Abstract
Argues that the criminal courts are subject to the same type of influence which affect outcomes in other parts of the political system. Also, through its operations, the court system affects the operations of other agencies in the criminal justice system. These interrelationships have to be reflected in the design of an evaluation system. (PAS)
