Abstract

Discusses implementation of the EU's structural funds policy, involving a partnership of national, regional, and local authorities in the management of EU subsidies, by three French regions within the framework of the 1992-93 decentralization reforms; focuses on their management of European Social Fund subsidies for professional education. Summary in English. Chiefly based on an investigation conducted in the regions of Aquitaine, Pays de Loire, and Languedoc-Roussillon, 1998-99.
