Abstract

Quebec's international policy is conditioned by the Americanness of Quebecers. Compared to Quebec-France relations, Quebec-US relations have encountered numerous difficulties. The Quebec government allows very limited resources to be spent south of the border; the problems to solve are numerous, stakes are varied, & the complete political system is difficult to grasp. Demonstrated here is that Quebec's policy suffers not only from institutional deficiencies, but also from social factors. Quebec's public opinion takes the US for granted & does not pressure the government to improve its representation vis-a-vis its most crucial export market. 2 Tables, 1 Graph.
