Seuchen und Krieg waren jedem einzelnen Individuum der spätmittelalterlichen Gesellschaft als elementare Bedrohungen des eigenen Lebens stets gegenwärtig. Welch hohen Stellenwert diese Katastrophen im Bewußtsein der Bevölkerung einnahmen, läßt sich anhand der vielfältigen zeitgenössischen Bild- und Textzeugnisse erschließen. Während diese vor der Mitte des 15. Jahrhunderts aufgrund der manuellen Fertigung in Skriptorien und den Werkstätten von Kartenmalern nur einem relativ kleinen Personenkreis zugänglich waren, herrschten nach der Erfindung des Buchdrucks völlig neue Voraussetzungen bei der Produktion, Reproduktion und Vervielfältigung von Schriftlichkeit. Mit der Druckkunst stand erstmals eine Technologie zur Verfügung, welches es erlaubte, in kurzer Zeit Abbildungen und Texte in bisher nicht geahnter Auflagenhöhe zu fertigen. Mit den Einblattdrucken wurde früh eine Form gefunden - der erste datierbare Einblattdruck ist ein Mainzer Ablaßbrief aus dem Jahre 1454 -, die es erlaubte, mit niedrigem Aufwand einen großen Personenkreis zu erreichen. Die inhaltliche Bandbreite dieser Sonderform des frühen Drucks war beträchtlich. Sowohl textliche als auch bildliche Elemente wurden genutzt, um Ablaßbriefe, Almanache, Lehr- und Mahnblätter sowie Wunderberichte, Sensationsmeldungen usw. zu gestalten. Auftraggeber dieser Blätter waren in der Regel kirchliche und weltliche Institutionen. Neben den bereits genannten Ablaßbriefen bildeten die sogenannten "Andachtsblätter" eine weitere wichtige Gruppe dieser Druckgattung. Nachweislich ist diese besondere Form der Gebets-Fokussierung bereits für das 14. Jahrhundert. Mit dem Aufkommen des Typendrucks setzte eine erste serielle Herstellung von Andachtsblättern ein. Speziell Blätter, welche die Seuchenabwehr thematisierten, wurden bald in großer Vielfalt verlegt. Der Schutz vor Pest und Syphilis nahm hierbei einen hohen Stellenwert ein.rnDas inhaltliche Spektrum dieser "Pestblätter" reichte von der einfachen Fürbitte um Interzession durch den jeweils angerufenen Krankheitspatron bis hin zu komplexen medizinisch, diätetischen Anweisungen in Bild und Text. Neben diesem eher anleitenden Charakter verband der mittelalterliche Mensch mit dieser Variante des Einblattdrucks auch die Funktion eines apotropäischen Talismans.rnAußer der Bedrohung durch Krankheiten sah sich die mittelalterliche Gesellschaft des 15. Jahrhunderts mit einer weiteren existentiellen Bedrohung konfrontiert - dem Krieg. Auch wenn die deutschen Territorien im 15. Jahrhundert weitgehend von großen kriegerischen Auseinandersetzungen verschont blieben, so reichte der sogenannte Schweizer- oder Schwabenkrieg sowie der Bayerisch-Pfälzische (oder Landshuter) Erbfolgekriege aus, die gravierenden Folgen der Kriegsführung für die zivile Gesellschaft vor Augen zu führen. Zu einer weiteren Steigerung der "Kriegsangst" führten die in diesem Zeitraum stattfindenden Auseinandersetzungen mit dem expandierenden Osmanischen Reich. Diese dezidierte Untersuchung der frühesten Einblattdrucke baut auf mehreren grundsätzlichen Fragestellungen auf: Wie, von wem, warum und wann wurden Einblattdrucke hergestellt? Wie und wo erfolgte die Verbreitung von Einblattdrucken? Wer erwarb wann Einblattdrucke und aus welcher Absicht heraus tat er dies? Diese recht komplexen Fragestellungen lassen sich auf drei Schlagworte reduzieren: »Produktion - Diffusion - Rezeption« Aus diesen drei Aspekten des "Lebenslaufes" eines Einblatts ergeben sich die zentralen Forschungsschwerpunkte dieses Projekts. Daher wird auch nach einer einführenden Begriffsdefinition des "Katastrophenblattes" das Hauptaugenmerk zunächst auf der Produktion dieser Druckgattung - den Einblattdrucken - liegen. Bei der anschließend untersuchten Diffusion ist von besonderem Interesse, an welchen Orten, zu welchem Zeitpunkt die Drucke vom Hersteller oder Auftraggeber in den Besitz des "Endverbrauchers" gelangten. Dieses Detail der Untersuchung ist auch daher von besonderer Bedeutung, da über die hier zu ermittelnden Ergebnisse eine Zuordnung erfolgen kann, in welchem gesellschaftlichen Umfeld die Blätter ihre Verwendung fanden. Der Kreis der Rezipienten schließlich ist in mehr als einer Beziehung für dieses Projekt von Bedeutung. Zunächst erlaubt die Kenntnis um ihren gesellschaftlichen Stand eine Einordnung in ein soziales Umfeld. Hieraus wiederum sind Rückschlüsse auf die Formen des Gebrauchs, in diesem Zusammenhang ist insbesondere die Lesefähigkeit von außerordentlicher Relevanz, der Einblattdrucke, welche Katastrophen thematisieren - möglich. Die somit gleichsam am Ende stehenden Gebrauchsformen - diese lassen sich nicht nur aus den Textinhalten der Blätter, sondern auch anhand von Benutzungsspuren, Fundorten usw. ermitteln - bieten Erkenntnisse, wie katastrophalen Ereignissen auf die spätmittelalterliche Gesellschaft einwirkten und welche Schlußfolgerungen diese daraus zog, um letztlich eine Antwort auf sie zu finden. ; In the late middle ages epidemic diseases and war were a permanent menace in the consciousness of the medieval society, a fact verified by numerous images and texts of this era. Before the middle of the 15th century, all these products were made by hand - in the workshops of monasteries, nunneries and craftsmen. The invention of the printing press revolutionized the conditions of production, reproduction and multiplication of the written word. Printing was the first technology which made it possible to produce images and texts in unprecedented volume. Soon ambitious printing Masters established a new industry in the southern German territories. The prosperous cities of Augsburg, Mainz, Nuremberg and Strasbourg were its early centres. Soon the products which these craftsmen manufactured in their "offizins" dominated existing markets and began to create new ones. With the single-leaf print, the Masters invented a new medium, which made it possible to contact a broad spectrum of readers and users and had a low cost of production. The content and design of these special printing-products was extremely varied. Images and texts were used to manufacture indulgence-certificates, almanacs, educational-pamphlets, miracle-reports and sensation-reports. Next to the indulgences, the so called "Pestblätter" comprised the biggest group of these single-leaf prints. In the second half of the fifteenth and the first quarter of the sixteenth century, leaflets confuring protection against the Black Death and Syphilis were very prominent. Beside deathly diseases, there was a second existential threat for inhabitants of central Europe " war! Although wide regions of Germany in the 15th century were not harmed by military conflicts, the Swabian (or Swiss) War and the Landshut War of Succession showed the serious consequences of warfare for the civilian society. The constant borderwars fought by the House of Habsburg against the Ottoman Empire increased the "Kriegsangst" further, which the single-leaf print consequently spread throughout the country. This investigation depends on a series of Questions. How, why and when were single-leaf prints produced? Who produced them? Where and how were these printings distributed? Who purchased single-leaf prints? When and what were their motivations. It is possible to reduce these complex questions to three catchwords. »production - diffusion - reception«. These three aspects of the curriculum vitae of a single-leaf print embody the central research focus of this thesis. After a short definition of the "Katastrophenblatt", attention is directed on the topic production. This chapter shows a short but necessary overall view. It is followed by the important and detailed diffusion section. The centre of the interest is here the channel of distribution - the way the print took from the producer or customer to the consumer. An important detail, because the results allow insights in these social classes single-leaf prints were commonly used in the 15th and 16th century. The recipients are in more than one perspective relevant to this research study. First of all there are the social circumstances these persons lived in. Informations out of this context allow conclusions about the forms single-leaf prints were used. The at the end of this investigation analysed usage could not only be opened by the content of texts and images. Marks of use as well as sites of discovery and circumstances of finding offer new knowledges in which way catastrophes effected the german society of the late middle ages and how the inhabitants of the Holy Roman Empire tried to find answers why they were confronted with these dangers and to protect themselves against it.
Against the background of a new Labor Day weekend job report that found zero job net growth for the month of August, Republican candidates held another debate, this time under the auspices of MSNBC, not Fox. It took place in the Reagan library, in Simi Valley, California, with the 1980s Air Force One plane used by Reagan looming behind them as a powerful yet incongruent décor. Texas Governor Rick Perry, who entered the race three weeks ago and has already managed to reshape it, made it a contest between himself and Mitt Romney. Jon Huntsman is now a distant third in the polls, and the rest have been consigned to the back bench. Perry has consolidated support across a large swath of the Republican base, including Tea Partiers and the Evangelical right and already has amassed a war chest of campaign funds from contributors from Texas and across the country. Interestingly enough, Karl Rove, the self appointed kingmaker of the GOP and former GW Bush closest advisor, has come out against Perry, calling some of his views "toxic".As the first fundamental tests of the Republican primary approach, the campaign clearly entered a new stage last Wednesday during a debate that was mainly a duel between two protagonists, while the rest, acting as a Greek chorus reinforcing or challenging their responses, were given very little time by hosts Brian Williams (NBC) and John Harris (Politico). The primary field as first constituted was lackluster and therefore demanded new candidates. Perry seems to have satisfied that demand for the time being. Nevertheless, after the debate there was still some discontent among establishment Republicans, so the race is still fluid and new candidates may jump in before the first deadline in October.Governor Perry, as the front-runner in the latest polls, was not surprisingly the target of most of the others throughout the night. He has executive experience, a commanding demeanor, and a record to run on. Although not completely articulate, and lacking Romney's polished eloquence, he is tough and quick in his retorts, and his rhetoric resounded with the audience, drawing the strongest applause every time. His claim that he has created more jobs in Texas than Obama has managed to create nationally may be a winner with voters, but Texas' record on almost every other issue is unflattering and thus, main ammunition for his opponents. He was reminded, for example, that of all fifty states, Texas is last on education, to which he responded that Texas' problems stem from its long border with Mexico. That probably did not go well with the Hispanic voters watching on Univisión and Telemundo, but Perry doesn't seem to care, since he is riding the wave of anti-Latino feelings around the country. Confronted with the claim that Texas has the largest number of people without health insurance than all other 49 states , he did not give a direct answer but chose instead to mumble something about how "all Texans want is to get the federal government out of their lives". Both Michelle Bachman and Rick Santorum questioned Perry's social conservatism given his policy as governor, for example, to inoculate adolescent girls against HPV, which they portrayed as a government intrusion into the family realm and a license to practice pre-marital sex. And Ron Paul, a congressman from Texas, was a constant goad on the Governor's side, reminding the public that Perry used to be a Democrat and wholeheartedly supported Al Gore on his presidential bid in 1988. Perry defended himself well as he dismissed all the charges against him with one-liners and a disdainful smile. A shrewd politician and experience campaigner, he took the initiative at every turn and was able to steer the conversation to his own record of job creation as governor of Texas, contrasting it mockingly with Romney's as governor of Massachusetts. But Romney appeared unfazed as he joked that Perry could not take credit for everything that has gone well in the State of Texas, including its wealth of oil and gas, its zero state income tax and the (related) fact that main corporations made their headquarters there long before Perry was governor. Massachusetts is a much smaller state and has none of those advantages, he added. There were several quick exchanges like this: both candidates were well prepared to respond with facts and statistics, and the perception was that they both did well, with Perry defending himself aggressively at times and Romney maintaining his smooth and relaxed demeanor, even as he waited for the opportunity to deliver a blow to his new challenger.Host Brian Williams soon gave him that opportunity by asking Perry a question about Social Security, the government pension fund that experts say, will become insolvent in the year 2036 if it is not reformed. Perry's answer, which confirmed similar statements in his recently published book, made all the headlines the next day. He called it a "Ponzi scheme' (implying a criminal enterprise) and added that it was a "monstrous lie" to tell young people under thirty that they would get their Social Security when their time comes for them to retire: they won't. This statement has been reported by the Romney campaign as Perry's Waterloo: no candidate will win an election by making this kind of claim against the "third rail" of politics, a cherished and untouchable public trust; to do so is pure political suicide. Similar claims had prompted Karl Rove's comment about Perry's toxicity and spurred doubts about his electability. Ironically, it is the rhetoric and not the substance that separates the two candidates on this issue: as presidents, both would likely propose some privatization of Social Security, perhaps in the form of personal retirement accounts that can be managed by the workers themselves and would allow them to invest in the stock market. Another of Brian William's questions brought an unexpected burst of applause by the all- Republican audience even before Perry had had a chance to answer it. Williams asked how he could sleep at night knowing his state had applied the death penalty to 234 convicts, the highest rate in the nation, and some of whom were perhaps innocent. Perry said the crimes they had perpetrated deserved it, and that yes, he slept fine at night knowing that the appeals process was thorough and fair. Of course, people are entitled to their views on the death penalty, and quotes from the Bible have been used to justify it. But it is sad and even incongruous to see a purportedly well educated middle class audience of a purportedly Christian nation cheer the notion. Patti Davis, President Reagan's daughter, later said to an interviewer it was almost" blasphemous" to celebrate the death penalty at the Reagan library, given the fact that her father had approached the issue with a heavy heart and burden to his conscience, albeit accepting it as a necessary evil. Mitt Romney appeared poised, fluent on the economy and self confident. It may help him knowing that he has 250 billion dollars in his own personal account, and that he has outpaced all other candidates so far in fundraising. He seems to be the choice of the business elite and of urban and suburban Republicans (60% of his donors come from big cities and their surroundings). On the other hand, Perry's supporters say that through his ten years as governor of Texas, Perry has laid the groundwork to raise all the money he might need for a national election. He has a donor network that can "bundle" millions. Texas places no limits on how much donors can give to political campaigns, even as federal law limits donations to the derisory amount of $2,500 per person. Still, some critics say Perry would need to capture a broader donor base to compete in a national election. Michelle Bachman's adventure into the Republican primary may be coming to an end as her star fades and Tea Partiers and Evangelicals transfer their support to Rick Perry. Her campaign is in disarray over fundraising and strategy. Ed Rollins, a veteran GOP operative who managed Reagan's 1984 campaign, resigned as her advisor after Bachman could not be persuaded to focus on campaigning in Iowa only (where the first primary caucus will take place and where she won a straw poll a few weeks ago), instead of trying to run a national campaign. She hasn't been able to raise enough money outside