The Nationality Issue on the Peripheries of Central and Eastern Europe. The Case of Polesie in the Interwar PeriodAbstractThe territory of Polesia in the interwar period was an area of competition between the national movements of Belarusian, Polish, Russian, and Ukrainian communities. In the Polesia Province, the scope of activity and intensification of national factors were not the same. An influence of the Belarusian movement was seen only in the north of the province, in the districts of Kosava and Pruzhany. The more active in Polesia Ukrainian movement was the strongest in southern, and south-western districts: of Brest on the Bug, Kobryn, and Kamin-Kashyrskyi. Russians were the most successful in the cities of Brest and Pinsk, and in the eastern part of the region, in the neighbourhood of the towns of Luninets and Davyd-Haradok, where influences of the Belarusian and Ukrainian movements were minimal. But the idea of "the great Russian nation" was gradually becoming an anachronism within the borders of the Second Republic of Poland.Poland was an active player in the arena of national affairs in Polesia, as it sought to gain thesupport of local people through a unification policy of the state apparatus. The apogee of the Polonization action was in 1932–1939, after the office of Polesia voivode was taken by Col. Wacław Kostka-Biernacki. Activists of various national movements in Polesia were actively fought against by the State authorities. The voivodeship administration hampered all non-Polish national agitation among inhabitants of the region. The government of the Second Polish Republic did not succeed in combating civilisational backwardness in Polesia. An average inhabitant of the region was, in the first place, a member of his local rural community and often had no idea that for the State administration he was a Pole, for an Orthodox priest he was a Russian, and for a radical rural intellectual – a Belarusian or Ukrainian. A passive attitude of the majority of local people towards the question of nationality was still common at the end of the interwar period. Национальный вопрос на окраине Центрально-восточной Европы. Влияние белорусского движения было заметно только на севере Полесья – в Косовском и Пружанском поветах. У более стихийного украинского движения в Полесье больше всего плацдармов находилось южных и юго-западных поветах – Брестском, Кобринском, а также Каширском. Русские имели самый большой успех в городах – Бресте и Пинске, а также на востоке воеводства в окрестностях Лунинца и Давид-Городка, где влияние белорусского и украинского движений было ничтожно. Однако идея «великого русского народа» в границах Второй Речи Посполитой постепенно становилась анахронизмом.Польша являлась активным игроком на Полесском национальном поле, пытаясь привлечь местное население посредством унификационных действий государственного аппарата. Полонизационная акция достигла апогея в 1932-1939 годах, после вступления в должность Полесского воеводы полковника Вацлава Костка-Бернацкого. Власть последовательно боролась с деятелями отдельных национальных движений в Полесье. Воеводская администрация активно препятствовала ведению всякой непольской национальной агитации среди полещуков.Властям Второй Речи Посполитой определенно не удалось преодолеть огромную цивилизационную отсталость в Полесье. Среднестатистический полещук оставался, прежде всего, членом сельской общины и часто не имел понятия, что для государственной администрации – он – поляк, для православного священника – русский, а для радикального сельского интеллигента – белорус или украинец. Пассивная позиция большинства полещуков по национальному вопросу продолжала быть всеобщим явлением к концу межвоенного двадцатилетия.

Nowadays our society sets aside people pointed out as "vulnerable". This sidelining translates in the facts a more global discharge of anything sending back to vulnerability. Considering vulnerability as un unthought dimension of our culture, a large part of this thesis will consist in showing what the situation is regarding vulnerability and through which ways it is poile possible to think it out. The excluding of this vulnerability, which is nevertheless essential to us, is only the backhand of an identity which each of us wants to specify from his own insured consciousness. With Emmanuel Levinas, the matter is to think out vulnerability as sensitivity THROUGH the other in consideration FOR the other, where the encounter turns to be the condition of à desidentifying hollowing out. Otherness is my first resource, it convenes me to receive the otherone's strangeness and this reception is giving me a self awareness much more than what I decide. That small shift suggests to each one to inhabit his own vulnerability, that uncontrolled futility but which operates in change, such is the "phenomenology of the one, modified by the other than one" ( P. Ricœur ) that we tried to think. From that prospect point, another society can be considered, a "society of singularities" giving room to our insufficiencies within the "sociality quality" (E. Levinas ). That breeding ground gîtes lies the opportunity to re-visit the Nation, the singular and the universal, hospitality, fraternity, economics, the link between ethics and politics, in order to blow up the individual need of a cut between " me-us " and " whole-them ". To live into its own vulnerability is then to stay into the unbereable place of a non cut. ; Aujourd'hui notre société met à l'écart les personnes désignées « vulnérables ». Cette mise à l'écart traduit dans les faits un rejet plus global de tout ce qui renvoie à la vulnérabilité. Considérant que celle-ci est une dimension impensée de notre culture, une grande partie de cette thèse consistera à montrer ce qu'il en est de la vulnérabilité et par quels chemins il est possible de la penser. L'exclusion de cette vulnérabilité, qui nous est pourtant constitutive, n'est que le revers de l'identité que chacun veut préciser du haut de sa conscience assurée d'elle-même. Avec Emmanuel Levinas, il s'agit de penser la vulnérabilité comme sens-sensibilité PAR l'autre en égard POUR l'autre, plaçant la rencontre comme condition d'un évidement désidentificateur. L'altérité est ma première ressource, elle me convoque à l'accueil de l'étrangeté de l'autre et cet accueil me révèle à moi-même bien plus que ce que j'en décide. Ce petit déplacement qui propose à chacun d'habiter sa vulnérabilité, ce presque-rien qui ne se commande pas mais qui opère dans l'altération, telle est la « phénoménologie du soi affecté par l'autre que soi » (P. Ricœur) que nous avons tenté de penser. A partir de là, une autre société peut s'envisager, une « société des singularités » qui fait toute sa place à nos in-suffisances dans une qualité de « socialité » (E. Levinas). Ce terreau permet de revisiter l'État, le singulier et l'universel, l'hospitalité, la fraternité, l'économique, le lien entre éthique et politique pour faire éclater le besoin individuel d'une coupure entre un « moi-nous » et un « tout-eux ». Habiter sa vulnérabilité c'est alors rester à l'endroit intenable de la non coupure.

