Agri-environmental schemes have been introduced in numerous countries to combat biodiversity loss in agrarian landscapes that are important for both food production and biodiversity. The successful operation of such schemes depends strongly upon trust between actors involved, as well as trust in institutions that govern these schemes. However, the interplay between interpersonal and institutional trust in the context of collective action for agri-environmental management is not well understood. To address this question, we explore the case of agri-environmental management in the province of Drenthe (in The Netherlands), where a new policy model was implemented. This case shows how both institutional design and institutional performance critically influence trust dynamics. Under the old policy model, farmers struggled with auditing and control, which fostered mistrust and hampered collective action. Under the new model, a landscape approach, more responsibilities were delegated to farmers, and more room was created for interaction, which fostered trust both between actors and in institutions. Based on our findings, we conclude that institutional designs that reflect trust in the actors can foster interpersonal and institutional trust that, in turn, facilitates collective action. However, old arrangements can also create path dependencies that limit trust development and impede collective action for agri-environmental management. ; Wageningen University and Research Centre ; Peer Reviewed

To organize new governance arrangements and to restore trust in spatial planning, contracts are often seen as vital policy instruments. The relations between contracts and trust are regularly studied from various perspectives. In this article, we add to the existing knowledge by exploring a dynamic perspective on the use of contracts over time and the influence thereof on trust dynamics. We conclude that, longitudinally, the use of contracts can play a pivotal role in trust dynamics by influencing the construction of, and actors' perspective on, the common history of the parties involved and their future expectations in close relation to the changing context. This perspective might help planners to deal with the inevitable dynamics of planning processes and trust.

Soil quality is in decline in many parts of the world, in part due to the intensification of agricultural practices. Whilst economic instruments and regulations can help incentivise uptake of more sustainable soil management practices, they rarely motivate long-term behavior change when used alone. There has been increasing attention towards the complex social factors that affect uptake of sustainable soil management practices. To understand why some communities try these practices whilst others do not, we undertook a narrative review to understand how social capital influences adoption in developed nations. We found that the four components of social capital – trust, norms, connectedness and power – can all influence the decision of farmers to change their soil management. Specifically, information flows more effectively across trusted, diverse networks where social norms exist to encourage innovation. Uptake is more limited in homogenous, close-knit farming communities that do not have many links with non-farmers and where there is a strong social norm to adhere to the status quo. Power can enhance or inhibit uptake depending on its characteristics. Future research, policy and practice should consider whether a lack of social capital could hinder uptake of new practices and, if so, which aspects of social capital could be developed to increase adoption of sustainable soil management practices. Enabling diverse, collaborative groups (including farmers, advisers and government officials) to work constructively together could help build social capital, where they can co-define, -develop and -enact measures to sustainably manage soils.

The exponential rise of information available means we can now, in theory, access knowledge on almost any question we ask. However, as the amount of unverified information increases, so too does the challenge in deciding which information to trust. Farmers, when learning about agricultural innovations, have historically relied on in-person advice from traditional 'experts', such as agricultural advisers, to inform farm management. As more farmers go online for information, it is not clear whether they are now using digital information to corroborate in-person advice from traditional 'experts', or if they are foregoing 'expert' advice in preference for peer-generated information. To fill this knowledge gap, we sought to understand how farmers in two contrasting European countries (Hungary and the UK) learnt about sustainable soil innovations and who influenced them to innovate. Through interviews with 82 respondents, we found farmers in both countries regularly used online sources to access soil information; some were prompted to change their soil management by farmer social media 'influencers'. However, online information and interactions were not usually the main factor influencing farmers to change their practices. Farmers placed most trust in other farmers to learn about new soil practices and were less trusting of traditional 'experts', particularly agricultural researchers from academic and government institutions, who they believed were not empathetic towards farmers' needs. We suggest that some farmers may indeed have had enough of traditional 'experts', instead relying more on their own peer networks to learn and innovate. We discuss ways to improve trustworthy knowledge exchange between agricultural stakeholders to increase uptake of sustainable soil management practices, while acknowledging the value of peer influence and online interactions for innovation and trust building.
