Since the first genuine multi-party elections in Russia were held in December 1993, party-state relations have followed a path that diverges markedly from the pattern in other post-communist states. As some accounts demonstrate, state capture in these conditions has followed diverse patterns, but the general trend seems to be towards increasing control by parties over the state. In Russia, however, it is the state that is colonizing the parties, rather than vice versa. Especially worthy of attention are the so-called parties of power, which reflect the extent to which, & the mechanisms by which, the state manages party politics & the administrative elites keep politics out of the state in Russia's managed democracy. Recent institutional reforms by the Putin administration point towards more, rather than less, encroachment of the state in party politics, which makes Russia less than a fully-fledged multi-party democracy. In the politics of the Russian Federation, we encounter a new party political phenomenon: the so-called "party of power." The "party of power" concept is frequently used by analysts of the Russian political system. However, it is in need of clarification. The Russian parliamentary elections of Dec 1999 were conducted with varying degree of democratic reliability in different parts of Russia. In Tatarstan, with its own constitution & electoral regulations that differ substantially from those of the Russian Federation, the elections were conducted with less than complete adherence to the principles of democratic procedure. In particular, a range of features of old Soviet style electoral process were in evidence. This was particularly the case in rural constituencies observed by the authors, including examples of sharp practices to trick the voters into supporting particular candidates or parties. The tardy publication of the results led to cynicism on the part of observers, &, although the complexity of the process -- with several elections taking place simultaneously -- partly explains the delay, the effective control over proceedings on the ground by regional & local politicians thwarted the intent of the admirable federal election legislation.
