The reality of aid: An independent review of international aid

Abstract

In this report, non-governmental organisations from all 20 donor countries, who are members of the OECD's Development Assistance Committee, have worked together to review their government's aid programmes and performance. The evidence in the report shows that, in the majority of cases, donor countries are failing to fulfil their commitments on aid quantity - just four donors are likely to reach the United Nations 0.7 per cent GNP aid target in 1993 - and to make the eradication of poverty a top priority.