High-flying illusions on the part of the proponents and grim predictions of the sceptics characterize the controversy about Brexit. The article analyses five issues at stake for the Post-Brexit relationships between Britain, the EU and Africa with a focus on the Commonwealth Sub-Saharan Africa: market access, FDI, aid, security and partnership . The British government's vision of a 'Global Britain' relies heavily on a reinforced co-operation with Commonwealth nations. However, most likely this would be possible only at the expense of the poor in Africa and elsewhere. Concerning security cooperation with Africa, London apparently exaggerated its defence input in order to enhance its bargaining position with the EU. It will be crucial for both the EU and the UK to find post-Brexit agreements to stem irregular migration and the growth of jihadist groups and terrorism. L'article analyse cinq des principaux enjeux des relations post-Brexit entre la Grande-Bretagne, l'UE et l'Afrique, en mettant l'accent sur l'Afrique du Commonwealth: à savoir, l'accès aux marchés, IDE, aide, sécurité et partenariat. La vision du gouvernement britannique d'une «Grande-Bretagne mondiale» repose largement sur une coopération renforcée avec les pays du Commonwealth et les marchés libéralisés. On peut se demander si cela impliquerait également un meilleur accès aux marchés pour l'Afrique et la protection de ses industries naissantes. Compte tenu de la forte position de Londres sur les marchés financiers mondiaux, la politique d'après-Brexit pourrait entraîner d'additionnelles investissements nets substantiels en Afrique. Cependant, il est fort probable que cela ne soit possible qu'au détriment des pauvres en Afrique et ailleurs. Les perspectives de la future relation d'aide entre le Royaume-Uni et l'Afrique après le Brexit sont étroitement liées à la politique commerciale et financière de la Grande-Bretagne. L'analyse révèle que le Brexit devrait entraîner une diminution de l'aide. En ce qui concerne le renforcement de la sécurité en Afrique, Londres aurait apparemment exagéré son apport en matière de défense afin de renforcer sa position de négociation avec l'UE. Enfin, l'analyse de ces différents domaines politiques montre que les attentes des Brexiteers et des politiciens africains en ce qui concerne une relation post-Brexit améliorée avec les partenaires sur un pied d'égalité sont largement infondées. ; ZUSAMMENFASSUNG "Großbritannien und Afrika: im Aufbruch zu den Brexit-Felsen": Hochfliegende Illusionen der Befürworter und grimmige Vorhersagen der Skeptiker kennzeichnen die Kontroverse um den Brexit. Der Artikel analysiert fünf der wichtigsten Fragen, die für die Beziehungen zwischen Großbritannien, der EU und Afrika nach dem Brexit anstehen, mit einem Schwerpunkt auf dem Commonwealth Afrika: und zwar Marktzugang, FDI, Entwicklungshilfe, Sicherheit und Partnerschaft. Die Vision der britischen Regierung von einem "Global Britain" hängt stark von einer verstärkten Zusammenarbeit mit den Commonwealth-Staaten und liberalisierten Märkten ab. Ob dies einen besseren Zugang zu Märkten auch für Afrika und den Schutz seiner jungen Industrien bedeuten würde, ist fraglich. Angesichts der starken Position der City of London auf den globalen Finanzmärkten könnte die Post-Brexit-Politik zu erheblichen Nettoinvestitionen in Afrika führen. Dies wäre jedoch höchstwahrscheinlich nur auf Kosten der Armen in Afrika und anderswo möglich. Die Perspektiven zukünftiger Hilfsbeziehungen des Vereinigten Königreichs mit Afrika nach dem Brexit sind eng mit der britischen Handels- und Finanzpolitik verknüpft. Analysen zeigen, dass der Brexit wahrscheinlich zu einem Rückgang der Entwicklungshilfe führen wird. Was verstärkte Sicherheit für Afrika anbelangt, so hat London offenbar seinen Verteidigungsbeitrag übertrieben, um seine Verhandlungsposition gegenüber der EU zu verbessern. Nicht zuletzt zeigt die Analyse der o.g. unterschiedlichen Politikbereiche, dass die Erwartungen von Brexiteers und afrikanischen Politikern hinsichtlich einer verstärkten partnerschaftlichen Beziehung auf Augenhöhe weitgehend unbegründet sind.