Iowa and that limits her campaign's choices. Perry has taken her thunder. It doesn't help that the Congress woman keeps repeating her Manichean views on every single issue, insisting for example again during this debate, that it was wrong for the US to intervene in Libya because there was no national interest involved in the region, a position that nobody in the GOP establishment shares, especially now that Qaddafi is all but defeated.On Thursday, after two changes in schedule were forced on the White House (one due to the GOP debate on Wednesday, the other due to the opening of the NFL season shown at prime time on Thursday night), President Obama delivered his much awaited jobs creation speech. He unveiled a $ 447 billion plan, a mixture of tax cuts and new spending programs. It includes extending cuts in payroll taxes to individuals and employers, new infrastructure spending, a new mortgage refinancing program, retraining for the unemployed and tax credits to businesses that employ those who have been out of a job for over six moths. He also talked about a private-public infrastructure bank and emphasized that all this new spending would be coupled with more cuts in the deficit later. This was an attempt at a new marketing of the President's measures to stimulate the economy: he was more specific, more conciliatory and avoided using the word "stimulus" that has gotten so much bad press since most people think the initial package did not help the economy one bit.The President spoke with new confidence and conviction; he sounded re-energized and optimistic, and evoked in the public memories of "Obama the candidate". The next morning he was on the road to sell his plan to voters first in Virginia, speaking to 9,000 people gathered at the University of Richmond. Virginia, Ohio and North Carolina are the three states the President strategically chose to visit. Obama won all three in the 2008 election but they each voted Republicans to their legislatures in last year's mid-term elections. The Republican response in Congress was cautiously positive. Indeed, even as Obama's numbers in the polls continue to drop (44% approval rate of his person, with 59% disapproving of his handling of the economy, is the latest), approval of Congress is at an all time low of 13%. A change is tone has registered as Republicans realize that their do-nothing strategy has gone too far and it is time to stop playing the political game and address economic recovery in earnest. It is indeed refreshing, after the acerbic debt ceiling fights, to hear House majority leader Eric Cantor say it's time to build consensus and work together. Their brinkmanship has infuriated their constituents and put at risk all the gains made in last year's mid-term elections.It remains to be seen whether the electorate's disgust with excessive conflict and confrontation within the DC belt also extends to the presidential primary. Will voters choose the bold and aggressive governor from Texas who better reflects their anger with his provocative language (he wants to cut the "head off the snake" (meaning the federal government's interference with states policies), or the cooler, more cerebral, more conciliatory (indeed, in some ways, more Obama-like) candidate from Massachusetts that wants moderation and speaks to the middle class? In this head-to-head contest between Perry and Romney, one can assume people will ultimately choose the one they see can solve their problems, end the paralysis and get the country moving again. But the country's social fabric is torn by unemployment, anger and frustration with government and hopelessness about the future. As the more aggressive candidate, Perry may well be the one that embodies the spirit of the times.In his first national appearance, the Texan did not make any major mistakes. He has dislodged Romney from top in national polls, but not in New Hampshire, where Romney still leads by a wide margin. From now on, the calendar will drive the candidates' strategies. If Perry wins Iowa and Romney New Hampshire, it will definitely become a two person race going forward into South Carolina, where Baptists most likely will choose a Texan Evangelist over a New Englander Mormon. That might interrupt Romney's momentum. Then comes Florida, where there is a big number of Tea Partiers and an even larger number of retirees. The vote of these two groups will be decisive. Perry could lose the retirees on his Social Security attacks, which were mainly addressed to young voters who don't vote in primaries. But there is plenty of time to adjust his views and rectify his blunders so as to become more electable.Cocky, dark and handsome, a cross between Johnny Cash and John Wayne, Perry has a formidable presence that makes a good impression on voters. Blunt and direct in his speech, with a distinct Southern accent, his peculiar kind of charisma compensates for his lack of polish. He is tough and rugged, doesn't back down, and appeared solid in his philosophy of "detax, deregulate and delitigate". He is clearly the candidate that can win the Mid-West and the Deep South. The question is whether he will withstand the deeper scrutiny of a presidential race he entered late, and whether he can refine his arguments and still be reassuring. Romney still appears as the more electable candidate in a national election and the one that can more easily confront Obama. But he has two main weak points: his religion (he is a Mormon, a religion that has a bad name among other Christian denominations) and the Massachusetts health care law he signed when he was governor, that his rivals claim is a replica of what they disdainfully call "Obamacare", which all candidates, including Romney, have avowed to repeal as soon as they get to the White House. Will the race become a two-man contest from this point on? Americans should not hold their breath; there is still talk about new candidates entering the race: Sarah Palin and Rudy Giuliani seem to be waiting on the sidelines, ready to jump into the race at any time if prompted to do so by the polls or by the GOP establishment. First introduced by Republicans as part of the Contract with America, the child tax credit (CTC) has won wide bipartisan support as an income‐transfer program to fight poverty, a subsidy to middle‐class families, and a tool to boost declining fertility, yet it is poorly suited to meet each of these goals. Republicans doubled the CTC in their 2017 tax reform, and Democrats temporarily expanded it again in their 2021 COVID package, increasing the dollar value and removing the de facto work requirements. Republicans and Democrats agree that the CTC should be larger, the only disagreement is on how much the credit should be enhanced. There are bipartisan efforts in the House and the Senate to expand the CTC, while some states have moved forward with their own child tax credit programs. The CTC is a costly transfer program for taxpayers with kids who do not need government handouts and who do not meaningfully change their fertility decisions in response to larger payments. As an anti‐poverty program, the CTC is poorly targeted, and without income requirements, regular no‐strings‐attached payments from Washington are counterproductive for the most vulnerable families. There are better ways to support families by reducing the regulations and other barriers that increase the costs of core child‐related goods and services. Without substantial deregulation, increasing direct government payments to families will simply lead to higher prices rather than expanded supply. By making payments through the tax code, the CTC allows Republicans to support spending they would otherwise oppose since tax credits operate outside the annual Congressional appropriations process. Democrats support the CTC because they recognize it for what it is, a subsidy program administered through the tax code. Congress should repeal the CTC and use the savings to lower tax rates for Americans broadly. It certainly should not be expanded. History of the CTC The child tax credit was first introduced in 1997 as part of the Taxpayer Relief Act. It quickly increased from $400 to $1,000 while lowering the earned income requirement from $10,000 to $3,000. The credit was further expanded in 2017 as part of the Tax Cuts and Jobs Act, which increased the credit to $2,000 per child, lowered the earned income threshold, and raised the beginning of the income phaseout from $110,000 to $400,000 for married taxpayers ($75,000 to $200,000, single). The 2017 reform also eliminated the child and dependent exemption, which was more than offset by the $1,000 increase in the CTC for a taxpayer at or below the 25 percent income tax bracket (about $150,000). Along with a majority of the other changes enacted in 2017, the CTC and additional exemptions return to their previous values in 2026. In 2021, the American Rescue Plan Act temporarily increased the CTC for just one year to $3,600 for children under 6 years old and $3,000 for children under 18 years old. The full credit was also made temporarily fully refundable by removing the earned income requirements, and half of the credit was delivered as advance payments directly into taxpayers' bank accounts each month. Figure 1 shows the maximum CTC amount from its introduction through 2026 for 0–5‑year-olds, including the scheduled reduction under current law.
Is the Child Tax Credit an effective subsidy? The CTC provides a large subsidy to families with children. Unlike the earned income tax credit (EITC), cash aid (TANF), food aid (WIC, SNAP), and public health care (Medicaid and the Children's Health Insurance Program), the CTC is primarily a subsidy for middle‐ and upper‐income Americans. As currently designed, the CTC is not primarily an anti‐poverty program. Only 19 percent of child tax credit expenditures are claimed by the lowest quintile of income earners. Jacob Goldin and Katherine Michelmore find that 87 percent of filers in the bottom income decile of AGI are completely ineligible for the CTC, and "the majority of filers in the bottom thirty percent of the distribution are only eligible for a partial credit." Arguments for expanding the CTC usually assume that the cost of raising a child has increased and affordability has broadly declined. Relatedly, some proponents worry that U.S. fertility is below the replacement rate and believe that expanding government subsidies will meaningfully increase women's lifetime fertility. Still, others focus on how larger income transfers could reduce poverty. The CTC is poorly targeted to meet each of these goals. Poverty Because the CTC phases in for filers with income over $2,500 at a 15 percent rate, the credit creates an incentive to work by adding a 15‐cent subsidy to each additional dollar earned, until the full credit is reached. As is the case with the EITC, the work incentives are often partly or fully offset by the "income effect," under which the subsidy allows a worker to meet his material needs with fewer hours worked.[1] Expanding the dollar value of the credit will have income effects that at least partially offset the work incentive. To better target the lowest income families, others propose permanently increasing the credit and eliminating the earned income requirement, as was temporarily done in 2021 during the pandemic. Proponents claim that such a permanent change would reduce child poverty by more than 40 percent. Such estimates fail to account for how newly eligible families will change their behavior. Taking behavioral effects into account, Kevin Corinth, Bruce Meyer, Matthew Stadnicki, and Derek Wu estimate that the larger CTC without income requirements would lead 1.5 million workers to stop working (83 percent of whom would be the sole earner in the household). The net effect of expanding the CTC would reduce overall child poverty by 22 percent and would not reduce deep poverty (50 percent of the poverty line). Results from the Joint Committee on Taxation found that the expanded CTC would result in similar reductions in labor supply. Corinth and Meyer estimate that any reductions in poverty from a larger CTC that is targeted at families without market income would come at a fiscal cost that is almost double that of other programs, such as food stamps. The CTC is neither an efficient nor an effective policy tool to reduce child poverty. Cost of raising a child Although Americans frequently cite affordability concerns as an obstacle to fertility, analysis indicates that family costs have not outpaced incomes and that the cost of raising a child has fallen, not grown, over time. For example, Angela Rachidi compares family incomes to family‐related costs and finds that family incomes have grown steadily since the 1980s and costs have generally not outpaced them. Instead, Rachidi suggests that family's increasing expectations around—and consumption of—various goods and services (home size, vehicle ownership, clothing) drive perceptions of affordability decline. Moreover, various measures of social support and community support have declined in ways that may make it more difficult to raise a family. Economist Jeremy Horpedahl similarly finds that the annual cost of raising a child in the United States has fallen from 21.8 percent of median family income in 1960 to 12.6 percent of median family income in 2020 for two‐earner families, with the 2020 figure constituting the lowest cost yet (Figure 2). For single‐earner families, the annual cost of raising a child in the United States fell from 27 percent of median family income in 1960 to 23.7 percent of median family income in 2020.[2]
Some proponents of the CTC argue that the presence of children reduces a family's ability to pay and thus deserves an offsetting subsidy, regardless of whether the cost of raising a child is increasing or decreasing. While children do come with additional costs, so do many other decisions individuals and families make, such as living in a high‐cost area for economic or educational reasons. Lastly, subsidies could be counterproductive as they will tend to be captured as higher prices of child‐related services without supply‐side reforms to expand access. Although evidence indicates that family affordability is not broadly in decline, the price of core child‐related goods and services could certainly be lower with regulatory reforms. Fertility U.S. fertility is below‐replacement level and converging with the low fertility rates of other countries. Subsidies for families with children, including the CTC, have been proposed as one way to mitigate this decline. Such financial transfers or cash benefits are especially ineffective at reducing fertility decline. A review of studies with experimental or quasi‐experimental designs finds that financial transfers result in a short‐term increase in births while leaving the long‐term total unaffected. A United Nations working paper finds that financial transfers' "impact on completed fertility is rather small… Furthermore, the effects of financial transfers usually have the biggest influence on fertility of the low educated, low‐income, or jobless for whom public transfers are of higher value." As stated elsewhere, these low‐income households rarely qualify for the CTC's middle‐ and upper‐income benefit. The CTC is thus doubly ineffective at increasing fertility: not only do financial transfers have a small or insignificant effect to begin with—altering fertility timing rather than total births—but the CTC does not target the demographic that would be most influenced to increase their fertility behaviors in the presence of financial benefits. Targeting low‐income households comes with other costs to labor force participation and more fundamental questions about the prudence of governments' involvement in fertility decisions. A better way? Although the CTC fails at many objectives, there are numerous options for state, local, and federal policymakers interested in supporting families and making family life easier. To increase affordability, reforms to housing, food, formula, and childcare policy should be enacted. To reduce stress, increase opportunity, and reduce the cost associated with buying a home in the "right" neighborhood, further reforms to educational choice must be adopted. Parents typically have limited financial resources, but just as importantly, limited time. Enacting reasonable independence laws and reforming home supervision laws would reduce the time cost of parenting while providing growth opportunities for school‐age kids. Overly burdensome car seat requirements, with little associated safety benefit, should also be reconsidered. Adopting these reforms would do much more for parents and children than expanding the CTC. On the other hand, expanding CTC spending without deregulating the goods and services that parents demand would be counterproductive and regressive. Ultimately, Congress should repeal the CTC entirely.

