Analyse von Art und Ursachen der Konfliktsituation am Horn von Afrika. Bedeutung des Horns für die Außenpolitik der USA. Wechselnde Allianzen und außenpolitische Umorientierungen (insbesondere im Verhältnis zu Äthiopien und Somalia). Die Sowjetunion als Gegenpol.
