Over the last decade, the development of cognitive and behavioural sciences has determined the diffusion of the concept and methodology of behavioural insights into social sciences, including the governance sphere. Behavioural teams worldwide participate in developing and implementing the strategies at various levels of governance organisation. The aim of this study is to investigate the institutionalisation process of behavioural insights into public policy. The study has identified the agentive determinants of the institutionalisation efficiency that include: the competence level of public servants, their motivation level, resistance to change and the nature of feedback. It is argued that the approval level of using behavioural insights by civil servants is a prerequisite for their intrinsic motivation, which has a positive effect on the efficiency of institutionalisation of behavioural insights in public policy. The survey has revealed the most approved directions for using behavioural techniques in public policy in Ukraine.

Šis straipsnis siekia išsiaiškinti elgesio modelius institucinių procesų metu viešojoje politikoje. Autoriai identifikavo kriterijus, kurie įgalina efektyvią ir produktyvią institucinią komunikaciją. Šiems kriterijams priklauso valstybės tarnautojų įgūdžių ir patirties lygis, jų motyvacijos lygis, priešinimąsis pokyčiams bei atsiliepimų pobūdis. Ankstesni tyrimai parodė, kad taikant elgesio modelius valstybės tarnautojų kasdieninėje veikloje ženkliai išauga vidinė tarnautojų motyvacija, kuri teigiamai atsiliepia užtikrinant kokybišką institucijos veiklą. Šio tyrimo metu paaiškėjo institucijos, kurioms šio modelio taikymas turėjo didžiausią teigiamą įtaką.

The paper presents a study, which describes the current governance model of the electricity sector in Lithuania. Electricity and energy production and distribution is highly regulated worldwide. This is also true in Lithuania, where the electricity sector is highly politically prominent, and policy is highly centralized. There are geopolitical concerns towards Russia, which is an important supplier of electricity, and Lithuania's grid is highly integrated with that of Russia. In addition, Lithuania is a small country dominated by a small number of large state-owned producers and has no regional administrations. Lithuania rhetorically has adopted increased citizen participation as a strategic policy goal. The study investigates how far the rhetorics are followed up by policy planning, implementation, and development of new governance modes. The authors base the study on interviews with 19 experts and regulation analysis. The study found that regulation process is transparent, but this causes lower public interest and consequently lower citizen participation. Existing stakeholder involvement at the policy level is highly arbitrary and favorable to large electricity producers. As production is set to decentralize, this has the potential to overburden the regulatory system and cause conflict between different producers.

The strategic approach to sustainable territorial development precisely assesses all regional disparities. Implementing this approach allows considering the interests and requirements of all stakeholders and identifying priority areas for regional development. A detailed analysis of existing regional development strategies and programs confirms the active region interaction with numerous organizations, groups, and individuals. The growing role of stakeholders in shaping regional policy determines the necessity of the research. Proposed conceptual approach will contribute determining the stakeholders' interaction effectiveness in ensuring sustainable territorial development. Algorithm for analyzing the stakeholders' interaction effectiveness was worked out based upon critical analysis of the scientific professionals' main approaches of identifying and comparing the interests of stakeholders' sectoral and territorial groups in the context of solving the region existing problems. A feature of the proposed measure scheme of the stakeholder interaction efficiency is the synthesis of quantitative and qualitative assessment of the stakeholder interaction effectiveness using the method of expert assessments, statistical analysis, and fuzzy sets. The practical part of the developed approach to determining the effectiveness of stakeholder interaction allowed to assess the level of regional development programs implementation in the Kharkiv region and to identify the synergistic effect of stakeholder interaction. The made conclusions and recommendations regarding the solution of region existing problems have found practical application in predicting scenarios for the territory development.

The need to change the government's role and focus more on stakeholders' collaboration when striving to get over economic, social and environmental challenges is highlighted in strategic documents of the most of the EU countries. Also, scholars argue that collaboration between institutions and sectors is a significant when seeking for sustainability of a country. It is evident that improvement of interinstitutional collaboration practice requires a permanent deep look into a situation despite dozens research which have already determined the key factors of collaboration effectiveness. Thus, in our paper, we aim to identify the most important drivers for strengthening interinstitutional collaboration in organizations providing social services. With this aim in mind, we have examined the social service employees' attitudes to interinstitutional collaboration as a means to ensure quality of services and, then, we have identified the key factors that allow forming strong long-term collaboration relationships between institutions providing social services. Our research shows that interinstitutional collaboration gives an opportunity to provide better quality social services, thus contributing to the improvement of social service standards in the state. On the other hand, we have observed that practitioners tend to put lesser emphasis on the importance of leadership while not mentioning joint values and collaboration process control mechanisms at all. Finally, it should be noted that in the case of our research, no interinstitutional collaboration constraints described in literature were emphasized. It seems that successful cases of interinstitutional collaboration have one feature in common – the problems are avoided, and misunderstandings are solved before their escalation.