It is hard these days to open a newspaper or watch television without coming across a debate about capitalism. "Globalization," "imperialism," and "neoliberalism" have become household words. Experts preach the gospel of productivity, while anti-globalization protestors blame the IMF and transnational companies for much of our social ills. Some view economic growth as a magic bullet, for others it spells ecological disaster. Many interpret the new wars of the twenty first century as serving "economic" interests and the rise of Islamic fundamentalism as a backlash against western "liberalism." For some capitalism means the "end of history," for others a source of conflict and an engine of change. No aspect of capitalism seems to escape controversy. In this context, it is surprising to find little or no debate on the concept which matters the most: capital itself. Capital is the central institution of capitalism and yet we do not have a satisfactory theory to explain it. As it turns out, we do not know precisely what capital is. This omission is crucial. Without a clear definition of capital we cannot fully understand how it works and why. Until we understand capital we are destined to misunderstand our society, misjudge its alternatives and fail to imagine a better future. In order to debate capitalism we first need to debate capital. This book offers a new way to do so. The secret to understanding capital, we argue, lies not in the narrow confines of production but in the broader processes and institutions of power. Capital, we claim, is neither a material object, nor a social relationship embedded in material entities, but rather a symbolic representation of power.

Does capitalism require peace and stability? Is armed conflict alien to markets? Do capitalists suffer from militarism and war? With the cold war over and liberalism being triumphant, many believe the answer is yes. Capitalism, so it seems, thrives on, and therefore promotes peace and stability. This view, though, stands in sharp contrast to the history of capitalism. In fact, over the past several centuries, the expansion of markets and capitalism was accompanied by an exponential increase, not decrease, in armed conflict and militarism. Have we now passed the peak of this process? Is the end of the cold war the beginning of true 'capitalist peace'? Are 'peace dividends' here to stay? Perhaps. But it is also possible that conflict and militarism are not antithetical to capitalism, and that under certain circumstances, they may even be essential for its survival. The seminar tackles these questions within a broader analysis of capitalist development, focusing primarily (though not exclusively) on the twentieth century. Drawing on various examples from around the world, it covers issues such as the connection between capitalism and war, political economy of military spending, socio-political aspects of militarism and institutionalized waste, peace and war as phases of accumulation, militarization and ruling-class formation, and the international political economy of the arms trade. Views on these issues can be delineated along ideological lines. Mainstream approaches, geared primarily toward prediction and decision making, tend to follow the realist framework, separating economics from politics and accentuating the significance of formal structures and state officials. Critical theories of political economy, on the other hand, view the tension between markets on the one hand, and conflict and militarism on the other, as part of wider social context. The seminar traces the evolution of such theories from the early Marxist and institutionalist writings, through the post-war emergence of the Monopoly Capital school and Military Keynesianism, to research on the Military Industrial Complex and 'peace dividends.' The globalization of military industries, the arms trade and prospects for disarmament are assessed in light of theoretical debates.
Córdoba es la segunda ciudad más poblada de la Argentina, y posee el ejido municipal más extenso del país, siendo un importante centro industrial y de servicios del centro del país. Es además la cabecera de la segunda región metropolitana argentina, el Área Metropolitana de Córdoba (AMCBA). Si bien el desarrollo de sus áreas centrales y periurbanas es un tema bastante desarrollado académicamente, actualmente hay un vacío de conocimiento en la situación actual de las áreas pericentrales e intermedias de esta ciudad -aun cuando ocupan más del 30% del área urbanizada y donde habita la mayor parte de su población-. Es en estas áreas donde se ubica el objeto de estudio de esta tesis: los barrios pericentrales que forman un anillo alrededor del área central. Originados como extensiones suburbanas alrededor de 1940, y consolidados como barrios residenciales de clase media y media alta de baja densidad antes de 1970, ocupan lo que son hoy algunas de las áreas con mejor calidad ambiental y urbana de la ciudad. Los barrios pericentrales son considerados generalmente consolidados y estables; sin embargo, analizados en detalle, muestran complejas transformaciones: un vaciamiento poblacional constante, a pesar del crecimiento demográfico en general de Córdoba y el AMCBA; aumento de inmuebles abandonados; y a diferencia de sectores en una similar posición, no son objeto de grandes inversiones inmobiliarias de renovación urbana. Esta situación es invisibilizada, en parte por ser resultado de procesos con poco impacto relativo en la ciudad, y en parte porque estos procesos no están contemplados por los modelos urbanos locales vigentes –basados en la teoría racionalista y determinista de principios del siglo XX-, que conceptualizan a los barrios pericentrales como una "panacea urbana". Esta tesis puso en disputa estos modelos, partiendo de la discusión sobre un fenómeno informal detectado indefectiblemente (aunque no exclusivamente) en estos barrios pericentrales: la microdensificación emergente. La imposibilidad de colocar los inmuebles existentes en el mercado hace que los propietarios busquen nuevas formas de valorizar sus propiedades, de facilitar el acceso a la vivienda a sus hijos o de invertir sus ahorros de forma segura, obteniendo una fuente adicional de ingresos: en cada parcela edificada se aumenta la cantidad de unidades funcionales, aprovechando la superficie construible vacante o refuncionalizando las construcciones obsoletas, aunque manteniendo el grano y la escala de intervención respecto al tejido existente. La oferta de hábitat en estos barrios se diversifica, y no sólo evita la expulsión de población, sino que también atrae a nuevos habitantes. Además, en un tejido originalmente sólo residencial, incorpora actividades de comercio y servicios que enriquecen el tejido funcional. El proceso se realiza sin planificación general (y por supuesto fuera del marco legal): es la suma de acciones individuales que se reconstruyen como una "tendencia" o "patrón emergente", revitalizando el tejido urbano de forma sutil pero definitiva. Se planteó como hipótesis que la microdensificación emergente es un proceso de revitalización que aprovecha el potencial del tejido de estos barrios de forma más sostenible y eficiente que el modelo impuesto formalmente. 10 La tesis se encuadró bajo el enfoque sistémico de la complejidad. Este enfoque entiende a la ciudad como un sistema complejo y dinámico, en desarrollo constante; determinado más por las interrelaciones entre sus componentes y entre esos componentes y el contexto, que por las condiciones de cada elemento individualmente. La calidad y cantidad de estas interacciones es primordial, al punto de definir la condición urbana de una aglomeración. Según estas premisas, un sistema urbano sostenible y eficiente será aquel que, maximizando recursos materiales y humanos (y de acuerdo a la capacidad de carga del sistema) desarrolle de redes de intercambio múltiples, diversas y descentralizadas, que generen procesos de sinergia y desarrollo inclusivos. La investigación se estructuró entonces de forma tal de responder las siguientes preguntas: • En primer lugar, ¿cuáles son las condiciones específicas que catalizan la microdensificación en los barrios pericentrales de Córdoba? • Siendo la microdensificación una respuesta a una situación particular dentro del sistema urbano, ¿Cuál es el grado de sostenibilidad y eficiencia que aporta a los barrios pericentrales (en particular) y a Córdoba (en general)? • Y tras haber identificado su impacto en la estructura urbana, su potencial transformador y organizativo, ¿puede el estudio de los procesos emergentes hacer un aporte conceptual e instrumental a los modelos locales de planeamiento urbano? Primeramente, un análisis documental reconstruyó la condición específica de los barrios pericentrales, y el escenario actual de Córdoba con respecto a la producción y acceso al hábitat urbano. Luego se infirió un escenario tendencial a corto y mediano plazo, que sirvió para definir distintos patrones de territorialización, incluyendo el patrón "formal" de los barrios pericentrales. Se continuó con el análisis específico de la microdensificación, proponiendo un escenario posible a mediano plazo donde el patrón de microdensificación ha sido plenamente desarrollado, transformando cuali y cuantitativamente el tejido espacio-funcional y socioeconómico. A partir de estos resultados, se realizó un análisis comparativo de los distintos patrones de desarrollo urbano de Córdoba en cuanto a su sostenibilidad y eficiencia. Se demostró que el patrón de microdensificación en los barrios pericentrales es mucho más sostenible y eficiente que los patrones formales existentes, y se abrió la discusión que se desarrolla en la última parte de esta tesis: El argumento desarrollado en esta investigación y los resultados que de él se desprenden tienen un carácter analítico y explicativo útil para el análisis de otros escenarios en el contexto urbano argentino y latinoamericano. En primer lugar, sobre preferir la revitalización progresiva frente a la renovación total o la creación de nuevo suelo urbano en la periferia; promover una ciudad compacta, diversa e inclusiva tanto social como funcionalmente; basada en la multiplicación y diversificación de los agentes productores de ciudad; que considera estos procesos, así como los mecanismos de empoderamiento, participación y gobernanza como instrumentos para lograr mayor sostenibilidad y eficiencia en el desarrollo urbano. Por otro lado, esta tesis puso en relevancia el rol de los procesos emergentes en un sistema urbano como mecanismo vital para generar esta revitalización. Finalmente, se discute el aporte del enfoque sistémico para comprender, explicar y proponer intervenciones a la disciplina. ; Córdoba ist die Hauptstadt der gleichnamigen Provinz im Nordosten Argentiniens. Sie ist der Mittelpunkt der zweitgrößten Metropolregion des Landes (bekannt unter der spanischen Abkürzung AMCBA) und ein wichtiges kulturelles und wirtschaftliches Zentrum des Landes. Derzeit scheint die Stadt durch zwei gegensätzlichen Prozesse geprägt, die zeitgleich von statten gehen: Einerseits die Erneuerung des Zentralbereichs und der Umgebung durch Hyperverdichtung, mit dem damit verbundenen Verlust des sozialen und architektonischen Erbes und dem Zusammenbruch der vorhandenen Infrastruktur-Netzwerke. Anderseits die Expansion der gebauten Stadt auf ländliche und industrielle Gebiete der städtischen Peripherie, was aufgrund einer abnehmenden Belegungsdichte immer mehr zu einer Verdünnung der Stadtstruktur führt. Darüber hinaus konzentriert sich der Wohnungsbau auf immer kleinere Gruppen und dies obwohl sich sowohl der Wohnungsbau beschleunigt als auch das Angebot an urbanen Wohnräumen erhöht: Während private Immobilienprojekte fast ausschließlich auf Bevölkerungsgruppen mit hohem Einkommen und Investoren, die nicht in der Stadt wohnen, ausgerichtet sind, sind die staatlichen Investitionen im sozialen Wohnungsbau ausschließlich für die Bevölkerungsgruppen mit den niedrigsten Einkommen bestimmt. Dadurch entsteht ein Defizit an Wohnangeboten für die Mittelschicht Córdobas, die fast 45% der Stadtbevölkerung ausmacht. Diese Schwerpunktsetzung ist auch bei lokalen Stadtforschern und Stadtplanern zu erkennen. Die aktuelle Situation der perizentralen Gebiete und Zwischenbereiche der Stadt sind weniger präsent, obgleich diese mehr als 30 % der urbanisierten Stadtfläche einnehmen und von der Mehrheit der Stadtbevölkerung bewohnt werden. Um diese Wissenslücke zu schließen, stehen die perizentralen Stadtviertel, die das Stadtzentrum umschließen, im Mittelpunkt dieser Arbeit. Sie sind ab 1940 als Erweiterungen der Vorstadt entstanden und etablierten sich im Laufe der 1960er Jahre als Wohngebiete mit einer geringen Bevölkerungsdichte, die heute von der Mittelschicht bewohnt werden und die höchste Umweltqualität und urbane Qualität der Stadt aufweisen. Die Gesetzgebung begrenzt dabei die Bebauung der Grundstücke auf Einfamilienhäusern, um die gewünschte geringe Bevölkerungsdichte beizubehalten. Man könnte die Untersuchung von bereits konsolidierten und stabilen urbanen Sektoren als sinnlos betrachten. Doch, wenn sie im Detail analysiert werden, zeigen sich komplexe demografische, räumliche und funktionale Transformationen, die von Interesse sind. Obwohl sich über die Jahre hinweg in diesen Stadtvierteln das bis zu diesem Moment angeblich "perfekteste" Wohnmodell materialisiert hat, nämlich ein Modell, welches "alle möglichen städtischen Wohnbedürfnisse erfüllt", leidet das soziale Gefüge und die bebaute Umwelt darunter. Das aktuelle Szenario zeigt, trotz des demografischen Wachstums von Cordoba und der Metropolregion AMCBA, einen konstanten Bevölkerungsrückgang in diesen Stadtvierteln: Junge Leute verlassen die Wohngegenden, während die zurückbleibende Bevölkerung altert und die Anzahl an verlassenen Gebäude stetig steigt. Für die auf dem Immobilienmarkt angebotenen Gebäude ist es schwierig, den Immobilienwert zu halten geschweige denn Käufer zu finden. Im Gegensatz zu anderen Bereichen der Stadt, die sich in einer ähnlichen Position befinden, sind diese Stadtviertel nicht im Fokus großer Immobilienaktivitäten. Dies widerspricht ihrer privilegierten Lage innerhalb der Stadtstruktur. 