CONCEPTUALIZATION OF ALLIANCES IN INTERNATIONAL RELATIONS THEORY ; КОНЦЕПТУАЛИЗАЦИЯ АЛЬЯНСОВ В ТЕОРИИ МЕЖДУНАРОДНЫХ ОТНОШЕНИЙ ; КОНЦЕПТУАЛІЗАЦІЯ АЛЬЯНСІВ У ТЕОРІЇ МІЖНАРОДНИХ ВІДНОСИН
Ukraine's decision to drop non-aligned status was done as the result of a growing understanding of an urgent need to find more effective means to protect the state from external aggression. One of the main means is integration into powerful intergovernmental institutions, primarily, to European and Euro-Atlantic ones. Thus, acquiring membership in the European Union and the North Atlantic Treaty Organization (NATO) is now among the priorities of Ukraine's foreign policy. In the process of growing global interdependence, alliances gradually become the main form of international cooperation. At the same time, they are increasingly associated with the emergence and spread of wars and conflicts, as well as their prevention. Under the difficult conditions of international interaction, numerous threats to the existence of state, the implementation of state's foresightful foreign policy depends on the adequacy of understanding of the nature of cooperation and conflict in relations between states by state's leadership. Therefore, it is vital to expand and deepen the knowledge about the peculiarities of the formation and functioning of alliances, and the behavior of their participants while contacting each other. The concept of alliances lies at the core of the theory of international relations, since alliances can be considered as a means of implementing the foreign policy of the state, and at the same time as vivid indicators for the implementation of mutual obligations by states. The article deals with the key theoretical contributions on conceptualization of the international alliances as one of the main forms of intergovernmental cooperation. The author provides a general overview of academic papers on alliance theory and uncover the main peculiarities of the periods of research on alliance in political science during and after the Cold War. The article discusses main approaches of the international relations theory to the definition of alliances, as well as the prevailing typologies of alliances. ; Отказ Украины от внеблокового статуса стал результатом осознания безотлагательности поиска более эффективных средств защиты государства от внешней агрессии. Одним из основных таких средств является интеграция в мощные государственные объединения, прежде всего, в европейские и евроатлантические структуры. Таким образом, в настоящее время получение членства в Европейских Содружествах и Организации Североатлантического договора (НАТО) является одной из приоритетных задач внешней политики Украины. В процессе возрастания взаимозависимости мира альянсы постепенно становятся основной формой международного сотрудничества. В то же время они все больше ассоциируются с возникновением и распространением войн и конфликтов, а также с их предотвращением. В сложных условиях международных взаимодействий, существования многочисленных угроз для существования государства осуществление им продуманной внешней политики зависит от адекватного понимания его руководством природы сотрудничества и конфликтности в отношениях между государствами. Поэтому является насущной потребностью расширение и углубление знаний об особенностях создания и функционирования альянсов, а также поведении их участников в процессе контактов между ними. Концепт альянсов занимает центральное место в теории международных отношений, поскольку альянсы могут рассматриваться как средства реализации внешней политики государства, и одновременно как наглядные индикаторы выполнения государствами взаимных обязательств. Рассмотрены ключевые теоретические наработки в области концептуализации международных альянсов как одной из главных форм межгосударственного сотрудничества. Приведены основные научные труды по проблематике альянсов, раскрыты особенности периодов исследования альянсов в политической науке – во время и после окончания «холодной войны». Охарактеризованы наиболее используемые в теории международных отношений подходы к определению альянсов, а также наиболее распространенные типологии альянсов. ; Відмова України від позаблокового статусу стала результатом усвідомлення нагальності пошуку більш ефективних засобів із захисту держави від зовнішньої агресії. Одним із основних таких засобів є інтеграція до потужних державних об'єднань, передусім, до європейських та євроатлантичних структур. Таким чином, наразі завдання з набуття членства в Європейських Співтовариствах та Організації Північноатлантичного договору (НАТО) посідають чільне місце серед пріоритетів зовнішньої політики України. У процесі зростання взаємозалежності світу альянси поступово стають основною формою міжнародного співробітництва. Водночас вони все більше асоціюються з виникненням і поширенням воєн і конфліктів, а також із запобіганням ним. За складних умов міжнародних взаємодій, існування численних загроз для існування держави здійснення нею розважливої зовнішньої політики залежить від адекватного розуміння її керівництвом природи співпраці і конфліктності у відносинах між державами. Тому є нагальним розширення і поглиблення знань щодо особливостей утворення і функціонування альянсів, та поведінки їхніх учасників у процесі контактів між ними. Концепт альянсів займає центральне місце в теорії міжнародних відносин, оскільки альянси можуть розглядатися як засоби реалізації зовнішньої політики держави, і водночас як наочні індикатори виконання державами взаємних зобов'язань. Розглянуто ключові теоретичні доробки з концептуалізації міжнародних альянсів як однієї з головних форм міждержавного співробітництва. Наведено основні наукові праці з проблематики альянсів та розкрито особливості періодів дослідження альянсів у політичній науці – під час та після закінчення «холодної війни». Охарактеризовано найбільш вживані підходи до визначення альянсів у теорії міжнародних відносин, а також найбільш поширені типології альянсів.