The article focuses on the relevance of the implementation of information and analytical support mechanisms in the activities of local state administrations. Information resources and information processes in general become the main prerequisites for the effectiveness of public administration and local governments. This requires public authorities to implement systems and structures of information and analytical support of government activities, new forms and technologies of information use, new technologies for its collection, processing and analysis, creation and interaction of information databases. Theoretical bases of functioning of information and analytical maintenance mechanisms of local administrations activity are substantiated; practical offers concerning the improvement of processes of their formation and functioning in system of public administration are generalized and developed.

Civil participation is the main component of effective governance. The topicality of this paper lies in civil participation in decision-making defined by the principles of "new public governance" of the 21st century. This study aims to analyze the impact of civil participation in decision-making on waste management at the municipal level. In this work, the following aspects were considered: theoretical assumptions of civil participation; civil participation in the activities of institutions responsible for environmental protection; issues regarding the development of opportunities of citizens' involvement in municipal waste management. The article is devoted to the theoretical assumptions about civil participation, theoretical model of analysis, and activity of institutions. To develop a theoretical model of analysis, a classification of civil participation was carried out. Among the methods used, one can mention the questionnaire. The analysis was focused on a legal basis for the activity of institutions; the actual activity of institutions and survey of representatives of the national environmental authorities in Lithuania. The results showed that currently there is no mechanism in Lithuania to ensure civil participation in municipal waste management. Civil participation is still formal and limited. Overall, citizens are informed about the decisions made, but they do not participate actively in decision-making. The analysis of civil participation capacity in waste management leads to the conclusion that Lithuania has no single mechanism to ensure civil participation in waste management. To enhance civil participation in decision-making on waste management, it is suggested to set up a council where the representatives of civil population are delegated.

There is presented and shortly evaluated in the article the basic development of public administration in Central and Eastern European countries by indicating the most important stages of modernization in the light of prevailing theoretical paradigms. The authors identify three main stages – traditional public administration, New Public Management and New Public Governance, which are sometimes interrelated or contradicting to each other at the same time. New Public Governance is the most wan-ted and admired paradigm in Central and Eastern Europe, especially because of its social attractiveness and sensitivity, but it is still lacking more certain methods and tools to be implemented in practice. New Public Management, because of its capitalist entrepreneurship spirit, only partially changed public administration model. It was not an excellent model of reform, that's why it is possible to point to NPM as socially irresponsible reform of the public sector. At the same time the principles of New Public Governance are orientated not only to the participation of citizens and citizens' groups, but also to the development of social welfare, social quality, social responsibility and social justice. These are the values, which are most necessary to overcome the side effects of modernization. It is possible to draw a conclusion about this article, that by developing and presenting the more progressive principles and values of NPG, such as openness, transparency, social justice, social quality, absence of corruption and more active non-governmental organisations, Central and Eastern European countries could achieve more stable democratic development, as well as elimination or minimization of the negative impact of New Public Management for various spheres of public sector's reforms.

To manage emergencies and disasters most often is used the model composed of four phases: risk mitigation, preparedness, response and recovery. During the response phase, an incident management structure (IMS) is developed. It is generally acknowledged that the participation of communities in response actions increases the resources of public authorities and helps eliminate the outcomes of an incident in a more effective manner. Referring to the principles of the Neo-Weberian this article analyses the IMS, communitiesparticipation in the incident management and examines the assumptions of the Lithuanian laws on communities participation in incident management. The results of the research have revealed that community participation in the management of an incident, an emergency or a disaster is not regulated in Lithuania's legislation, for this reason, the conclusion could be drawn that it is difficult to apply advanced IMSs and to find a common solution while manoeuvring between the actions of the hierarchy-based institutions and officials or officers and citizen or their group participation in the management of emergencies, disasters and incidents.