2 Diese Entwicklungen wurden lange Zeit übersehen. Zum einen da sie das Ergebnis von Prozessen sind, die wenig Auswirkungen auf die Stadt haben und zum anderen weil diese Prozesse in den heutigen lokalen städtischen Wohnmodellen nicht berücksichtigt werden, welche auf rationalistischen und deterministischen Theorien aus dem Anfang des 20. Jahrhunderts basieren und diese perizentralen Stadtviertel als städtisches Allheilmittel betrachten. Es ist unmöglich eine Hypothese abzuleiten, die aktuelle oder zukünftige Szenarios der perizentralen Stadtviertel in Córdoba unter diesen Rahmenbedingungen erklärt. Daher stellt diese Arbeit solche Modelle und ihre Fähigkeit, die Entwicklung der Stadt zu erklären oder in ihr effektiv zu arbeiten, in Frage und schlägt einen theoretischen Rahmen vor, der zum Verständnis, zur Erklärung und zur effektiven Umsetzung in der Stadt beitragen soll. Dies erfolgt auf Grundlage der Auseinandersetzung mit einem informellen Phänomen, welches deutlich (aber nicht ausschließlich) in diesen perizentralen Stadtvierteln erkennbar ist: die aufkommende Mikroverdichtung. Aufgrund der bereits genannten Unmöglichkeit, existierende Immobilien gewinnbringend auf den Markt zu bringen, suchen Eigentümer neue Wege, um ihr Wohneigentum aufzuwerten, ihren Kindern den Zugang zu einer Wohnung zu erleichtern oder ihre Ersparnisse sicher zu investieren und sich dadurch eine zusätzliche Einnahmequelle außerhalb des traditionellen Immobilienmarktes zu sichern. Aus diesem Grund erhöhen die Eigentümer die Anzahl der funktionalen Einheiten auf ihrem Grundstück, indem sie freie Fläche bebauen oder veraltete Konstruktionen renovieren. Das Stadtgefüge wird dabei durch diese Eingriffe nicht tiefgreifend verändert. Des Weiteren wird das Wohnraumangebot in diesen Stadtvierteln umfangreicher und verhindert nicht nur die Verdrängung der alten Bewohner, sondern zieht auch neue an. Auch werden dem ursprünglichen Wohngebiet zusätzliche nicht-residentielle Nutzungen hinzugefügt, die das Stadtgefüge bereichern. Letztendlich hat die Mikroverdichtung der perizentralen Nachbarschaften eine spezielle Eigenschaft, und zwar seinen emergenten / aufkommenden Zustand: Der Prozess erfolgt ohne allgemeine Planung (und auch außerhalb des rechtlichen Rahmens). Hauptakteure dieses Wandels sind die Eigentümer selbst, die ohne jegliche vorherige Absprachen agieren. Ob aus Notwendigkeit oder aus Opportunismus heraus, es handelt sich dabei um einen fragmentierten Prozess. Es beinhaltet eine Vielzahl individueller Aktionen, die als ein "Trend" oder "neu aufkommendes Muster" innerhalb der allgemeinen Organisation der perizentralen Stadtviertel zu begreifen sind und das Stadtgefüge auf subtile aber endgültige Art und Weise erneuern. Die vorliegende Arbeit stellt die Hypothese auf, dass die aufkommende Mikroverdichtung in diesen Stadtvierteln von Córdoba ein Revitalisierungsprozess ist, der das Potenzial des Stadtgefüges nachhaltiger und effizienter nutzt als das formell auferlegte Stadtentwicklungsmodell. Aufgrund des offenkundigen Gegensatzes zwischen dieser Hypothese und den aktuellen Rahmenbedingungen der lokalen Stadtentwicklung, ist es notwendig, einen theoretischen Rahmen zu schaffen, der die offensichtlichen Widersprüche auflöst und die Arbeitshypothese einrahmt. Diese These ordnet sich dem systemischen Ansatz der Komplexität zu, der analytischen Erforschung von komplexen Systemen. Dieser theoretische Rahmen ermöglicht, die aufkommenden Prozesse als integraler Bestandteil einer Stadt (ein "urbanes System"), seine Entwicklung im Laufe der Zeit, seine Komplexität und die Faktoren, von denen die urbane Nachhaltigkeit und Effizienz abhängen, zu erklären. Der systemische Ansatz begreift die Stadt als ein komplexes und dynamisches System in ständiger Entwicklung; ein System, das eher durch die Wechselbeziehungen zwischen seinen Komponenten und zwischen diesen und dem Kontext bestimmt wird, als durch den einzelnen Zustand jedes Elements. Die Qualität und Quantität dieser Interaktionen steht dabei an erster Stelle und definiert sogar den urbanen Zustand eines Ballungsgebietes. Urbanität ist nicht allein durch ihre Größe oder ihre Dichte gegeben, sondern ist gemäß der Synergie definiert, die durch eine Vielzahl an verschiedenen Interaktionen und Wech3 selwirkungen zwischen unterschiedlichen Akteuren produziert wird. Dieser Prozess heißt Synoikismos. Die Entfaltung der technologischen, sozialen und politischen Entwicklungen und Innovationen, die den städtischen Zustand charakterisieren, ist das inhärente Ergebnis dieser Interaktionen und eine direkte Funktion ihrer Intensität, Vielfalt und Redundanz, sowohl räumlich als auch zeitlich. Laut diesen Voraussetzungen ist ein nachhaltiges und effizientes Städtesystem eines, das durch die Maximierung der menschlichen und materiellen Ressourcen (und der Systembelastbarkeit entsprechend) mehrere unterschiedliche und dezentrale Austauschnetzwerke entwickelt, die inklusive Synergie- und Entwicklungsprozesse erzeugen. Dies bedeutet zum einen eine energieeffiziente Stadt, auch effizient im Konsum jeglicher Ressourcen und zum anderen eine kompakte Stadt, welche mehrere Begegnungen zwischen verschiedenen Akteuren ermöglicht, die Beteiligung an politischen Mechanismen und die intensive Nutzung des öffentlichen Raums, die Fußgängermobilität und eine funktionale und soziale Vielfalt in der Stadt fördert. Dies schließt auch Flexibilität und Anpassungsfähigkeit an Veränderungen durch Widerstands- oder Transformationsprozesse ein. Laut den lokalen Stadtentwicklungsmodellen, sind aufkommende und informelle Prozesse, wie die Mikroverdichtung, ein Zeichen der Krise im städtischen System: Anomalien, die durch die Entwicklung von schädlichen Prozessen im Konflikt mit dem Rest der Stadtstruktur entstanden sind. Konflikte, die sogar zum Zusammenbruch führen können. Laut dem theoretischen Ansatz dieser Arbeit jedoch, können diese Prozesse auch als Versuch des Systems verstanden werden, sich selbst zu regulieren und sich an neue Situationen anzupassen: Als Antwort auf ein ungelöstes Spannungsszenario; eine Art und Weise, in der das System sich selbst organisiert, um auf diese Spannung zu reagieren, indem ein neues Gleichgewicht gesucht wird. Die Arbeit strukturiert sich anhand von diesem theoretischen Rahmen, um die folgenden Fragen beantworten zu können: • Erstens, welche besonderen Rahmenbedingungen führen zu der aufkommenden Mikroverdichtung in den perizentralen Stadtvierteln in Córdoba? • Begreift man die Mikroverdichtung als Antwort auf eine bestimmte Situation innerhalb des städtischen Systems, stellt sich folgende zweite Frage: Welches Ausmaß an Nachhaltigkeit und Effizienz ermöglichen die Prozesse der Mikroverdichtung in den perizentralen Stadtvierteln im Speziellen und in Córdoba im Allgemeinen? • Nach der Identifizierung der Auswirkungen dieser Prozesse auf die Stadtstruktur, sowie des damit einhergehenden transformativen und organisatorischen Potenzials steht die dritte Frage im Raum: Kann die Erforschung von aufkommenden Prozessen dieser Art einen konzeptionellen und instrumentellen Beitrag zur lokalen Stadtplanung leisten? Um diesen Fragen nachzugehen wurde im weiteren Verlauf der Forschung eine Dokumentenanalyse durchgeführt, um den spezifischen Zustand der perizentralen Stadtviertel, der das Phänomen der aufkommenden Mikroverdichtung ermöglicht, zu rekonstruieren. Diese Analyse vollzog sich in zwei Schritten: Als Erstes wurden die perizentralen Stadtviertel und der Grund für ihr besonderes Urbanisierungsmuster historisch rekonstruiert und dadurch als (nahezu) monofunktionelle Wohnviertel mit einer geringen Bevölkerungsdichte identifiziert. Als Zweites wurde das aktuelle urbane Szenario Córdobas hinsichtlich der Produktion von und dem Zugang zu städtischem Habitat analysiert, um urbane, regionale und globale Variablen zu entwickeln, die die Entwicklungstrends der Stadt bestimmen. Dieses Vorgehen ermöglichte die Formulierung eines umfassendes Arguments, das alle Prozesse erklärt, die bisher als "gleichzeitig aber widersprüchlich" erfasst wurden. Darüber hinaus erklärt und prognostiziert dieses Argument die "undenkbare" Situation von perizentralen Stadtvierteln. Nach der Rekonstruktion des aktuellen Szenarios wurde ein kurzes und mittelfristiges (10 Jahren) Trendszenario des Phänomens abgeleitet. Dies diente dazu, die unterschiedlichen 4 Entwicklungsmuster in Córdoba zu vergleichen und deren Auswirkungen auf die Stadtstruktur zu bewerten. Im weiteren Verlauf der Arbeit wurde die Analyse der Mikroverdichtung hinsichtlich der Veränderungen im sozialen, funktionalen und räumlichen Stadtgefüge fortgeführt. Als Ergebnis wurde ein mögliches Zukunftsszenario vorgeschlagen, bei dem das Muster der Mikroverdichtung formalisiert und somit das räumlich-funktionale und sozioökonomische Gefüge der Stadtviertel transformiert wurde. Anschließend wurden das Potenzial und die Stärken (und Schwächen) gegenüber dem mittelfristigen Trendszenario von Córdoba und den perizentralen Stadtvierteln spezifiziert. Basierend auf diesen Ergebnissen wurden verschiedene Stadtentwicklungsmuster von Córdoba mithilfe der Variablen analysiert, die als strukturelle Bedingungen für Nachhaltigkeit und Effizienz definiert waren. Mit dem Ergebnis, dass die Nachhaltigkeit und die Effizienz der Mikroverdichtungsszenarien deutlich größer war als in den aktuellen Trendszenarien. Die vorliegende Analyse konnte somit die Hypothese dieser Arbeit belegen. Im letzten Abschnitt der Arbeit wurde der Diskussionsteil eröffnet. Die erste Diskussion befasste sich mit der Entwicklung, die eine progressive Revitalisierung fördert anstatt einer vollständigen Erneuerung des Stadtgefüges oder der Schaffung von neuem städtischem Land in der ruralen Peripherie der Stadt. Zudem fördert sie sowohl auf soziale, räumliche als auch funktionale Art und Weise eine kompakte, vielfältige und integrative Stadt. Diese Entwicklung beruht auf der Multiplikation und Diversifizierung der Akteure, die im Städtebau involviert sind, und betrachtet diese Prozesse, sowie die Ermächtigungs-, Beteiligungs- und Staatsführungsmechanismen als Instrumente zur Erlangung einer größeren Nachhaltigkeit und Effizienz in der Stadtentwicklung. Das bedeutet, eine Stadt, die in der Lage ist, kreativere Synergien zu schaffen und so zu sozialen, technologischen und wirtschaftlichen Vorteilen kommt. Des Weiteren betonte diese Arbeit die Rolle der aufkommenden Prozesse in einem städtischen System. Die aufkommende Mikroverdichtung hat wenig Einfluss auf die städtische Struktur von Córdoba. Jedoch ist es ein wichtiger Mechanismus, um die Verarmung und den Verlust von Ressourcen in perizentralen Bereichen und Zwischengebieten zu verhindern, d.h. um den partiellen Zusammenbruch der städtischen Struktur zu vermeiden und gleichzeitig Urbanität in Gebieten zu schaffen, die als bloße Wohnungsviertel charakterisiert sind. In der Stadtplanung ist es wichtig, auf aufkommende Prozesse in der Stadtentwicklung und auf die Erzeugung von Synergien Wert zu legen. Ihre Einbeziehung in die kritische Analyse beinhaltet die Entwicklung von Planungsinstrumenten, die nicht nur die Notwendigkeit der Dezentralisierung der Stadtentwicklung und der Entscheidungsfindung erkennen können, sondern die auch in der Lage sind, die Ungewissheit als Variable zu integrieren. Darüber hinaus müssen sie flexibel genug sein, um Veränderungen und die Notwendigkeit für Korrekturen und Anpassungen im Laufe der Zeit zu erkennen. Das Argument dieser Arbeit hat einen analytischen und erklärenden Charakter, der für die Analyse von anderen urbanen Szenarien in Argentinien und Lateinamerika nützlich ist. Dies ermöglicht die Verallgemeinerung sowohl der Ergebnisse als auch der theoretischen Annäherung an städtische Phänomene, basierend auf dem Stadt-Verständnis als komplexes, für ihre Umgebung offenes System, welches weit entfernt vom Gleichgewicht ist. Der größte Beitrag dieser Arbeit zur Urbanistik ist das Verständnis der Rolle der aufkommenden Phänomene und die Analyse der Widersprüche und Spannungen innerhalb der traditionellen lokalen Stadtmodelle, die auch Ausgrenzungen und Ungerechtigkeit im Zugang zu Stadt hervorhebt. Die Rolle des Staates und des Immobilienmarktes in der Stadtentwicklung von Cordoba wurde denaturiert und eine dialektische Artikulation der Logik des territorialen Lebensraumes in der Stadt, die sowohl Produktions- und Zugangsstrategien als auch die scheinbaren Widersprüche in der Stadtentwicklung der lateinamerikanischen mittelgroßen Städten erklärt, wurde vorgeschlagen. ; Córdoba is the capital of the province of Córdoba, in Argentina. It is also the principal city of the second-most populous metropolitan area of the country, the Greater Córdoba Metropolitan Area (AMCBA according to its acronym in Spanish), with strengths in business, automotive industry, culture, education, and research. Currently, the city seems to develop in two simultaneous and opposing processes: On