Abstract

Рассматривается опыт зарубежных стран по организации и проведению государственных закупок. Выделяется понятие «прокьюремент» как важный этап и первоочередная стадия проведения закупочного процесса, во многом определяющая эффективность всех последующих процедур. Проанализированы наиболее эффективные способы выполнения всех принципов прокъюремента. Показана возможность внедрения прокьюремента в процесс подготовки и проведения торгов в Российской Федерации. ; The article allows for the experience of foreign countries on the organization and conduction of government procurement. It emphasizes the concept of procurement, as an important stage and the primary phase of the purchasing process that largely determines the effectiveness of all subsequent procedures. The most effective ways to implement all the principles of procurement are analysed. The possibility to introduce the procurement in the process of auction preparing and conducting in the Russian Federation is demonstrated.
