Abstract

In the current debate regarding the Afghan mandates, foreign secretary Steinmeier declared that the strategy for Afghanistan consists of three elements that complement each other: 1) civil reconstruction; 2) military presence ensuring security; & 3) fight against terrorism. Surveys reveal that two of these aspects meet with disapproval by the German population. Only the reconstruction process by the international community meets with approval. After the US disaster in Iraq, further German participation in the US-led "war against terror" needs a critical review, especially, as six years after the attacks in New York & Washington, the legitimation under international law is still based on the right of self-defense. Discussions about the extensions of the mandates are significant but do not release us from the necessity of a discussion about our overall strategy for Afghanistan. E. Sanchez