This work tackles the study of the material and discursive destiny of two old man-made textile factories in the Lyon area after their closing: the Tase factory based in Vaulx-en-Velin and the Rhodiaceta factory based in the 9th district of Lyon, which both belonged to the Rhône-Poulenc corporation until their closing in 1980.The starting point of this research was based on the fact that both factories were similar in many ways before their closing, yet haven't followed the same path since then, neither according to space nor to speeches. We will therefore study the role of three discursive spheres in these differentiated paths from 1980 to 2013 –the civil sphere, the institutional sphere and the mediaarena- based on the analysis of their existence in the local media.We will analyze the local paper – Le Progrès - and the community press which told the stories of these old factories as well as the memories and heritage that are tied to their representation. This work is based on the analysis of a multi-scale evolving context which includes territory – economics and politics-, institutions –with the progressive extension of the notion of heritage-,and nation –the evolution of governments and of legislation. Finally, the media analysis is supplemented by semi-directive contemporary interviews of local players who work in these spheres. At the end of the day, this work questions the conditions in which a discursive representation of these old factories is supposed to have acknowledged them with a territorial identity. The local media have dealt with this issue from a certain past perspective, a creative reconstruction that fashioned this acknowledgement. ; Ce travail porte sur l'étude de la destinée matérielle et discursive post-fermeture de deux anciennes usines de textile artificiel de la région lyonnaise : les usines Tase (Textiles Artificiels Sud-Est, au sud de la commune de Vaulx-en-Velin), et Rhodiaceta (quartier de Vaise, 9ème arrondissement de Lyon), ayant toutes deux appartenu au groupe Rhône-Poulenc jusqu'à leurfermeture conjointe en 1980. L'intérêt de recherche part du constat liminaire suivant : il s'agit de deux usines de même type qui n'ont pas connu la même trajectoire, aussi bien dans l'espace que dans les discours, à partir de cette fermeture. Nous étudions alors, sur une longue période (1980-2013), le rôle de trois scènes discursives dans cette destinée différenciée, à partir del'analyse de leur existence dans les médias locaux : scène civile, scène institutionnelle, et arène médiatique. Nous analysons les presses locale (Le Progrès), associative et territoriale (presses municipales, presse de la communauté urbaine de Lyon) qui configurent les récits sur ces anciennes usines et les représentations mémorielles et patrimoniales qui leur sont attachées.L'analyse d'une contextualité multiscalaire évolutive est fondatrice de ce travail, non seulement en tant que gouvernance de la trajectoire matérielle des usines mais également en agissant comme un prédiscours structurant les récits médiatiques les prenant pour objet : contexte territorial (économique, politique), institutionnel (extension progressive de la notion de « patrimoine »), national (évolution des gouvernements, de la législation). Enfin, l'analyse médiatique est complétée par des entretiens semi-directifs contemporains auprès d'acteurs locaux œuvrant sur ces secteurs. In fine, ce travail questionne les conditions d'une mise en visibilité discursive de ces anciens tènements industriels qui leur confèrent (ou non) une reconnaissance identitaire territoriale. Les médias locaux portent alors un certain regard sur le passé par le biais d'une « reconstruction créative » qui rend possible et configure cette reconnaissance.

