Abstract

Argues that the principles set forth in the 4 Geneva Conventions of 12 August 1949 are enforceable on all states, regardless of being a party to the conventions. Because humanitarian law is universal, NGOs can take action concerning ongoing conflicts, and concerning the accession of states to the protocols. (PAS)
