Abstract
The author asserts that in the final years of the 20th century, knowledge became the core around which the new millennium's development would turn. In this sense, knowledge emanating from higher education institutions, especially public universities, will be the key to determining the guidelines of any country's economic growth, where the education-technology relationship represents the possibility of generating alternatives for participation in the international scene. 2 Figures.
