We find positive effects for regional gross value-added and productivity growth, but no effects for employment and gross wage growth.

The legislatives of the European Union (EU) however restrict the number of supported regions: The share of population in assisted regions is not allowed to exceed an arbitrarily defined threshold. We use a regression-discontinuity design that exploits a discrete jump in the probability to receive investment grants. Thus, we identify causal effects of the investment grant treatment on area level economic outcomes. We find positive effects for regional gross value added and productivity growth but no effects for employment and gross wages growth.
In Deutschland besteht ein enormer Bedarf an evidenzbasierter Politikberatung. Viele wirtschaftspolitische Interventionen werden bislang nicht umfassend evaluiert, und falls doch, wenden die wenigsten Untersuchungen geeignete Verfahren der Kausalanalyse an, um einen ursächlichen Zusammenhang zwischen der Intervention und dem Erreichen von wirtschaftspolitischen Zielen zu identifizieren. Das Leibniz-Institut für Wirtschaftsforschung Halle hat für diese Aufgabe das Zentrum für evidenzbasierte Politikberatung (IWH-CEP) eingerichtet. Eine Pilotstudie zu den Wirkungen der betrieblichen Investitionsförderung ist bereits angelaufen.
Die Gemeinschaftsaufgabe 'Verbesserung der regionalen Wirtschaftsstruktur' (GRW) ist das wichtigste regionalpolitische Programm in Deutschland und wurde nach der Wiedervereinigung in großem Umfang zur Unterstützung des wirtschaftlichen Transformationsprozesses in den neuen Bundesländern eingesetzt. Ein Überblick über nationale und internationale kausalanalytische Studien zur Wirkung von Investitionszuschüssen zeigt, dass solche Programme positive Effekte auf die Entwicklung insbesondere von Beschäftigung und Einkommen haben. Nicht nur die geförderten Betriebe profitieren von der Unterstützung, sondern die Regionen insgesamt. Auch wenn die Studien nicht bis in die frühen 1990er Jahre zurückreichen, kann man daraus schließen, dass die GRW zur wirtschaftlichen Entwicklung in Ostdeutschland beigetragen hat - und zum Aufholprozess. ; The joint task force 'Improving Regional Economic Structures' (GRW) is the most important regional policy scheme in Germany and was extensively used to support the economic transformation process in the new states after reunification. The article provides an overview of national and international causal analytical studies on the effects of investment grants. The analysis shows that such programmes have positive effects on development - especially of employment and income. It not only affects the subsidised establishment benefit from this type of support, but the regions as a whole. Even though the studies do not go back to the early 1990s, we can conclude that the GRW contributed to economic development in East Germany - and to the catching-up process.
This paper analyses the determinants of spatial distribution of foreign technological activity across 96 German regions (1996-2009). We identify foreign inventive activity by applying the 'cross-border-ownership concept' to transnational patent applications. The descriptive analysis shows that foreign technological activity more than doubled during the observation period with persistent spatial heterogeneity in Germany. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Our results show that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to existing findings this effect applies both to foreign as well as domestic sources of specialisation. We show that the relation between specialisation and foreign technological activity is non-linear and that it is influenced by sectoral heterogeneity. Externalities related to technological diversification attract foreign R&D only into 'higher order' regions.

We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population aging and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period from 2009 to 2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilledlabor shortage but provides hints for a tightening labor market for skilled workers. In a second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plans to expand further education efforts and to hire older workers. Unter Verwendung von Extrapolationsmethoden wird im Beitrag für das Bundesland Thüringen eine Fortschreibung des Angebots an und der Nachfrage nach Fachkräften disaggregiert nach Qualifikationsarten bis 2015 vorgestellt. Dabei weist die Analyse nicht auf einen unmittelbar bevorstehenden Fachkräfteengpass hin, liefert aber dennoch Hinweise auf einen enger werdenden Arbeitsmarkt für Fachkräfte. Auf Grundlage einer im Sommer 2008 durchgeführten Befragung von rund 1 000 thüringischen Unternehmen wird untersucht, inwieweit Unternehmen diese Entwicklung bereits heute als Problem einschätzen und welche Vorkehrungen sie im Bereich Personalpolitik gegebenenfalls treffen werden. Die Mehrzahl der Unternehmen plant den Ausbau von Weiterbildungsaktivitäten sowie die Einstellung bzw. die Beschäftigung von älteren Arbeitnehmern. Die Studie schließt mit Handlungsempfehlungen zur Reduzierung des Mismatch zwischen Qualifikationsangebot und -nachfrage.
This study estimates the firm-level employment effects of investment grants in Germany. In addition to the average treatment effect on the treated, we examine discrimination in the funding rules as potential source of effect heterogeneity. We combine a staggered difference-in-differences approach that explicitly models variations in treatment timing with a matching procedure at the cohort level. The findings reveal a positive effect of investment grants on employment development in the full sample. The subsample analysis yields strong evidence for heterogeneous effects based on firm characteristics and the economic environment. This can help to improve the future design of the program.
This study estimates the establishment-level employment effects of investment grants in Germany. In addition to the average treatment effect on the treated, we analyse the influence of establishment's characteristics and economic environment on the magnitude of the effect. We apply a modification of Heckman's matching and difference-in-differences approach to consider time-varying treatment and different treatment durations. Our results suggest that investment grants positively impact employment. Moreover, we find strong evidence for effect heterogeneity regarding firms' internal characteristics as well as the economic environment.