Les années 1860 sont marquées par un intérêt tout particulier de la part des autorités de la jeune Belgique, à l'égard de ses archives. A cette époque où la nation cherche encore à justifier son existence et les bases constitutionnelles de son régime, leur sauvegarde (ainsi que la réalisation d'états des lieux de certaines séries documentaires) est l'une des priorités de la classe politique. L'idée de réaliser des tables décennales des registres d'état civil apparaît pour la première fois dans un arrêté consulaire du 25 vendémiaire an IX (17 octobre 1800) et dans la loi du 20 juillet 1807. Mais il faut attendre 1861 pour que la nécessité de réaliser des tables générales des registres paroissiaux, à l'image de ce qui se fait pour l'état civil, soit évoquée lors d'une séance de la Chambre des représentants. L'enjeu de la problématique est double : il s'agit d'une part de procéder à une localisation des registres eux-mêmes, puis de mettre sur pied un outil permettant une consultation plus aisée. Pour les députés de la Chambre des représentants, l'utilité de disposer de tables des registres paroissiaux est d'autant plus criante que « les écritures [y] sont parfois difficiles à déchiffrer par la plupart des secrétaires communaux, et les actes sont généralement rédigés en latin par les curés ». L'intérêt historique des registres ne leur échappe bien sûr pas, mais en ce milieu du XIXe siècle, l'existence de tables aplanirait surtout « de grandes difficultés, lorsque, soit à l'occasion de successions ou de questions contentieuses, ou pour rectifier des filiations […], on veut se livrer à des recherches dans les registres ». Les députés évoquent même la possibilité que ces tables, si elles sont assez précises, puissent remplacer jusqu'à un certain point les actes originaux. La question est d'abord soumise aux conseils provinciaux, via la circulaire émanant du Département de l'Intérieur, le 16 janvier 1863. Ils sont invités à réfléchir à la faisabilité du projet et au coût qu'il engendrerait et, par la même occasion, « à faire dresser des inventaires de ces registres, en indiquant séparément les baptêmes, les mariages et les enterrements ». Si la question est soumise aux autorités provinciales plutôt qu'aux Archives de l'État, c'est qu'à ce moment les registres paroissiaux sont encore majoritairement conservés dans les communes. L.-P. Gachard, premier archiviste général du Royaume, et ses successeurs ne se sont pas occupés de la question de leur versement. Trabajo de Fin de Máster del Máster en Estudios Latinoamericanos, curso 2016-2018. ; [ES] En 2013, la Sentencia 168-13 ha desnacionalizado y arrojado a la condición de apatridia a miles de ciudadanos dominicanos de ascendencia haitiana en la República Dominicana. A pesar de la Sentencia haber generado mayor reconocimiento internacional de la problemática, la denuncia de los actos arbitrarios del Estado ya ocurría por lo menos desde la década de 1980, cuando la sociedad civil dominicana también estuvo inmersa en la ola de movilización social latinoamericana de aquel momento. Dando secuencia a esta tradición reivindicatoria, en 2010 un grupo de jóvenes dominicanos de ascendencia haitiana fundó el movimiento social Reconoci.do, cuya principal bandera de lucha era el derecho a la nacionalidad. Sin embargo, su lucha se fue profundizando con el tiempo y su labor política ganó nuevas dimensiones, que extrapolan aquel propósito original. Nuestra hipótesis-guía es que Reconoci.do se ha constituido en un agente clave para comprender la realidad actual e histórica de la República Dominicana, una vez que sus reivindicaciones identitarias cuestionan no sólo la coyuntura política del país, como las raíces coloniales de su formación en tanto Estado-nación; es decir, la colonialidad del poder que permea su estructura social. Entendemos que la lucha de Reconoci.do configura un campo discursivo de acción, una militancia transgresiva que actúa en una pluralidad de espacios, en los cuales las acciones políticas culturales tienen un papel fundamental. Siendo así, el presente trabajo busca analizar el carácter reivindicativo y propositivo de las prácticas y discursos de Reconoci.do en tres ejes propuestos por Sonia Álvarez y Arturo Escobar para el estudio de la movilización social en América Latina: identidad, estrategia y democratización. Nuestra principal motivación es contribuir al conocimiento latinoamericanista sobre la República Dominicana y a la visibilidad del papel político de Reconoci.do en la democratización y decolonialidad de su país. ; [EN] In 2013, the TC 168-13 ruling, known as la Sentencia, stripped off the nationality and rendered effectively stateless thousands of Dominican citizens of Haitian ancestry. Although it was the Sentencia which brought international attention to this matter, the State's arbitrary measures had long been denounced by Dominican civil society, at least since the 1980's, integrating the Latin American wave of protest of that moment. In order to give continuity to this protest tradition, in 2010, a group of young Dominicans of Haitian ancestry founded Reconoci.do, a social movement whose main purpose was to fight for their right to a nationality. Along time, however, their purpose has been deepening and their political role has been expanding to new dimensions, which extrapolate the original judicial struggle. The hypothesis which guides this research is that Reconoci.do is a prevailing agent to understand both historical and present circumstances in Dominican Republic's politics, once its claims not only opposed the current rights violation by the Dominican administration, but also the colonial roots over which the Dominican nation-state was built, that is to say, the coloniality of power that still pervades its social structure. We understand Reconoci.do's struggle as a discursive field of action, a transgressive activism performed in a plurality of spaces, in which cultural politics play an indispensable role. Therefore, this thesis aims to analyze the propositional and vindicational character of Reconoci.do's practices and discourses, in three axis proposed by Sonia Álvarez and Arturo Escobar to the study of Latin American social movements: identity, strategy and democratization. Our main motivation is to contribute to Latin Americanist knowledge about Dominican political landscape and expand the visibility of Reconoci.do's role in the democratization and decoloniality of Dominican Republic.