the one hand, renovation by densification of the central area and its extensions, with losses of social and built heritage, and the collapse of infrastructure networks that this entails. On the other hand, extension of the urbanized area over rural and industrial periphery, with dwindling occupancy densities that dilute the urban structure more and more in the territory. Besides that, although housing production accelerates -increasing its supply-, it is concentrated in ever smaller groups: while real estate projects are targeted almost exclusively at high-income sectors and investors who do not live in the city, State investment in social housing is allocated exclusively to lower income sectors. This situation produces a deficit in proposals aimed at the so-called "middle class", even though it makes up of almost 45% of the city´s population. In addition, these processes concentrate the interest of the greater part of both local academics and urban planners. This situation produces a knowledge gap in the current situation of Córdoba´s pericentral and intermediate areas, which occupy more than 30% of the city´s urbanized land (and where the majority of this city´s inhabitants reside). It is there where this thesis´ case study is located: the pericentral districts that surround the central area. They originated as suburban extensions around 1940, and consolidated as middle-class/low-density residential neighborhoods before 1970. Today, they occupy some of the best environmental and urban quality areas of the city. Even land-use regulation specifically limits occupancy to single-family dwellings on individual plots to maintain the desired low-density residential neighborhood pattern. We can discuss the futility of studying urban sectors considered already consolidated and stable; however, when analyzed in detail, pericentral areas show complex demographic, spatial, and functional transformations that contradict this characterization: Despite the fact that these neighborhoods materializes the supposedly "most perfect" residential model known until now, a model "that solves each and every one of the urban-life needs", its social and built fabric resents. The current scenario shows a constant population-shrinking process, in spite of the demographic growth of both Córdoba and the AMCBA. Young people leaves these neighborhoods, while the remaining population ages. Abandoned buildings constantly increase; the ones offered in the real estate market have difficulties to find buyers, or even to maintain their price, which contradicts its privileged status within the city. At the same time -and unlike areas in a similar position- these neighborhoods are not the object of major real estate investments. Local academics and urban planners overlook this situation, in part because it is the result of processes with relative less impact in the city, and in part because these processes are not covered by current local urban models -based on the rationalist and deterministic urban theory of early 20th century-, which conceptualize suburban neigh6 borhoods as an urban panacea. It is impossible to deduce a hypothesis that explains the current nor the trend scenario of pericentral neighborhoods of Córdoba in terms of that framework. Therefore, this thesis discussed those theoretical models, and its capacity to explain Córdoba´s development. It proposed a theoretical framework that allowed understanding, explaining, and operating effectively in the city. It did so based on the discussion of an informal phenomenon unfailingly (but not exclusively) detected in pericentral neighborhoods: the emergent micro-densification. Given the impossibility of advantageously placing their properties in the housing market -due to factors such as land-use restrictions, and specific conditions of the local real estate market-, the landowners seek new ways to valorize their properties, facilitate access to housing for their children, or profitably invest their savings, obtaining an additional income outside the "traditional" real estate market. They increase the number of functional units in their plots, occupying the vacant building area or refurbishing obsolete constructions, while maintaining the intervention scale in relation to the existing urban fabric. These neighborhoods´ housing supply diversifies; and it not only prevents the expulsion of population, but it also attracts new inhabitants. In addition, in an originally residential fabric, it incorporates non-residential activities that enrich the urban fabric. Finally, micro-densification in pericentral neighborhoods presents a differential quality: its "emergent" condition. The process carries out without general planning (and of course outside the legal framework); inhabitants/landowners decide to do so, without any prior agreement. It is an atomized and fragmented process, result of necessity or opportunism. It is the sum of individual actions reconstructed as a "trend", or an "emerging pattern" within the general organization of pericentral neighborhoods, revitalizing the urban fabric in a subtle but definitive way. This research hypothesized that emergent micro-densification in these neighborhoods is a process of revitalization that harnesses the potential of their urban fabric; it does so in a more sustainable and efficient way than the current urban development patterns. Faced with the manifest opposition between this hypothesis and the current local urFaced with the manifest opposition between this hypothesis and the current local urban development framework, it was necessary to construct a theoretical framework able to solve the apparent contradictions detected -that the latter cannot explain-, and frame the working hypothesis. Therefore, this thesis is framed under the systemic complexity approach, that is, the analytical study of complex systems. This theoretical framework has the capacity to explain emergent processes as integral part of a city, its development over time, its complexity, and the factors on which urban sustainability and efficiency depend. The systemic approach understands the city as a complex and dynamic system, in constant development; a system determined more by interrelationships between its components, and between those components and the context, than by the individual conditions of each component. The quality and quantity of these interactions is paramount, to the point of defining the urban condition of a human agglomeration in the territory: urbanity is not given merely by the size or density of a human agglomeration; it is defined in terms of the synergy produced by a large number of different interactions between different agents; a process called synekism. The generation of innovation, and technological/social/political development that characterize the urban condition is an inherent result of these interactions, and a direct function of the intensity, diversity, and redundancy of them in the territory, over time. 7 A sustainable and efficient urban system will be one that, by maximizing material and human resources (and according to the system´s load capacity), develops decentralized, multi-exchange networks; one capable of generating synergy and inclusive development. This implies an energy efficient city, but also efficient in the consumption of any type of resources; a compact city, which prioritizes participatory political mechanisms and intensive use of public spaces, but also pedestrian mobility, and functional and social diversity. It also implies flexibility and adaptability in the face of changes, through processes of resilience or transformation. According to local urban development models, emergent and informal processes such as micro-densification are a sign of crisis within the urban system: anomalies due to the development of harmful processes, in conflict with the rest of the urban structure; conflicts that may even lead to the city´s collapse. But according to the theoretical approach proposed in this thesis, these processes can also be identified as an attempt by the system to self-regulate and adapt to new situations: as a response to a scenario of tension; a way in which the system self-organizes, and responds to that tension seeking a new equilibrium. The research is then structured in order to answer the following questions: • First, what are the specific conditions that catalyze micro-densification in the pericentral neighborhoods of Córdoba? • Second, since micro-densification is a response to a particular situation within the urban system, what is the degree of sustainability and efficiency that transformations through micro-densification provides to pericentral neighborhoods (in particular) and to Córdoba (in general)? • Finally, having identified the impact of such processes on the urban structure, and its transformative and organizational potential, can the study of emergent processes make a conceptual or instrumental contribution to local urban planning? The research continued with a document analysis that reconstructs the specific condition of pericentral neighborhoods of Córdoba -which catalyzes the phenomenon of emergent micro-densification-. This stage developed in two parts: In the first place, we historically reconstruct pericentral neighborhoods of Córdoba, and the reasons for their urbanization pattern, which consolidates them as residential, (virtually) mono-functional, low-density, middle-class neighborhoods. Secondly, we analyzed Córdoba´s current scenario -with respect to the production and access to urban habitat- establishing urban, regional, and global variables that determine the city´s current development trends. This analysis allowed us to develop a comprehensive argument that explains all the processes that until now were conceptualized as "simultaneous but contradictory". It also explains and predicts the "unthinkable" situation of pericentral neighborhoods. After reconstructing the current scenario and defining different development patterns in Córdoba (including the "formal" pericentral neighborhoods´ pattern), we inferred a trend scenario in the short and medium term (10 years). We continued analyzing the micro-densification phenomenon, in terms of its social, functional, and spatial urban fabric transformations. As a result, a possible future scenario was proposed in which the micro-densification pattern has been formalized, transforming qualitatively and quantitatively the spatial-functional and socio-economic fabric. We specified their potential and strengths (as well as their weaknesses), against the future trend scenario of Córdoba and the pericentral neighborhoods. 8 Based on these results, we analyzed the different urban development patterns in Córdoba according to the variables defined as structural conditions of sustainability and efficiency: The sustainability and efficiency of the micro-densification scenario are much greater than those of the current trends scenario. Therefore, we verified the working hypothesis, and opened the discussion of this thesis. A first line of discussion dealt with development that fosters progressive revitalization, instead of complete renewal of urban fabric, or creation of new urban land on city´s rural periphery. Development that promotes a compact, diverse, and inclusive city, both socially, spatially and functionally; based on the multiplication and diversification of city-building agents. Development that considers these processes, as well as the mechanisms of empowerment, participation, and governance as instruments to achieve greater sustainability and efficiency in urban development. A city capable of generating more creative synergy, which translates into social, technological, and economic benefits. We denatured both the role of the State and the real estate market in the urban development of Córdoba; we proposed a dialectical articulation of different logics of urban development, explaining both the production and access strategies to habitat, and the apparent contradictions in urban development of Latin American middle cities. This thesis´ argument has an analytical and explanatory character, useful for analyzing other urban systems in Argentina and Latin America. It allows the generalization of both the results and the theoretical approach to urban phenomena, understanding the city as a complex system open to its surroundings and far from equilibrium. On the other hand, this thesis emphasized the role of emergent processes in an urban system. So far, emergent micro-densification has little impact on Córdoba´s urban structure. However, it is a vital mechanism to prevent pauperization and loss of resources in pericentral and intermediate urban areas -that is to say, to avoid the partial collapse of the urban structure-, while generating urbanity in areas characterized as mere residential fragments. It is essential to give importance in urban development and in generation of synergy to emergent processes. Incorporating them into critical analysis and diagnosis involves developing planning tools capable not only of recognizing the need to decentralize urban development and sharing decision-making, but also capable of incorporating uncertainty as a variable. In addition, they must be flexible enough to detect changes and the need for adjustment and adaptation over time. This thesis makes its greatest contribution to urban studies by helping to understand the role of emergent phenomena, highlighting contradictions and tensions within the traditional local urban models, and exclusions and inequities driven by those models.
