Abstract

Conflicts can be identified in the process of enabling demand for fossil fuel-based transport to continue increasing whilst improving environmental quality. Governments have been attempting to strike the right balance between a strategy of investment to meet that demand and a strategy on minimizing the adverse consequences of doing so.
