This article examines how the Children's Defense Fund, a new public-interest group, emerged in the unique policymaking environment of the 1970s and how it came to play an integral role in pushing for new child welfare legislation in the late 1970s. The need for child welfare legislation was not created by CDF, nor was the ideological perspective that shaped the legislation unique to CDF. However, the rise of CDF, grounded in the "new liberalism" of the era, and the policies of the Adoption Assistance and Child Welfare Act of 1980 exemplify the changing nature of interest groups in the 1970s and their effects on public policy.