Córdoba es la segunda ciudad más poblada de la Argentina, y posee el ejido municipal más extenso del país, siendo un importante centro industrial y de servicios del centro del país. Es además la cabecera de la segunda región metropolitana argentina, el Área Metropolitana de Córdoba (AMCBA). Si bien el desarrollo de sus áreas centrales y periurbanas es un tema bastante desarrollado académicamente, actualmente hay un vacío de conocimiento en la situación actual de las áreas pericentrales e intermedias de esta ciudad -aun cuando ocupan más del 30% del área urbanizada y donde habita la mayor parte de su población-. Es en estas áreas donde se ubica el objeto de estudio de esta tesis: los barrios pericentrales que forman un anillo alrededor del área central. Originados como extensiones suburbanas alrededor de 1940, y consolidados como barrios residenciales de clase media y media alta de baja densidad antes de 1970, ocupan lo que son hoy algunas de las áreas con mejor calidad ambiental y urbana de la ciudad. Los barrios pericentrales son considerados generalmente consolidados y estables; sin embargo, analizados en detalle, muestran complejas transformaciones: un vaciamiento poblacional constante, a pesar del crecimiento demográfico en general de Córdoba y el AMCBA; aumento de inmuebles abandonados; y a diferencia de sectores en una similar posición, no son objeto de grandes inversiones inmobiliarias de renovación urbana. Esta situación es invisibilizada, en parte por ser resultado de procesos con poco impacto relativo en la ciudad, y en parte porque estos procesos no están contemplados por los modelos urbanos locales vigentes –basados en la teoría racionalista y determinista de principios del siglo XX-, que conceptualizan a los barrios pericentrales como una "panacea urbana". Esta tesis puso en disputa estos modelos, partiendo de la discusión sobre un fenómeno informal detectado indefectiblemente (aunque no exclusivamente) en estos barrios pericentrales: la microdensificación emergente. La imposibilidad de colocar los inmuebles existentes en el mercado hace que los propietarios busquen nuevas formas de valorizar sus propiedades, de facilitar el acceso a la vivienda a sus hijos o de invertir sus ahorros de forma segura, obteniendo una fuente adicional de ingresos: en cada parcela edificada se aumenta la cantidad de unidades funcionales, aprovechando la superficie construible vacante o refuncionalizando las construcciones obsoletas, aunque manteniendo el grano y la escala de intervención respecto al tejido existente. La oferta de hábitat en estos barrios se diversifica, y no sólo evita la expulsión de población, sino que también atrae a nuevos habitantes. Además, en un tejido originalmente sólo residencial, incorpora actividades de comercio y servicios que enriquecen el tejido funcional. El proceso se realiza sin planificación general (y por supuesto fuera del marco legal): es la suma de acciones individuales que se reconstruyen como una "tendencia" o "patrón emergente", revitalizando el tejido urbano de forma sutil pero definitiva. Se planteó como hipótesis que la microdensificación emergente es un proceso de revitalización que aprovecha el potencial del tejido de estos barrios de forma más sostenible y eficiente que el modelo impuesto formalmente. 10 La tesis se encuadró bajo el enfoque sistémico de la complejidad. Este enfoque entiende a la ciudad como un sistema complejo y dinámico, en desarrollo constante; determinado más por las interrelaciones entre sus componentes y entre esos componentes y el contexto, que por las condiciones de cada elemento individualmente. La calidad y cantidad de estas interacciones es primordial, al punto de definir la condición urbana de una aglomeración. Según estas premisas, un sistema urbano sostenible y eficiente será aquel que, maximizando recursos materiales y humanos (y de acuerdo a la capacidad de carga del sistema) desarrolle de redes de intercambio múltiples, diversas y descentralizadas, que generen procesos de sinergia y desarrollo inclusivos. La investigación se estructuró entonces de forma tal de responder las siguientes preguntas: • En primer lugar, ¿cuáles son las condiciones específicas que catalizan la microdensificación en los barrios pericentrales de Córdoba? • Siendo la microdensificación una respuesta a una situación particular dentro del sistema urbano, ¿Cuál es el grado de sostenibilidad y eficiencia que aporta a los barrios pericentrales (en particular) y a Córdoba (en general)? • Y tras haber identificado su impacto en la estructura urbana, su potencial transformador y organizativo, ¿puede el estudio de los procesos emergentes hacer un aporte conceptual e instrumental a los modelos locales de planeamiento urbano? Primeramente, un análisis documental reconstruyó la condición específica de los barrios pericentrales, y el escenario actual de Córdoba con respecto a la producción y acceso al hábitat urbano. Luego se infirió un escenario tendencial a corto y mediano plazo, que sirvió para definir distintos patrones de territorialización, incluyendo el patrón "formal" de los barrios pericentrales. Se continuó con el análisis específico de la microdensificación, proponiendo un escenario posible a mediano plazo donde el patrón de microdensificación ha sido plenamente desarrollado, transformando cuali y cuantitativamente el tejido espacio-funcional y socioeconómico. A partir de estos resultados, se realizó un análisis comparativo de los distintos patrones de desarrollo urbano de Córdoba en cuanto a su sostenibilidad y eficiencia. Se demostró que el patrón de microdensificación en los barrios pericentrales es mucho más sostenible y eficiente que los patrones formales existentes, y se abrió la discusión que se desarrolla en la última parte de esta tesis: El argumento desarrollado en esta investigación y los resultados que de él se desprenden tienen un carácter analítico y explicativo útil para el análisis de otros escenarios en el contexto urbano argentino y latinoamericano. En primer lugar, sobre preferir la revitalización progresiva frente a la renovación total o la creación de nuevo suelo urbano en la periferia; promover una ciudad compacta, diversa e inclusiva tanto social como funcionalmente; basada en la multiplicación y diversificación de los agentes productores de ciudad; que considera estos procesos, así como los mecanismos de empoderamiento, participación y gobernanza como instrumentos para lograr mayor sostenibilidad y eficiencia en el desarrollo urbano. Por otro lado, esta tesis puso en relevancia el rol de los procesos emergentes en un sistema urbano como mecanismo vital para generar esta revitalización. Finalmente, se discute el aporte del enfoque sistémico para comprender, explicar y proponer intervenciones a la disciplina. ; Córdoba ist die Hauptstadt der gleichnamigen Provinz im Nordosten Argentiniens. Sie ist der Mittelpunkt der zweitgrößten Metropolregion des Landes (bekannt unter der spanischen Abkürzung AMCBA) und ein wichtiges kulturelles und wirtschaftliches Zentrum des Landes. Derzeit scheint die Stadt durch zwei gegensätzlichen Prozesse geprägt, die zeitgleich von statten gehen: Einerseits die Erneuerung des Zentralbereichs und der Umgebung durch Hyperverdichtung, mit dem damit verbundenen Verlust des sozialen und architektonischen Erbes und dem Zusammenbruch der vorhandenen Infrastruktur-Netzwerke. Anderseits die Expansion der gebauten Stadt auf ländliche und industrielle Gebiete der städtischen Peripherie, was aufgrund einer abnehmenden Belegungsdichte immer mehr zu einer Verdünnung der Stadtstruktur führt. Darüber hinaus konzentriert sich der Wohnungsbau auf immer kleinere Gruppen und dies obwohl sich sowohl der Wohnungsbau beschleunigt als auch das Angebot an urbanen Wohnräumen erhöht: Während private Immobilienprojekte fast ausschließlich auf Bevölkerungsgruppen mit hohem Einkommen und Investoren, die nicht in der Stadt wohnen, ausgerichtet sind, sind die staatlichen Investitionen im sozialen Wohnungsbau ausschließlich für die Bevölkerungsgruppen mit den niedrigsten Einkommen bestimmt. Dadurch entsteht ein Defizit an Wohnangeboten für die Mittelschicht Córdobas, die fast 45% der Stadtbevölkerung ausmacht. Diese Schwerpunktsetzung ist auch bei lokalen Stadtforschern und Stadtplanern zu erkennen. Die aktuelle Situation der perizentralen Gebiete und Zwischenbereiche der Stadt sind weniger präsent, obgleich diese mehr als 30 % der urbanisierten Stadtfläche einnehmen und von der Mehrheit der Stadtbevölkerung bewohnt werden. Um diese Wissenslücke zu schließen, stehen die perizentralen Stadtviertel, die das Stadtzentrum umschließen, im Mittelpunkt dieser Arbeit. Sie sind ab 1940 als Erweiterungen der Vorstadt entstanden und etablierten sich im Laufe der 1960er Jahre als Wohngebiete mit einer geringen Bevölkerungsdichte, die heute von der Mittelschicht bewohnt werden und die höchste Umweltqualität und urbane Qualität der Stadt aufweisen. Die Gesetzgebung begrenzt dabei die Bebauung der Grundstücke auf Einfamilienhäusern, um die gewünschte geringe Bevölkerungsdichte beizubehalten. Man könnte die Untersuchung von bereits konsolidierten und stabilen urbanen Sektoren als sinnlos betrachten. Doch, wenn sie im Detail analysiert werden, zeigen sich komplexe demografische, räumliche und funktionale Transformationen, die von Interesse sind. Obwohl sich über die Jahre hinweg in diesen Stadtvierteln das bis zu diesem Moment angeblich "perfekteste" Wohnmodell materialisiert hat, nämlich ein Modell, welches "alle möglichen städtischen Wohnbedürfnisse erfüllt", leidet das soziale Gefüge und die bebaute Umwelt darunter. Das aktuelle Szenario zeigt, trotz des demografischen Wachstums von Cordoba und der Metropolregion AMCBA, einen konstanten Bevölkerungsrückgang in diesen Stadtvierteln: Junge Leute verlassen die Wohngegenden, während die zurückbleibende Bevölkerung altert und die Anzahl an verlassenen Gebäude stetig steigt. Für die auf dem Immobilienmarkt angebotenen Gebäude ist es schwierig, den Immobilienwert zu halten geschweige denn Käufer zu finden. Im Gegensatz zu anderen Bereichen der Stadt, die sich in einer ähnlichen Position befinden, sind diese Stadtviertel nicht im Fokus großer Immobilienaktivitäten. Dies widerspricht ihrer privilegierten Lage innerhalb der Stadtstruktur. 2 Diese Entwicklungen wurden lange Zeit übersehen. Zum einen da sie das Ergebnis von Prozessen sind, die wenig Auswirkungen auf die Stadt haben und zum anderen weil diese Prozesse in den heutigen lokalen städtischen Wohnmodellen nicht berücksichtigt werden, welche auf rationalistischen und deterministischen Theorien aus dem Anfang des 20. Jahrhunderts basieren und diese perizentralen Stadtviertel als städtisches Allheilmittel betrachten. Es ist unmöglich eine Hypothese abzuleiten, die aktuelle oder zukünftige Szenarios der perizentralen Stadtviertel in Córdoba unter diesen Rahmenbedingungen erklärt. Daher stellt diese Arbeit solche Modelle und ihre Fähigkeit, die Entwicklung der Stadt zu erklären oder in ihr effektiv zu arbeiten, in Frage und schlägt einen theoretischen Rahmen vor, der zum Verständnis, zur Erklärung und zur effektiven Umsetzung in der Stadt beitragen soll. Dies erfolgt auf Grundlage der Auseinandersetzung mit einem informellen Phänomen, welches deutlich (aber nicht ausschließlich) in diesen perizentralen Stadtvierteln erkennbar ist: die aufkommende Mikroverdichtung. Aufgrund der bereits genannten Unmöglichkeit, existierende Immobilien gewinnbringend auf den Markt zu bringen, suchen Eigentümer neue Wege, um ihr Wohneigentum aufzuwerten, ihren Kindern den Zugang zu einer Wohnung zu erleichtern oder ihre Ersparnisse sicher zu investieren und sich dadurch eine zusätzliche Einnahmequelle außerhalb des traditionellen Immobilienmarktes zu sichern. Aus diesem Grund erhöhen die Eigentümer die Anzahl der funktionalen Einheiten auf ihrem Grundstück, indem sie freie Fläche bebauen oder veraltete Konstruktionen renovieren. Das Stadtgefüge wird dabei durch diese Eingriffe nicht tiefgreifend verändert. Des Weiteren wird das Wohnraumangebot in diesen Stadtvierteln umfangreicher und verhindert nicht nur die Verdrängung der alten Bewohner, sondern zieht auch neue an. Auch werden dem ursprünglichen Wohngebiet zusätzliche nicht-residentielle Nutzungen hinzugefügt, die das Stadtgefüge bereichern. Letztendlich hat die Mikroverdichtung der perizentralen Nachbarschaften eine spezielle Eigenschaft, und zwar seinen emergenten / aufkommenden Zustand: Der Prozess erfolgt ohne allgemeine Planung (und auch außerhalb des rechtlichen Rahmens). Hauptakteure dieses Wandels sind die Eigentümer selbst, die ohne jegliche vorherige Absprachen agieren. Ob aus Notwendigkeit oder aus Opportunismus heraus, es handelt sich dabei um einen fragmentierten Prozess. Es beinhaltet eine Vielzahl individueller Aktionen, die als ein "Trend" oder "neu aufkommendes Muster" innerhalb der allgemeinen Organisation der perizentralen Stadtviertel zu begreifen sind und das Stadtgefüge auf subtile aber endgültige Art und Weise erneuern. Die vorliegende Arbeit stellt die Hypothese auf, dass die aufkommende Mikroverdichtung in diesen Stadtvierteln von Córdoba ein Revitalisierungsprozess ist, der das Potenzial des Stadtgefüges nachhaltiger und effizienter nutzt als das formell auferlegte Stadtentwicklungsmodell. Aufgrund des offenkundigen Gegensatzes zwischen dieser Hypothese und den aktuellen Rahmenbedingungen der lokalen Stadtentwicklung, ist es notwendig, einen theoretischen Rahmen zu schaffen, der die offensichtlichen Widersprüche auflöst und die Arbeitshypothese einrahmt. Diese These ordnet sich dem systemischen Ansatz der Komplexität zu, der analytischen Erforschung von komplexen Systemen. Dieser theoretische Rahmen ermöglicht, die aufkommenden Prozesse als integraler Bestandteil einer Stadt (ein "urbanes System"), seine Entwicklung im Laufe der Zeit, seine Komplexität und die Faktoren, von denen die urbane Nachhaltigkeit und Effizienz abhängen, zu erklären. Der systemische Ansatz begreift die Stadt als ein komplexes und dynamisches System in ständiger Entwicklung; ein System, das eher durch die Wechselbeziehungen zwischen seinen Komponenten und zwischen diesen und dem Kontext bestimmt wird, als durch den einzelnen Zustand jedes Elements. Die Qualität und Quantität dieser Interaktionen steht dabei an erster Stelle und definiert sogar den urbanen Zustand eines Ballungsgebietes. Urbanität ist nicht allein durch ihre Größe oder ihre Dichte gegeben, sondern ist gemäß der Synergie definiert, die durch eine Vielzahl an verschiedenen Interaktionen und Wech3 selwirkungen zwischen unterschiedlichen Akteuren produziert wird. Dieser Prozess heißt Synoikismos. Die Entfaltung der technologischen, sozialen und politischen Entwicklungen und Innovationen, die den städtischen Zustand charakterisieren, ist das inhärente Ergebnis dieser Interaktionen und eine direkte Funktion ihrer Intensität, Vielfalt und Redundanz, sowohl räumlich als auch zeitlich. Laut diesen Voraussetzungen ist ein nachhaltiges und effizientes Städtesystem eines, das durch die Maximierung der menschlichen und materiellen Ressourcen (und der Systembelastbarkeit entsprechend) mehrere unterschiedliche und dezentrale Austauschnetzwerke entwickelt, die inklusive Synergie- und Entwicklungsprozesse erzeugen. Dies bedeutet zum einen eine energieeffiziente Stadt, auch effizient im Konsum jeglicher Ressourcen und zum anderen eine kompakte Stadt, welche mehrere Begegnungen zwischen verschiedenen Akteuren ermöglicht, die Beteiligung an politischen Mechanismen und die intensive Nutzung des öffentlichen Raums, die Fußgängermobilität und eine funktionale und soziale Vielfalt in der Stadt fördert. Dies schließt auch Flexibilität und Anpassungsfähigkeit an Veränderungen durch Widerstands- oder Transformationsprozesse ein. Laut den lokalen Stadtentwicklungsmodellen, sind aufkommende und informelle Prozesse, wie die Mikroverdichtung, ein Zeichen der Krise im städtischen System: Anomalien, die durch die Entwicklung von schädlichen Prozessen im Konflikt mit dem Rest der Stadtstruktur entstanden sind. Konflikte, die sogar zum Zusammenbruch führen können. Laut dem theoretischen Ansatz dieser Arbeit jedoch, können diese Prozesse auch als Versuch des Systems verstanden werden, sich selbst zu regulieren und sich an neue Situationen anzupassen: Als Antwort auf ein ungelöstes Spannungsszenario; eine Art und Weise, in der das System sich selbst organisiert, um auf diese Spannung zu reagieren, indem ein neues Gleichgewicht gesucht wird. Die Arbeit strukturiert sich anhand von diesem theoretischen Rahmen, um die folgenden Fragen beantworten zu können: • Erstens, welche besonderen Rahmenbedingungen führen zu der aufkommenden Mikroverdichtung in den perizentralen Stadtvierteln in Córdoba? • Begreift man die Mikroverdichtung als Antwort auf eine bestimmte Situation innerhalb des städtischen Systems, stellt sich folgende zweite Frage: Welches Ausmaß an Nachhaltigkeit und Effizienz ermöglichen die Prozesse der Mikroverdichtung in den perizentralen Stadtvierteln im Speziellen und in Córdoba im Allgemeinen? • Nach der Identifizierung der Auswirkungen dieser Prozesse auf die Stadtstruktur, sowie des damit einhergehenden transformativen und organisatorischen Potenzials steht die dritte Frage im Raum: Kann die Erforschung von aufkommenden Prozessen dieser Art einen konzeptionellen und instrumentellen Beitrag zur lokalen Stadtplanung leisten? Um diesen Fragen nachzugehen wurde im weiteren Verlauf der Forschung eine Dokumentenanalyse durchgeführt, um den spezifischen Zustand der perizentralen Stadtviertel, der das Phänomen der aufkommenden Mikroverdichtung ermöglicht, zu rekonstruieren. Diese Analyse vollzog sich in zwei Schritten: Als Erstes wurden die perizentralen Stadtviertel und der Grund für ihr besonderes Urbanisierungsmuster historisch rekonstruiert und dadurch als (nahezu) monofunktionelle Wohnviertel mit einer geringen Bevölkerungsdichte identifiziert. Als Zweites wurde das aktuelle urbane Szenario Córdobas hinsichtlich der Produktion von und dem Zugang zu städtischem Habitat analysiert, um urbane, regionale und globale Variablen zu entwickeln, die die Entwicklungstrends der Stadt bestimmen. Dieses Vorgehen ermöglichte die Formulierung eines umfassendes Arguments, das alle Prozesse erklärt, die bisher als "gleichzeitig aber widersprüchlich" erfasst wurden. Darüber hinaus erklärt und prognostiziert dieses Argument