The first issue of the Bulletin international des Sociétés de secours aux militaires blessés (October 1969) contains an appeal by the International Committee for ratification of the Articles of 1868 additional to the 1864 Geneva Convention. It is addressed to the Central Committees of the Relief Societies, with the request that they approach their respective governments on the matter. By the same token, the Committee proposed as recommended reading the work by Gustave Moynier, Etude sur la Convention de Genève, which was described as a guide for use by army officers and doctors to give them a better understanding of the provisions of the 1864 Convention, "to refute the objections of its detractors and, by demonstrating that this instrument represents a victory for civilization, to turn them into zealous supporters". In the second issue of the Bulletin (January 1870), the Committee asked the Central Committees to what extent States had promulgated penal or other legislation and military ordinances or regulations relating to the stipulations of the Geneva Convention or action by relief societies.

Global Perspectives on Smart-Power Strategy in International Arena: Critical Discovery into Philosophy of Clausewitz and Sun Tzu from Strategic Implications
Within the military discipline, the doctrine from Carl von Clausewitz and Sun Tzu can be framed as the ones among the most influential strategy-based philosophical domains. Carl von Clausewitz's theoretical framework of consolidation of all powers and strategic obliteration of all forces of the opponents and rivals seems not uncommon in analysing the scenarios of international power competition and contest. On the contrary, Sun Tzu (around 545B.C.-470B.C.), the ancestral Chinese military strategist during the Spring and Autumn Period, put forward the complete distinctive strategic conception of optimum winning without engaging in any fight, which meanwhile plays a more epistemologically productive, thought-provoking role in utilising smart power strategy in a complex, evolving international arena where hard power alone has been of no avail to keep a dominantly advantageous position. Sequentially, it is indispensable for strategists to conduct in-depth exploration into the role of smart power through abstractly inheriting the consequential philosophical implications from Sun Tzu and Clausewitz as a distinctive strategy-building element and eclectically and rationally combine, enliven and hierarchise their implicit ties with an authentic world matrix that it is hard to empirically theorise and accurately quantify. Through deductive-analysis approaches and case studies of the US (a dominant power in relative terms over the long run), China (the second-largest economic power thus far) and India (a rising power in BRICS), the primary purpose of this paper seeks to dialectically explore an implicit dyadic nexus between 1) the philosophical implications for Sun Tzu and those for Clausewitz and 2) the nature and implementation of smart power strategy ranging from the perspectives of historical origin and international context. It can be argued that the philosophical standpoint of smart power strategy bears historical merits that the principal arguments from Clausewitz and Sun Tzu somehow generated. This paper-based on existential research findings meanwhile prognosticates that the strategic implementation of smart-power strategy, which tends to be highlighted worldwide in the foreseeable future, will advance in a world of multipolarisation instead of bipolarity and strategic co-opetition (i.e. cooperation and competition combined) will grow as an alternative widespread international phenomenon and trajectory that complicates the magnetism, flexibility and unpredictability of how a broad definition of national strength would influence the international structure and international standing.

La fabrication internationale des droits de l'enfant : genèse de la Déclaration des Nations Unies relative aux droits de l'enfant (1946-1959)

En 1959, les Nations Unies adoptent une Déclaration des droits de l'enfant. Il s'agit d'un traité controversé. En effet, travaillant à partir d'un texte des années 1920 et pris dans les tensions caractéristiques de la Guerre froide, ses auteurs successifs ne parviennent pas à harmoniser leurs objectifs. À partir de données archivistiques nouvelles et dans une perspective transnationale, cette contribution étudie les processus de genèse et d'institutionnalisation de cette Déclaration. Elle montre que l'instabilité du contexte post-1945 de même que les agendas parfois contraires des organisations internationales induisent l'adoption d'un traité fait de compromis controversés. Elle vise à illustrer l'idée que le consensus apparent autour des droits de l'enfant n'en est pas toujours un.