The article researches the essence and content of multicultural pedagogical paradigms common in the world practice. Thus, J. Benx's pedagogical model is understood as a continuous process that requires long-term investments of time and effort, as well as carefully planned actions and monitoring. L. Frazierer's pedagogical concept is aimed at the development of cultural diversity through the introduction of specially designed methodological materials into the educational practices and a special procedure of this material submission. U. Hunter offers multicultural education through the establishment of structural educational priorities, in which the emphasis is shifted towards cultural pluralism and the maintenance of the cultural heritage of disappearing ethnic groups. In the concept of B. Parekh, the content of pedagogical multicultural practices, first of all, is freedom in the study of other cultures, acquainting students with different models of historic knowledge through the use of the entire world cultural heritage. The content of multicultural education for K. Grant is the approval and popularization of an alternative lifestyle for all people on the basis of equality of education and ensuring the availability of knowledge of all cultural diversity. B. Sizemor under multicultural education understands the assimilation of knowledge about various groups and organizations that counteract the oppression and exploitation by studying the realities and ideas which result from their work. S. Nieto considers multicultural education as the pedagogical process aimed at counteracting all forms of discrimination, deepening of interpersonal contacts between pupils and students, spreading the principles of democracy and social justice in the pedagogical process.From the socio-philosophical standpoint, the analysis of the prospects of introducing elements of multicultural pedagogical models into the domestic educational space of the educational institutions as an instrument of tolerance of intercultural relations between Ukraine and Poland is conducted.The problem of the emergence of intercultural contradictions in the context of the existence of the historical memory of separate individuals and the nation as a source of conflict is considered. The priority directions of practical implementation of elements of multicultural pedagogy in the sphere of education, family, church, activity of cultural and educational centers, public associations, mass media with the aim of establishing intercultural dialogue and tolerance of relations between bearers of different cultural traditions are determined. ; W artykulie bada się istota i treść rozpowszechnionych w światowej praktyce multykulturalnych paradygmatów pedagogicznych.Z punktu widzenia położeń społeczno-filozoficznych przeprowadzona analiza perspektyw wprowadzenia do krajowej przestrzeni edukacyjnej wielokulturalnych modeli pedagogicznych jako instrymenta tolerantyzacji stosunków międzykulturalnych pomiędzy Ukrainą a Polską. Nieto.Rozważa się problem powstania sprzeczności międzykulturalnych w kontekście istnienia historycznej pamięci odrębnych osób i narodu jako żródła konfliktu. Зважаючи на специфіку українського соціуму, в систему вітчизняної освіти пропонується залучати елементи мультикультурних педагогічних моделей Дж. Бенкса та С. Ньєто.Розглядається проблема виникнення міжкультурних протиріч в контексті існування історичної пам'яті окремих індивідів та нації як джерела конфліктів. Pierre angulaire de la pensée staëlienne, son admiration pour l'Angleterre, terre de liberté, foyer du libéralisme, amène logiquement Germaine de Staël à en faire le terme du « grand voyage » qui la voit, de mai 1812 à juin 1813, « étudier la carte d'Europe pour [s]'enfuir, comme Napoléon l'étudiait pour s'en rendre maître . » À son arrivée à Londres, toutefois, la réalité est tout autre ; très vite, malgré l'accueil triomphal qui lui est réservé, l'écrivaine se trouve en proie à un ennui dévorant, décrit sans fard : « ce que j'éprouve surtout, c'est de l'ennui. […] Tout est ici moins redoutable, mais aussi moins agréable que je ne croyais », confie-t-elle ainsi à Rocca. Désappointée par la « monotonie de la société », elle peine à se sentir « at home » dans une nation dont le modèle politique – monarchie limitée, liberté constitutionnelle – et par-delà civilisationnel a pourtant toujours constitué dans sa pensée un idéal susceptible d'insuffler à la politique française l'élan libéral qui lui fait défaut. L'écrivaine n'est pas la seule, toutefois, à faire l'expérience éprouvante de l'écart entre son idée de l'Angleterre et la réalité locale. Fin 1815, Benjamin Constant, depuis Bruxelles où il vit en semi-exil, redoutant les conséquences de son attitude durant les Cent-Jours, envisage à son tour un séjour en Angleterre, convaincu qu'il pourrait, en devenant « le représentant de la France opprimée », occuper outre-Manche le rôle politique actif qu'il lui est impossible, pour l'heure, de jouer en France. Au mois de janvier 1816, il arrive à Londres ; si l'accueil qui lui est fait est plus discret que celui jadis réservé à Germaine de Staël, Constant ne désespère pas pour autant de devenir une figure majeure de l'opposition. Comment ce sentiment de décalage entre l'idéal et la réalité locale se donne-t-il à lire dans leurs écrits ? The investigation is delimited taking Colombia from the chronical cancer therapy perspective, considering variables such as access limitations, research and development founding, health care systems, patent systems among others. This reality of the pharmaceutical industry is linked with the common good concept exposed by Aristotle, saint Thomas Aquinas and later on by the catholic social teaching. Rouge National Urban Park has been described as "the first of its kind" in Canada. Its proximity to the largest urban centre in the country, and the challenges represented by this, makes it an interesting case study in environmental governance. The aim of this thesis is to analyze the institutional change represented by the transition in the status and management of the Rouge from a local park to a national park. This thesis aims to answer the questions: 1. What were the main characteristics of the decision-making process that resulted in the establishment of Rouge National Urban Park? 2. How did the regime change after the transition to Parks Canada? 3. What are the effects of the new regime on the actions of economic and civil society actors? 