die "undenkbare" Situation von perizentralen Stadtvierteln. Nach der Rekonstruktion des aktuellen Szenarios wurde ein kurzes und mittelfristiges (10 Jahren) Trendszenario des Phänomens abgeleitet. Dies diente dazu, die unterschiedlichen 4 Entwicklungsmuster in Córdoba zu vergleichen und deren Auswirkungen auf die Stadtstruktur zu bewerten. Im weiteren Verlauf der Arbeit wurde die Analyse der Mikroverdichtung hinsichtlich der Veränderungen im sozialen, funktionalen und räumlichen Stadtgefüge fortgeführt. Als Ergebnis wurde ein mögliches Zukunftsszenario vorgeschlagen, bei dem das Muster der Mikroverdichtung formalisiert und somit das räumlich-funktionale und sozioökonomische Gefüge der Stadtviertel transformiert wurde. Anschließend wurden das Potenzial und die Stärken (und Schwächen) gegenüber dem mittelfristigen Trendszenario von Córdoba und den perizentralen Stadtvierteln spezifiziert. Basierend auf diesen Ergebnissen wurden verschiedene Stadtentwicklungsmuster von Córdoba mithilfe der Variablen analysiert, die als strukturelle Bedingungen für Nachhaltigkeit und Effizienz definiert waren. Mit dem Ergebnis, dass die Nachhaltigkeit und die Effizienz der Mikroverdichtungsszenarien deutlich größer war als in den aktuellen Trendszenarien. Die vorliegende Analyse konnte somit die Hypothese dieser Arbeit belegen. Im letzten Abschnitt der Arbeit wurde der Diskussionsteil eröffnet. Die erste Diskussion befasste sich mit der Entwicklung, die eine progressive Revitalisierung fördert anstatt einer vollständigen Erneuerung des Stadtgefüges oder der Schaffung von neuem städtischem Land in der ruralen Peripherie der Stadt. Zudem fördert sie sowohl auf soziale, räumliche als auch funktionale Art und Weise eine kompakte, vielfältige und integrative Stadt. Diese Entwicklung beruht auf der Multiplikation und Diversifizierung der Akteure, die im Städtebau involviert sind, und betrachtet diese Prozesse, sowie die Ermächtigungs-, Beteiligungs- und Staatsführungsmechanismen als Instrumente zur Erlangung einer größeren Nachhaltigkeit und Effizienz in der Stadtentwicklung. Das bedeutet, eine Stadt, die in der Lage ist, kreativere Synergien zu schaffen und so zu sozialen, technologischen und wirtschaftlichen Vorteilen kommt. Des Weiteren betonte diese Arbeit die Rolle der aufkommenden Prozesse in einem städtischen System. Die aufkommende Mikroverdichtung hat wenig Einfluss auf die städtische Struktur von Córdoba. Jedoch ist es ein wichtiger Mechanismus, um die Verarmung und den Verlust von Ressourcen in perizentralen Bereichen und Zwischengebieten zu verhindern, d.h. um den partiellen Zusammenbruch der städtischen Struktur zu vermeiden und gleichzeitig Urbanität in Gebieten zu schaffen, die als bloße Wohnungsviertel charakterisiert sind. In der Stadtplanung ist es wichtig, auf aufkommende Prozesse in der Stadtentwicklung und auf die Erzeugung von Synergien Wert zu legen. Ihre Einbeziehung in die kritische Analyse beinhaltet die Entwicklung von Planungsinstrumenten, die nicht nur die Notwendigkeit der Dezentralisierung der Stadtentwicklung und der Entscheidungsfindung erkennen können, sondern die auch in der Lage sind, die Ungewissheit als Variable zu integrieren. Darüber hinaus müssen sie flexibel genug sein, um Veränderungen und die Notwendigkeit für Korrekturen und Anpassungen im Laufe der Zeit zu erkennen. Das Argument dieser Arbeit hat einen analytischen und erklärenden Charakter, der für die Analyse von anderen urbanen Szenarien in Argentinien und Lateinamerika nützlich ist. Dies ermöglicht die Verallgemeinerung sowohl der Ergebnisse als auch der theoretischen Annäherung an städtische Phänomene, basierend auf dem Stadt-Verständnis als komplexes, für ihre Umgebung offenes System, welches weit entfernt vom Gleichgewicht ist. Der größte Beitrag dieser Arbeit zur Urbanistik ist das Verständnis der Rolle der aufkommenden Phänomene und die Analyse der Widersprüche und Spannungen innerhalb der traditionellen lokalen Stadtmodelle, die auch Ausgrenzungen und Ungerechtigkeit im Zugang zu Stadt hervorhebt. Die Rolle des Staates und des Immobilienmarktes in der Stadtentwicklung von Cordoba wurde denaturiert und eine dialektische Artikulation der Logik des territorialen Lebensraumes in der Stadt, die sowohl Produktions- und Zugangsstrategien als auch die scheinbaren Widersprüche in der Stadtentwicklung der lateinamerikanischen mittelgroßen Städten erklärt, wurde vorgeschlagen. ; Córdoba is the capital of the province of Córdoba, in Argentina. It is also the principal city of the second-most populous metropolitan area of the country, the Greater Córdoba Metropolitan Area (AMCBA according to its acronym in Spanish), with strengths in business, automotive industry, culture, education, and research. Currently, the city seems to develop in two simultaneous and opposing processes: On the one hand, renovation by densification of the central area and its extensions, with losses of social and built heritage, and the collapse of infrastructure networks that this entails. On the other hand, extension of the urbanized area over rural and industrial periphery, with dwindling occupancy densities that dilute the urban structure more and more in the territory. Besides that, although housing production accelerates -increasing its supply-, it is concentrated in ever smaller groups: while real estate projects are targeted almost exclusively at high-income sectors and investors who do not live in the city, State investment in social housing is allocated exclusively to lower income sectors. This situation produces a deficit in proposals aimed at the so-called "middle class", even though it makes up of almost 45% of the city´s population. In addition, these processes concentrate the interest of the greater part of both local academics and urban planners. This situation produces a knowledge gap in the current situation of Córdoba´s pericentral and intermediate areas, which occupy more than 30% of the city´s urbanized land (and where the majority of this city´s inhabitants reside). It is there where this thesis´ case study is located: the pericentral districts that surround the central area. They originated as suburban extensions around 1940, and consolidated as middle-class/low-density residential neighborhoods before 1970. Today, they occupy some of the best environmental and urban quality areas of the city. Even land-use regulation specifically limits occupancy to single-family dwellings on individual plots to maintain the desired low-density residential neighborhood pattern. We can discuss the futility of studying urban sectors considered already consolidated and stable; however, when analyzed in detail, pericentral areas show complex demographic, spatial, and functional transformations that contradict this characterization: Despite the fact that these neighborhoods materializes the supposedly "most perfect" residential model known until now, a model "that solves each and every one of the urban-life needs", its social and built fabric resents. The current scenario shows a constant population-shrinking process, in spite of the demographic growth of both Córdoba and the AMCBA. Young people leaves these neighborhoods, while the remaining population ages. Abandoned buildings constantly increase; the ones offered in the real estate market have difficulties to find buyers, or even to maintain their price, which contradicts its privileged status within the city. At the same time -and unlike areas in a similar position- these neighborhoods are not the object of major real estate investments. Local academics and urban planners overlook this situation, in part because it is the result of processes with relative less impact in the city, and in part because these processes are not covered by current local urban models -based on the rationalist and deterministic urban theory of early 20th century-, which conceptualize suburban neigh6 borhoods as an urban panacea. It is impossible to deduce a hypothesis that explains the current nor the trend scenario of pericentral neighborhoods of Córdoba in terms of that framework. Therefore, this thesis discussed those theoretical models, and its capacity to explain Córdoba´s development. It proposed a theoretical framework that allowed understanding, explaining, and operating effectively in the city. It did so based on the discussion of an informal phenomenon unfailingly (but not exclusively) detected in pericentral neighborhoods: the emergent micro-densification. Given the impossibility of advantageously placing their properties in the housing market -due to factors such as land-use restrictions, and specific conditions of the local real estate market-, the landowners seek new ways to valorize their properties, facilitate access to housing for their children, or profitably invest their savings, obtaining an additional income outside the "traditional" real estate market. They increase the number of functional units in their plots, occupying the vacant building area or refurbishing obsolete constructions, while maintaining the intervention scale in relation to the existing urban fabric. These neighborhoods´ housing supply diversifies; and it not only prevents the expulsion of population, but it also attracts new inhabitants. In addition, in an originally residential fabric, it incorporates non-residential activities that enrich the urban fabric. Finally, micro-densification in pericentral neighborhoods presents a differential quality: its "emergent" condition. The process carries out without general planning (and of course outside the legal framework); inhabitants/landowners decide to do so, without any prior agreement. It is an atomized and fragmented process, result of necessity or opportunism. It is the sum of individual actions reconstructed as a "trend", or an "emerging pattern" within the general organization of pericentral neighborhoods, revitalizing the urban fabric in a subtle but definitive way. This research hypothesized that emergent micro-densification in these neighborhoods is a process of revitalization that harnesses the potential of their urban fabric; it does so in a more sustainable and efficient way than the current urban development patterns. Faced with the manifest opposition between this hypothesis and the current local urFaced with the manifest opposition between this hypothesis and the current local urban development framework, it was necessary to construct a theoretical framework able to solve the apparent contradictions detected -that the latter cannot explain-, and frame the working hypothesis. Therefore, this thesis is framed under the systemic complexity approach, that is, the analytical study of complex systems. This theoretical framework has the capacity to explain emergent processes as integral part of a city, its development over time, its complexity, and the factors on which urban sustainability and efficiency depend. The systemic approach understands the city as a complex and dynamic system, in constant development; a system determined more by interrelationships between its components, and between those components and the context, than by the individual conditions of each component. The quality and quantity of these interactions is paramount, to the point of defining the urban condition of a human agglomeration in the territory: urbanity is not given merely by the size or density of a human agglomeration; it is defined in terms of the synergy produced by a large number of different interactions between different agents; a process called synekism. The generation of innovation, and technological/social/political development that characterize the urban condition is an inherent result of these interactions, and a direct function of the intensity, diversity, and redundancy of them in the territory, over time. 7 A sustainable and efficient urban system will be one that, by maximizing material and human resources (and according to the system´s load capacity), develops decentralized, multi-exchange networks; one capable of generating synergy and inclusive development. This implies an energy efficient city, but also efficient in the consumption of any type of resources; a compact city, which prioritizes participatory political mechanisms and intensive use of public spaces, but also pedestrian mobility, and functional and social diversity. It also implies flexibility and adaptability in the face of changes, through processes of resilience or transformation. According to local urban development models, emergent and informal processes such as micro-densification are a sign of crisis within the urban system: anomalies due to the development of harmful processes, in conflict with the rest of the urban structure; conflicts that may even lead to the city´s collapse. But according to the theoretical approach proposed in this thesis, these processes can also be identified as an attempt by the system to self-regulate and adapt to new situations: as a response to a scenario of tension; a way in which the system self-organizes, and responds to that tension seeking a new equilibrium. The research is then structured in order to answer the following questions: • First, what are the specific conditions that catalyze micro-densification in the pericentral neighborhoods of Córdoba? • Second, since micro-densification is a response to a particular situation within the urban system, what is the degree of sustainability and efficiency that transformations through micro-densification provides to pericentral neighborhoods (in particular) and to Córdoba (in general)? • Finally, having identified the impact of such processes on the urban structure, and its transformative and organizational potential, can the study of emergent processes make a conceptual or instrumental contribution to local urban planning? The research continued with a document analysis that reconstructs the specific condition of pericentral neighborhoods of Córdoba -which catalyzes the phenomenon of emergent micro-densification-. This stage developed in two parts: In the first place, we historically reconstruct pericentral neighborhoods of Córdoba, and the reasons for their urbanization pattern, which consolidates them as residential, (virtually) mono-functional, low-density, middle-class neighborhoods. Secondly, we analyzed Córdoba´s current scenario -with respect to the production and access to urban habitat- establishing urban, regional, and global variables that determine the city´s current development trends. This analysis allowed us to develop a comprehensive argument that explains all the processes that until now were conceptualized as "simultaneous but contradictory". It also explains and predicts the "unthinkable" situation of pericentral neighborhoods. After reconstructing the current scenario and defining different development patterns in Córdoba (including the "formal" pericentral neighborhoods´ pattern), we inferred a trend scenario in the short and medium term (10 years). We continued analyzing the micro-densification phenomenon, in terms of its social, functional, and spatial urban fabric transformations. As a result, a possible future scenario was proposed in which the micro-densification pattern has been formalized, transforming qualitatively and quantitatively the spatial-functional and socio-economic fabric. We specified their potential and strengths (as well as their weaknesses), against the future trend scenario of Córdoba and the pericentral neighborhoods. 8 Based on these results, we analyzed the different urban development patterns in Córdoba according to the variables defined as structural conditions of sustainability and efficiency: The sustainability and efficiency of the micro-densification scenario are much greater than those of the current trends scenario. Therefore, we verified the working hypothesis, and opened the discussion of this thesis. A first line of discussion dealt with development that fosters progressive revitalization, instead of complete renewal of urban fabric, or creation of new urban land on city´s rural periphery. Development that promotes a compact, diverse, and inclusive city, both socially, spatially and functionally; based on the multiplication and diversification of city-building agents. Development that considers these processes, as well as the mechanisms of empowerment, participation, and governance as instruments to achieve greater sustainability and efficiency in urban development. A city capable of generating more creative synergy, which translates into social, technological, and economic benefits. We denatured both the role of the State and the real estate market in the urban development of Córdoba; we proposed a dialectical articulation of different logics of urban development, explaining both the production and access strategies to habitat, and the apparent contradictions in urban development of Latin American middle cities. This thesis´ argument has an analytical and explanatory character, useful for analyzing other urban systems in Argentina and Latin America. It allows the generalization of both the results and the theoretical approach to urban phenomena, understanding the city as a complex system open to its surroundings and far from equilibrium. On the other hand, this thesis emphasized the role of emergent processes in an urban system. So far, emergent micro-densification has little impact on Córdoba´s urban structure. However, it is a vital mechanism to prevent pauperization and loss of resources in pericentral and intermediate urban areas -that is to say, to avoid the partial collapse of the urban structure-, while generating urbanity in areas characterized as mere residential fragments. It is essential to give importance in urban development and in generation of synergy to emergent processes. Incorporating them into critical analysis and diagnosis involves developing planning tools capable not only of recognizing the need to decentralize urban development and sharing decision-making, but also capable of incorporating uncertainty as a variable. In addition, they must be flexible enough to detect changes and the need for adjustment and adaptation over time. This thesis makes its greatest contribution to urban studies by helping to understand the role of emergent phenomena, highlighting contradictions and tensions within the traditional local urban models, and exclusions and inequities driven by those models.

