Mexico's relation with the People's Republic of China is a good example of President Ernesto Zedillo's foreign policy, which followed the direction established during the previous administration -- liberal, pragmatic, & economist -- yet lacked creative actions that might achieve the diversification & multilateralism present in government discourse & plans. Thus, the study of Mexico-China relations must include not only intentions but diplomatic contacts & commercial exchanges. There is no doubt that in years past mutual interest between these two countries has increased. Both agree that, in the framework of their new development projects, foreign relations play a fundamental role, especially as regards attracting foreign investment & searching for markets. Both offer cheap labor & preferential treatment from their tax systems. This explains the paradox between their optimistic discourses & the limits of their economic relation. A change is only possible if China decides to take advantage of the comparative advantage that Mexico can offer in view of its proximity to the US & of NAFTA, or if Mexican entrepreneurs choose to take advantage of cheaper Chinese labor, harming domestic investment. If this is not the case, modifying the marked commercial unbalance & the weak composition of Mexican exports to China will be, in the short run, very difficult. 2 Appendixes.
