Abstract

Since the beginning of the 1990s, Egypt has pursued a strict stabilization & structural adjustment course where decisive reforms were achieved. Despite the rigid centralism, some local innovation is possible. But in contrast to the private sector development, a weak public sector is still inherent, especially in public administration.