Der Beitrag fasst die wichtigsten Erkenntnisse über den Sattel, das östliche Erbe der ungarischen Kultur, basierend auf den Ergebnissen von Forschung und einer Ausstellung zusammen.Die Pferdezucht hatte eine wichtige Rolle im Leben der sich im Karpatenbecken angesiedelten Ungarn. Die Bedeutung des Reitens ist in Ungarn bis zur Hälfte des XX. Jahrhunderts zu beobachten. Die Gegenstände – unter ihnen die verschiedenen Sättel - die mit der reitenden Lebensweise und Kultur zusammenhängen, waren gleichermaßen unter den Andenken der höheren Gesellschaftsklassen und der volkstümlichen Bildung zu finden.So wie fast jeder feste Bestandteil unserer gegenständlichen Kultur, so durchlief auch der Sattel viele verschiedene Stadien, Typen und Formen, je nachdem, wer ihn zu welchem Zweck oder Anlass bestieg. Mit den Jahrhunderten wandelten sich die Lebenswelten und –bedingungen, und parallel dazu entwickelten sich auch unsere allseits bekannten Gegenstände. Der Sattel stellt hier keine Ausnahme dar, obwohl eingeräumt werden muss, dass er zu jenen Kulturgütern gehört, die schon sehr früh ihre optimale funktionelle Form und Struktur erhielten, sodass er im Laufe der Zeit kaum geändert werden musste.Die von den Ungarn benützten Sättel entsprachen hervorragend den verschiedenen Anforderungen der Reitkultur, wie Fernritte, Ritterkämpfe usw. Eine der besten Eigenschaften der hierzulande bekannten Holzsättel ist, dass sie das Pferd schonen. Die Sättel können allgemein in zwei Grundarten eingeteilt werden, je nach struktureller Eigenart. In der Umgangssprache werden diese Kategorien östlicher bzw. westlicher Typ genannt. Aber rein fachlich gesprochen, wäre es aufgrund des untersuchten Materials eher angebracht, grundsätzlich zwischen den beiden Grundtypen Zwiesel-Flügel-Sättel und Gabel-Seitenbrett-Strukturen zu unterscheiden. Wichtigstes Merkmal des ungarischen Sattels ist, dass er ein ausgeprägter Osttyp ist.Der Sattel von Tiszafüred war eine distinkte und berühmte Variante des ungarischen Sattels. Nach dem Vorbild der ungarischen Husaren verbreitete sich die leichte Kavallerie in ganz Europa, und mit ihr wurde über Jahrhunderte hinweg der ungarische Sattel verbreitet, als unabdingbarer Ausrüstungsgegenstand.Heutzutage kann beobachtet werden, dass das Interesse an der Geschichte und den Traditionen der Reitkultur wieder im Steigen begriffen ist. ; The study summarizes the most important knowledge about the saddle, the eastern heritage of Hungarian culture, based on the results of the research and an exhibition. Animal husbandry, especially keeping horses, has always played a very important part in Hungarians life. Saddling horses was significant up until the middle of the 20th century in Hungary, we have information about it from noblemen, the aristocracy, the upper social stratas, as well as from peasants and market town inhabitants. Objects and memories connected to riding culture, riding as a way of life, were present in the memory of the upper social classes and in folklore. There were different types, varieties of saddles, just as there were varieties of almost all the objects in our culture, depending on who used them and for what purposes. In general we can say that as the terms and conditions of life changed so objects were transformed and developed. The same is true for saddles, they belong to a group of objects which gained their final, almost perfect shape very early in time, so very few changes were made to them. The saddles used by Hungarians were very suited to riding. The big advantage of wooden saddles is that they spare horses. There are two basic types of saddles usually known as the western and eastern types. From a professional point of view, on the basis of examined material, we speak of the pommel-sole/panel type and the fork-side panel/bar type. The Hungarian saddle belongs to the Eastern type. A unique and famous variety of the Hungarian saddle is the Tiszafüred saddle. Light cavalry equipped with Hungarian harness spread around Europe, so Hungarian type saddles (Hussar saddle ) were an essential part of military equipment. Nowadays there is an increased interest in the riding tradition, and the historical past, and attention is focused on the Hungarian wooden saddle that has been used successfully over the centuries.
AbstrakKriya mempunyai cakupan yang sangat luas salah satunya adalah kriya kayu, dimana konsentrasi penggunaan bahan baku utamanya didominasi bahan baku kayu. Diantara keragaman produk kriya kayu adalah produk kerajian sangkar burung. Dari data yang ada diketahui bahwa dalam 10 tahun terakhir telah mengalami booming. Hal ini karena banyaknya muncul peternak burung sebagai komoditi perdagangan maupun banyaknya komunitas-komunitas pecinta burung baik dari kalangan masyarakat ekonomi lemah hingga masyarakat menengah dan atas. Kebutuhan sangkar burung meningkat dengan pesat hampir merata di setiap daerah dan berdampak pula muncul sentra kerajinan sangkar burung sebagai kantong penghasil sangkar burung. Salah satunya sentra kerajinan sangkar burung di kalurahan Kadipiro, Banjarsari, Surakarta. Terdapat beberapa permasalahan yang menjadikendala di sentra kerajinan sangkar burung di kalurahan Kadipiro Surakarta, diantaranya adalah; Tidak mampu memproduksi dalam waktu yang singkat, tidak adanya standarisasi produk fungsional, kurangnya tenaga kerja trampil dalam mengembangkan produk. Tidak ada produk dengan branded tertentu sehingga mudah ditiru. Berpijak dari permasalahan dan kondisi di sentra kerajinan sangkar burung Kadipiro maka dilakukan kegiatan peningkatan pengembangan produk sangkar burung melalui program PPM, dengan target pengusaha bernama Yudi Haryadi yang saat ini sedang merintis kerajinan sangkar burung bernama "Carisa Sangkar" . Fokus dari kegiatan PPM ini lebih diarahkan pada pada aspek peningkatan kualitas produk karya kriya kayu khususnya sangkar burung dengan pembuatan desain yang baik sampai menjadi prototype. Kemudian dilakukan penguatan sumber daya manusia, melalui pendampingan lapangan, yang diharapkan dapat meningkatkan penjualan dan sekaligus secara tidak langsung dapat meningkatan kesejahteraan masyarakat.Kata kunci : Kriya, kreativitas, sangkar burung, sistem produksi AbstractCraft has a very broad scope one of which is wood craft, where the concentration of the use of raw materials is mainly dominated by wood raw materials. Among the wood craft products are bird cage. It is known that in the last 10 years becoming the peak season. This is due to the large number of bird breeders emerging as trade commodities as well as the many bird-loving communities from among the economically weak to the middle and upper classes. The need for bird cages is rapidly increasing almost evenly in every area and the impact is also emerging centers of bird cage crafts as bird cage producers. One is a bird cage craft center in Kadipiro , Banjarsari, Surakarta. There are a number of problems that have become obstacles in the bird cage handicraft center in Kadipiro Surakarta, including not able to produce in a short time, there is no standardization of functional products, lack of skilled workforce in developing products. There is no specific branded product so it is easy to imitate. Based on the problems and conditions in the Kadipiro bird cage craft, activities to improve the development of bird cage products through the community service , with the target of a businessman named Yudi Haryadi who is currently pioneering a bird cage craft called "Carisa Cage". Improving the quality of wood craft products, especially birdcages by making good designs to become prototypes. The Manchurians from the northeastern part of China came into power as a new kingdom (Later Jin, 後金) in 1616, and placed its first monarch Nurhaci (奴爾哈赤) as a Khan – an absolute ruler. Ming (明) was also struggling under the aftermath of Japanese Invasion of Joseon, since it was supporting Joseon as an ally, and could not prevent the rise of the Manchurians effectively. In 1636, Later Jin promoted its class from kingdom to an empire (Qing, 淸), and ultimately became the new hegemon of East Asia in 1644, by conquering Ming and its territory. Throughout such turmoil of power transition, Joseon was once again located in the middle of two major powers. From late 1636 to early 1637, Manchurian army came into Korean peninsula, and Joseon surrendered to Qing even before the collapse of Ming. This research is to analyze the causality of Manchu Invasion of Joseon through security policy framework and diagnose the inevitability of this event. Through literature review, the paper will strive to define the most determinant factor of Zhong-hua (中華, Sino-centrism), and based on such background, it will clarify how each of Joseon's regime – Gwanghaegun (光海君) and Injo (仁祖) – perceived the ideology in terms of their foreign policy and conflict management. ; 7년간의 임진왜란(壬辰倭亂, 1952~1958) 이후, 동아시아는 새로운 패권의 변화를 맞게 된다. 중국 동북부 지역의 여진족들이 1616년 새로운 왕조(후금, 後金)를 만들었으며, 건국자 누르하치(奴爾哈赤)를 절대 권력자인 칸으로 추대하였다. 명(明) 또한 임진왜란 당시 동맹국인 조선을 지원한 여파로 흔들리고 있었으며, 이로 인해 후금의 부상을 효과적으로 막지 못했다. 1636년, 후금은 스스로를 왕조에서 청(淸) 제국으로 승격시켰고, 1644년 명나라의 영토를 정복하며 동아시아의 새로운 패권국가가 되었다. 이러한 패권 격변의 시기 속에서, 조선은 다시 한번 두 강대국의 사이에 끼이게 된다. 1636년 후반부터 1637년 초까지 여진족 군대는 한반도를 공격하였고, 결국 조선은 명나라의 멸망보다 앞서 청나라에 항복하게 된다. 본 논문은 병자호란 사건을 안보학적 시각으로 분석하여 전쟁의 불가피성을 진단하는 데에 그 목적이 있다. 선행연구를 통해 중화사상(中華思想)의 가장 핵심적인 요소를 정의하고, 이를 바탕으로 당시 조선의 두 왕이었던 광해군(光海君)과 인조(仁祖)가 대외정책과 분쟁해결의 측면에서 어떻게 중화라는 사상을 인식했는지를 밝히고자 한다. ; I.
