Two salient trends emerge from the decisions issued by the Singapore courts in 2019. First, cases with international elements are featured increasingly, with the Court of Appeal adjudicating its first case on financial relief consequential on foreign divorces and the High Court releasing a decision on sham marriages to obtain an immigration advantage. It is evident that the law is evolving to cater to the needs of a changing community in Singapore. There is a recognition of the increase in the number of Singapore citizens working abroad and marrying non-Singaporeans, which has prompted certain legislative changes that seek to provide appropriate remedies and effectively deal with new situations that arise. Secondly, there have also been decisions by the Family Justice Courts on the division of matrimonial assets and in particular, the applicability of the structured approach set out in ANJ v ANK ("ANJ") to long marriages. In connection with this, there have been judicial and academic pushes towards equal division in long marriages. This edition of the review will also cover cases involving child issues, maintenance, and procedure.

Management of transboundary rivers will be one of the great political and environmental challenges of the 21st century if knowledge of conflict and cooperation is not fully developed. Transboundary river conflict and cooperation are critical for the sustainable development of river basins, regional security, and stability, and have significant scientific and practical implications. The construction of a dataset of transboundary water events – individual conflictive or cooperative interaction between riparian –provides important data support and factual basis for the study of transboundary rivers. However, the most representative research, the Transboundary Freshwater Dispute Database, is built by means of manual reading for information extraction, thus difficult for fast updating, also does not cover the global changes in the past decade. This research aims to build a methodological framework for news media datasets tracking of conflict and cooperation dynamics on transboundary rivers, provide mass of relevant data for the research of transboundary rivers in the globe, prepare a potent research toolkit, lay a solid foundation for further data mining research, and better suit the big data age. In order to test the effectiveness of the methodological framework and toolkit for dataset construction, this research analyses the word frequency and themes of the articles in datasets. The results show that the datasets built by this framework can reflect comprehensive themes of transboundary water conflict and cooperation. Through the analysis of media activity in different river basins, it is possible to get a global overview of the participation of countries located within and outside of the basin in transboundary water issues.

There is an urgent need globally to trigger fundamental societal changes in water management away from existing unsustainable paradigms. This paper attempts to understand the evolution of newspaper coverage of water issues in China by analyzing water-related articles in a major national newspaper, the People's Daily, over the period 1946–2012 using a content analysis approach. The major findings include the following: (1) water issues were in relatively prominent positions in the newspaper; (2) the reporting of water issues in China experienced three stages: 1946 to the middle of 1980s—flood and drought control and water for food production, the middle of 1980s to 1997—water for economic development, and 1998 to the present—water for the environmental sustainability and economic development; (3) the reporting of water issues in the People's Daily clearly reflected China's top-down water resources management system, and no "real" public opinions on water were reported during the study period; and (4) the People's Daily is just a wind vane of Chinese mainstream values and policies on water. The findings supported the realist assumption that the societal value changes on water issues in China were triggered by a range of factors including biophysical pressure (floods and droughts), political campaign (the Cultural Revolution), macro-economic reform (Reform and Opening-up), water institutional arrangement (the Water Law), and water management reform (the No. 1 Central Document on water reform). While there are similarities and differences between this study and other studies, important implications for more sustainable water management are a need to strengthen academic specialists' and NGO's voices in the newspaper to create a better informed public, and to stimulate practices toward sustainable water use.

In order to test the effectiveness of the methodological framework and toolkit for dataset construction, this research analyses the spatial coverage, both in terms of continental and national, temporal coverage from 1953 to 2019, and content coverage and conducts relevance screening of the articles in the four representative river basins in the datasets. The results show that the datasets built by this framework can capture comprehensive content of transboundary water conflict and cooperation in both spatial and temporal coverage with acceptable data quality.