4. What are the expected impacts of the new regime on the resources in the park and how they will be used in the future? To analyze the institutional change in resource management exemplified by the establishment of Rouge National Urban Park, this thesis will use the Environmental Governance Framework proposed by Vatn (2015). Under this framework, it will examine the different actors involved in the transition to the new national park regime, as well as their preferences, interests, and interactions. National parks are seen as an institution, which has some basis on internationally- accepted definitions of protected areas under the International Union for the Conservation of Nature (IUCN) Category II. To analyze the results of the new regime, Underdal (2002)'s framework on Regime Effectiveness will be used. The change in the park's legislation and operations are seen as the output of the decision-making process, while its effect on economic and civil society actors' behaviour is seen as its outcome. Finally, the long-term effect of the decision-making process and its output on the resource being governed is seen as the impact. Per date, it has only been possible to indicate what is expected, Rouge National Urban Park is relatively new. This particular case study is examined from different actors' perspectives. To do so, qualitative research methods such as interviews and literature reviews have been used. An array of primary and secondary sources, such as government documents, public documents, and news articles, have also been chosen to provide a balanced and diverse overview of the issue. It is worth noting that, as exemplified in this case, politics has as much to do with conservation as does governance. This is due to the fact that decision-making is a political process, and the resulting legislation frames the way resources are managed. While it remains to be seen what the long-term impact of these decisions will be on the natural and cultural resources in the park, this thesis contends that the park lands will be better administered under federal management. Not only will the Rouge be protected in perpetuity, but once the land transfers have been finalized, an important natural ecological corridor will be formalized and preserved. Having these lands unified and maintained by an agency with the mandate and the means to do so will be beneficial, especially due to the park's location within developed areas. At the same time, it will be vital to continue partnerships with important stakeholders such as farming communities, First Nations groups, and local conservationists. Maintaining the balance between nature and culture in an urban setting means that the Rouge represents a new model of park management in Canada. Military-technical partnership is defined as the amalgamation of responsibilities of delegated governmental bodies, structures, organizations and companies connected with development, production, trade or procurement of military equipment, including planning, coordination, organization and conduct of military equipment and services exchange.It has been identified that military-technical cooperation encompasses two main types of international military partnership, namely: the transfers of armament, military equipment and dual-purpose technology, as well as the provision of military-technical services, joint scientific research and design activities, production, marketing and trading of armament samples. The article describes how the military-technical cooperation improves the ties with partner-nations in the field of joint design, production and modernization of armament, military and other equipment, facilitates the development of export and import of military products, as well as the engagement of military assistance in regards to disposition of obsolete armament, ammunition and rocket propellant. The article analyses the main factors of activization and the general capabilities that define the military-technical partnership development. It has been noted that at the same time, countries are pursuing their military-technical cooperation and economic goals. Therefore, the article focuses mainly on the current issues of the defense industry development, that are quite difficult to deal with outside of the international military-technical cooperation field. The main types of interstate frameworks of military-technical cooperation in design and production of hi-tech weapon systems were identified. The factors that determine the success of military-technical cooperation policy and the main upto-date tendencies were defined. It was concluded that the military-technical cooperation strengthens the state's international stance, decreases the expenses for the production and design of new armament and equipment samples, and allows the states to not only receive the cutting-edge designs, needed for the development of the defense industry, but also to increase the profits. ; Військово-технічне партнерство визначається як діяльність уповноважених на те органів державної влади, установ, організацій і підприємств, пов'язану з розробкою, виробництвом, реалізацією або закупівлею продукції військового призначення, а також – з плануванням, координацією, організацією і здійсненням міжнародного обміну продукцією та послугами військового призначення.Виявлено, що військово-технічного співробітництва об'єднує два основних типи відносин міжнародного військового партнерства: трансферти озброєння та військової техніки, технологій подвійного використання, а також надання послуг військово-технічного характеру та спільні науково-дослідні та дослідно-конструкторські роботи, виробництво, маркетинг, продаж зразків озброєння. Зазначається, що водночас країни переслідують у своєму військово-технічному співробітництві й економічні цілі. У зв'язку з цим акцентується увага на актуальних проблемах розвитку оборонної сфери на сучасному етапі розвитку людства, які украй складно вирішити поза сферою міжнародного військово-технічного співробітництва. З'ясовано основні форми в яких здійснюється військово-технічне співробітництво держав із розробки та виробництва високотехнологічних систем озброєнь. Визначені заходи, що визначають успішність політики військово-технічного співробітництва та основні тенденції які нині спостерігаються. Робиться висновок, що завдяки військово-технічному співробітництву держави зміцнюють свої позиції на міжнародній арені, зменшують бюджетне навантаження при створенні нових зразків озброєння та військової техніки, одержують як передові технології, необхідні для розвитку оборонно-промислової галузі, так і високі прибутки.

