang versammelt das Fragenprogramm der verschiedenen Erhebungsjahre und Zeitreihen-Tabellen.
