Abstract

Several factors explain the democratic revolution that is now developing in Africa: the failure of consensual democracy, of the one-party system, & of a so-called "African" conception of human rights. It is argued that pluralistic democracy in Africa requires: a democratic state guaranteeing a multiparty system, freedom of the press, independence of the judiciary, free elections, & the rotation & separation of powers; a democratic society, guaranteeing the universal nature of human rights & distinguishing political power from the personal property of political leaders; & a regional democratic environment achieved through a policy promoting the establishment of democracy in neighboring states. 5 References.