Nowadays, migration processes are formed under the influence of state policy and become indicators of efficiency of state institutions. This paper is the authors' attempt to prove that migration of Ukrainian population to Poland is the result of implementation of state policy. In addition to the complex socioeconomic situation in the country, the systematic state policy of Europe and Russia in economic, education, redistribution of natural and human resources contributes to the migration of Ukrainians. The authors reveal the main trends in the migration of Ukrainians to Poland on the basis of empirical data from the State Statistics Committee of Ukraine, sociological surveys and historical memory of Ukrainians and Poles. The precise and sound state policy of Poland and the reality of Ukraine, the inadequacy of the public policy, the war in the East and economic problems result in the increase rates and volumes of Ukrainian migration to Poland, especially labour and educational.The closest neighbours – Russia, Hungary and Poland, unlike Ukraine, have the clear state policy on attracting migrants, in particular Ukrainians, in order to replenish human capital and labour resources.Such states policies of «recipient countries» pose a threat to Ukraine's national security and require the revision of own Ukrainian state migration policy. Ukrainian authorities demonstrate inactivity in terms of settlement of migration flows, registration of migrants abroad and development of migration policy. Despite the reform, the current economic, political and social situation leads more people to migrate. In particular, it is about labour migration, which leads to an increase in the number of illegal immigrants or emigrants with dual citizenship. The preservation of the human capital and providing sufficient opportunities for its development, and conversion into real national value is a challenge for state institutions both in Ukraine and Poland. World migration trends show an outflow of human capital to global cities and areas convenient for living. A decrease of the national population and the exhaustion of the intellectual capital of nation-states is a current trend in all countries of Eastern Europe. ; Сьогодні міграційні процеси формуються під впливом державної політики та стають показниками ефективності діяльності інститутів державної влади. Ця наукова розвідка є спробою авторів довести, що міграція українського населення до Польщі є результатом реалізації державної політики. Окрім складної соціально-економічної ситуації в країні, систематична державна політика країн Європи та Росії у сфері економіки, освіти, перерозподілу природних і людських ресурсів сприяє міграції українців. Автори виокремлюють основні тенденції міграції українців до Польщі на основі емпіричних даних Державного комітету статистики України, соціологічних опитувань та історичної пам'яті українців та поляків. Чітка та продумана державна політика Польщі та реалії України, безсистемність ведення державної політики, війна на Сході, економічні проблеми результують у зростання темпів та обсягів міграції українців до Польщі, особливо трудової та освітньої.Найближчі сусіди – Росія, Угорщина та Польща – на відміну від України, мають чітку державну політику щодо залучення мігрантів, зокрема українців, з метою поповнення людського капіталу та трудових ресурсів. Такі державні політики країн-реципієнтів становлять загрозу для національної безпеки України та вимагають перегляду власної державної політики у сфері міграції. Українські владні інститути демонструють бездіяльність по відношенню до врегулювання міграційних потоків, обліку мігрантів за кордон, розробку міграційної політики, а головне на глобальному рівні, попри реформи, ситуація з економічним, політичним, соціальним становищем підштовхує з року в рік більшу кількість людей до міграції, зокрема трудової та освітньої, а як наслідок зростання кількості нелегальних емігрантів або емігрантів з «подвійним громадянством». Перед державними інститутами як України, так і Польщі, сьогодні стоїть питання збереження людського капіталу та надання достатніх можливостей для розвитку і конвертації у реальну національну цінність. In modern life, the expected life at birth is improving day by day with the developing health services as well as technologies. With these possibilities, the number of older people is increasing not only in developed but also developing and under developing countries. However, the problems of older people face, today, are different and challenging than before the modern era. Growing cities are hosting more retired and older people who feel excluded in their life than rural areas where older people can do gardening and et cetera activities, visit their children, grandchildren, relatives, peers and easily join spiritual and religious activities. That's why; more activities should be encouraged and supported by giving legal and institutional opportunities for older people in cities. In this mean, active aging pol-icies which the process of optimizing opportunities for health, participation and security in order to enhance the quality of life, are on the agenda in developed and developing countries. With the activ-ities in the process of aging, older people can continue participation in social, economic, cultural, spiritual and civic affairs, not just the ability to be physically active or to participate in the labor force but mental activities. Older people who retire from work or live with disabilities can remain active contributors to their families, friends, environments and nations. In this sense, active aging aims to extend healthy life expectancy and quality of life for all people as they age. With this paper, older people, who are more than 60 years, are studied