The author suggests a new version of the typology of political regimes originally formulated by D. North. The main distinction of the proposed taxonomy from that of North, which is based on politico-economical analysis, is the introduction of a new element of classification, namely, "post-revolutionary" regimes. The paper treats European history as a process of gradual spreading of "extended access order" from West to East of Europe under a condition of existence of an intermediate zone within which "post-revolutionary regimes" are realized.

Last spring, US Pres Barack Obama definitively decided to withdraw American troops from Afghanistan. In light, it becomes clear the control over the Islamic Republic of Afghanistan will gradually pass to the Taliban movement have already said, militants are already controlling a major part of the country. Although the Taliban movement has a single command, 'Taliban' refers, on the whole, to heterogeneous groups of people ranging from professional militants that fight constantly to farmers and small businessmen. Here, Sergeyev points out that it is difficult to find a commander among the Taliban who would represent the interests of the majority and simultaneously have significant authority. Nevertheless, it makes sense to hold peace talks only with such people. Unfortunately, the Americans have not understood this so far. Adapted from the source document.
