The different views on EU–Polish relations articulated by different political actors in Poland illustrate two opposite approaches toward the shape of the integration process. The ongoing political debate on Poland's raison d'état (reason of state) in the European Union calls for the necessity to define this notion in the current geopolitical context. In light of recent challenges and declared plans of the European Commission to transform the EU's foreign policy it seems particularly reasonable to analyze Poland's raison d'état in reference to the EU's enlargement policy. Therefore, the major purpose of the article is to define and explain the essence and evolution of Poland's position on the issue of EU enlargement. To be precise, the case study is concentrated on the developments caused by Russia's full-scale invasion of Ukraine as a trigger for the reconsideration of the EU's foreign policy. By doing so, the author makes an attempt to answer the research question on the essence of Poland's raison d'état as regards further EU enlargement and Polish structural potential to promote its interests and shape the EU's foreign policy overall.

The main purpose of the article is to analyze the transformation of EU-Russia relations in the political discourse of the Visegrad Group leaders in the context of Russia's full-scale military aggression against Ukraine. Based on the analysis of selected speeches, the author focuses on explaining the style of political leadership of the prime ministers from V4 countries and on the main elements of the presented assumptions regarding the transformation of the European Union's foreign policy. Particular attention is paid to the issue of future format of EU-Russia relations, as well as to the issue of EU enlargement. For this purpose, a comparative analysis of the leadership style evolution of the main actors (both institutional and individual) from the European Union and the Visegrad Group countries was carried out in relation to the issue of cooperation with Russia in 2014–2022 and after the full-scale Russian invasion that took place on February 24, 2022.

Głównym celem artykułu jest analiza transformacji stylu przywództwa głównych instytucji Unii Europejskiej (Rady Europejskiej, Komisji Europejskiej, Parlamentu Europejskiego) i jego wpływu na działania unijne, podejmowane w zakresie rewizji polityki wschodniej UE, do których doszło w następstwie nielegalnego pełnowymiarowego ataku Rosji na Ukrainę w dniu 24 lutego 2022 roku. W związku z powyższym szczególną uwagę poświęcono omówieniu kwestii ukraińskiej jako czynnika bezpośrednio wpływającego na zmianę pozycji głównych politycznych aktorów europejskich (zarówno indywidualnych, jak i zbiorowych) wobec roli UE jako siły strukturalnej w regionie Partnerstwa Wschodniego. Ponadto nacisk jest położony na główne kwestie wpływające na skuteczność procesów demokratyzacji w Ukrainie po wyborach parlamentarnych i prezydenckich 2019 roku. Kolejnym zadaniem jest ocena działań podejmowanych przez instytucje unijne w celu wsparcia procesów europeizacji w Ukrainie oraz przedstawienia możliwych kierunków współpracy w okresie post wojennym.

The article examines the leadership shift toward the EU sanctions policy against Russia in context of ongoing reconsideration of status quo that was caused by full-scale Russia's invasion of Ukraine. The author draws attention to the transformation of the EU political leadership and their vision on the matter of foreign policy-making as a response to Russian aggression. Particular focus is put on the comparative analysis of competition outcomes between transactional and transformational viewpoints on sanction policy against Russia in years 2014-2021 and since February 2022.

Abstract
The main purpose of the paper is to analyse the role of the European Parliament (EP) in the reconsideration of the EU eastern policy in the light of Russian full-scale military aggression against Ukraine. With the view to reaching the stated objective, the following research tasks are taken into consideration. First, particular attention is paid to the change of the EP approach toward the issue of eastern policy building in the aftermath of the 2019 elections and after the 24 February 2022 Russian invasion of Ukraine. In order to define the transformative potential of the EP in the institutional system of the European Union (EU) as regards the eastern dimension of its neighbourhood policy, the analysis covers selected resolutions and recommendations as well as key political addresses delivered by leaders of the EP, European Council and European Commission. Second, the study presents the context of the foreign policy structural competition between the EU and Russia putting particular emphasis on the role of institutions mentioned above in the process of foreign policy-making and on the nature of the EU support for the democratisation processes in the Eastern Partnership (EaP) region before the 24 February 2022. Finally, there is made an attempt to evaluate the steps undertaken by the EP in order to reform the EU eastern policy and enhance support for the Europeanisation processes in partner states aimed at democratic transformation of the region.

Jednym z pierwszych dokumentów przyjętych przez nowe władze na Ukrainie w następstwie Rewolucji Godności w 2014 r. była nowa koncepcja reformy samorządu i organizacji władz terytorialnej na Ukrainie. Zarówno dany dokument, jak i oficjalne deklaracje czołowych polityków dotyczące konieczności wzmocnienia pozycji obywateli ukraińskich w procesie decyzyjnym i kształtowaniu ich lokalnych społeczności, doprowadziły do pozytywnych oczekiwań dotyczących transformacji samorządu na Ukrainie. W związku z powyższym, w artykule poruszono kwestię podstaw prawnych określających funkcjonowanie społeczeństwa obywatelskiego na Ukrainie z akcentem na głównych próbach przeprowadzenia reformy, a także na głównych rezultatach realizowanych działań. One of the first laws adopted by the new political leadership in Ukraine in the aftermath of the Revolution of Dignity in 2014 was the new concept of local governance reform and the organization of territorial authority in Ukraine. The aforementioned law, as well as official declarations by top politicians on the necessity of empowering Ukrainian citizens to take part in the decision-making process and shape their local communities, led to positive expectations regarding the transformation of local governance in Ukraine. Therefore, this article addresses the issue of the legal basis framing the functioning of civil society in Ukraine, focusing on major attempts to conduct reform and on the main outcomes of implemented actions. Article poses a question on the effectiveness of the European policy for Eastern Partnership in Ukraine under current circumstances of political and military crisis. Particularly, the role of Poland as a key country for the success of given policy in Ukraine is taken into consideration with the emphasis on Polish-Ukrainian cooperation on the issue of self-governance reform in Ukraine. The aim of the article is threefold. First, to analyse the main trends of EU-Ukraine cooperation in terms of the EaP policy. Second, to present author's research on the role of different political and social actors from Poland and Ukraine (local authorities, non-governmental organizations, Academia) in implementation of European experience on self-governance reform and decentralization processes on Ukrainian ground. Finally, the article makes an attempt to evaluate the EU strategy in regard to Ukraine and present possible ways for further cooperation as regards the reform of self-governance in Ukraine.

The main purpose of the article is to analyse the issue of Ukraine's accession to the European Union in the political discourse of the Visegrad Group and Baltic states' leaders and its impact on the transformation of the EU foreign policy agenda. Based on the analysis of selected speeches delivered by heads of states and governments of the above-mentioned countries, the authors focus on explaining their vision on the need to reform the EU's foreign policy in response to Russia's full-scale invasion of Ukraine. Particular attention is paid to the issue of future EU enlargement in the context of Ukraine's potential accession. Furthermore, the research concentrates on the reflection of the proposed vision in the official position of the EU institutions. By doing so, an attempt is made so as to answer the research question on the transformational potential of Central European and Baltic states' leaders in the decision- making process on the EU foreign policy reform.