according to their daily life activities and their effects on their depression level. It was questioned that what kind of activities older people have. In the survey, a depression scale was implemented for 240 older people, 100 of 240 were provided by Bay-rampaşa local governance in İstanbul. Their health situations, income, and education levels, whether they join any NGO, philanthropic and religious activities are asked in the survey. In addition, these variances will be compared with their depression levels. ; Günümüzde, teknolojik imkânlarla beraber ilerleyen sağlık hizmetleriyle doğumda beklenen yaşam süresi günden güne artmaktadır. Bu imkânlarla, yaşlıların sayısı sadece gelişmiş ülkelerde değil ay-rıca gelişmekte olan ve az gelişmiş ülkelerde de artmaktadır. Bununla birlikte, günümüzde yaşlı in-sanların geçmişe göre karşılaştıkları sorunlar farklı ve zorlayıcı olmaktadır. Büyüyen şehirler kendi-lerini yaşamlarında dışlanmış hisseden yaşlı ve emekli insanlara ev sahipliği yapmaktadır. Kırsal alanlarda ise yaşlılar, bahçe işleri ve benzeri diğer aktivitelerle, çocuklarıyla, torunlarıyla, akrabala-rıyla, arkadaşlarıyla ilgilenebilmekte ve kolaylıkla dini aktivitelere katılabilmektedirler. Bundan do-layı, şehirlerde yaşlı insanlar için yasal ve kurumsal imkânlar sunarak daha çok aktivite yapmaları teşvik edilmeli ve desteklenmelidir. Bu anlamda, yaşam kalitesini artırmak amacıyla sağlık, katılım ve güvenlik için fırsatları optimize etme süreci olan aktif yaşlanma politikaları gelişmiş ve gelişmekte olan ülkelerin gündemindedir. Yaşlanma sürecindeki aktiviteler ile yaşlı insanlar fiziksel aktivite veya işgücüne katılmanın yanı sıra zihinsel aktivitelerle, sosyal, ekonomik, kültürel, dini ve vatan-daşlık işlerine katılımlarını devam ettirebilirler. Çalışma hayatından emekli olan veya engelleri ile yaşayan yaşlılar ailelerine, arkadaşlarına, çevrelerine ve bulundukları topluma aktif katkıda bulu-nanlar olarak hayatlarını devam ettirebilirler. Bu anlamda, aktif yaşlanma, insanlar yaşlandıkça ya-şam kalitesini ve sağlıklı yaşam beklentisini artırmayı amaçlamaktadır. Bu çalışma ile 60 yaşından fazla olan yaşlı insanların günlük yaşam aktiviteleri ve o aktivitelerin depresyon seviyelerine etkileri araştırılmıştır. Çalışmada yaşlı insanların ne tür aktiviteler yaptıkları sorgulanmıştır. Araştırmada 240 yaşlı üzerinde depresyon ölçeği uygulanmış olup, bunların 100'ü İstanbul Bayrampaşa Kayma-kamlığı'nın yaşlılara yönelik yaptığı proje ile elde edilmiştir. Ölçekle birlikte, yaşlıların sağlık du-rumları, gelir ve eğitim seviyeleri, sivil toplum, hayırseverlik ve dini aktivitelere katılıp katılmadık-ları sorulmuştur. İlave olarak, bu değişkenler yaşlıların depresyon seviyeleri ile analizlere tabi tutul-muştur.

The article deals with the principles of media activity in the current information, i.e. psychological and military aggression of the Russian Federation against Ukraine. Principles are formed, established by people on the basis of laws comprehension, processes of social and political life and their reflection.Following the principles as a theoretical and methodological basis of the functioning of journalism is the most important criterion of moral and spiritual orientation, professional stan­dards, linguistic and stylistic level, and thematic content of any kind of media. A detailed analysis of the media activity in Ukraine during the Russian hybrid war gives reason to affirm that all the principles of journalism should be based on the principles of Ukrainian centrism, meaning an integrative principle of formation of journalistic professionalism and functioning of media.Ukrainian centrism is a political and ideological, socioeconomic, moral and spiritual concept of development of restored independence of Ukraine; it is a philosophical and national psychological, a worldview position of a citizen of Ukraine, first of all a journalist. Ukrainian centrism is based on the concept of nationalism, which is the philosophy of the nation's existence, its life, development, humanistic self-affirmation. Chauvinism, fascism, Nazism and communism are a philosophy of enslavement and oppression of other nations. That is why to Ukrainians the main weapon in the information-psychological warfare should be the Truth on the basis of Ukrainian centrism.Ukrainian media should name Ukrainian heroes as the heroes, the feat of Ukrainian defenders as the feat, separatist betrayal as the betrayal, Russian lie as a lie, Moscow crime as a crime, Russian aggression as the aggression. It is necessary to draw a clear line between good and evil, because «moral neutrality» and «ethical ambivalence» are a serious threat to Ukrainian journalism. True Ukrainian journalist combines national civic position and professional stan­dards. After all, journalistic standards are not faceless, that is not imposing the idea that a journalist is a kind of planetary creature without nationality, that they do not have a homeland.Ivan Franko considered the type of man-hypocrite, i.e. cunning and false man, as a sociologically dangerous one in journalism. Today such journalists are called «useful idiots», who an extremely important problem of true coverage of the Russian-Ukrainian war are trying to have idle talk discussions about «the language of hate and journalistic standards». The main requirements of journalistic standards are to submit carefully checked, truthful information, not to lie, not to manipulate, but to be morally honest with readers, viewers, listeners and to be honest with themself.Russian-Ukrainian war is a war of values and ideological orientations. Ukrainians have always been a builders, both materially and spiritually. For journalists, as well as for all Ukrainians, Russian aggression is the decisive moment of Truth.
