Brexit and the future of Europe ; El Brexit y El Futuro De Europa
This article analyses the relations between the United Kingdom and the European Union (EU), from the arduous British incorporation into the European Community to the phenomenon of Brexit. In this way, this article has three cardinal objectives. The first, to evaluate the variables that have been present throug hout the history of relations between the EU and the United Kingdom that had created the historical British isolationism vis-à-vis Europe´s integration process. The second, to assess from a historical perspective the administrations of the former British prime ministers and their interests in regard to the position of the United Kingdom within the EU. The third and final objective seeks to create a hypothetical scenario inherent to the consequences that could possibly arise in relation to the end of British membership in the EU. ; Este artículo analiza las relaciones entre el Reino Unido y la Unión Europea (UE), desde la ardua incorporación británica en la entonces Comunidad Europea hasta el fenómeno del Brexit. En este orden de ideas, este ensayo posee tres objetivos cardinales. El primero, evalúa las variables que han estado presentes a través de la historia en relación con el histórico distanciamiento británico vis-á-vis el proceso de integración del viejo continente. El segundo, analiza desde una perspectiva histórica las administraciones de los ex primeros ministros británicos y sus intereses en relación con la membresía del Reino Unido en la UE. El tercer y último objetivo, crea un escenario hipotético inherente a las consecuencias que eventualmente podrían presentarse para el Reino Unido y la UE en relación con el eventual fin de la membresía británica de la UE.

Latin American and North America before the world's regionalization process ; América Latina y América del Norte ante los procesos de regionalización mundial
Undoubtedly, regionalism expanded in the international arena at the end of the Cold War. This was due to the end of the East-West ideological confrontation, democratic changes that took place in Africa, America, Asia and Europe, new cross-border conflicts which hamper the security of the regions, as well as the phenomenon of globalization. In this context, the subject of regionalism constitutes one of the most important issues within the international agenda of the xxi century. This article has three main objectives. The first evaluates the variables sine qua non, which have played a primary role in light of the construction of regional integration during the first and second age of regional integrations. The second aims to find epistemological answers regarding the success or failure of regionalism. The third and last goal is to assess the emergence and evolution of regionalism in Latin America and North America. Likewise, the author analyses the results that regional integration has achieved in both regions of America (South and North), as well as the key problems which regional integration in Latin America and North America face. In order to understand the aforementioned phenomena this article is based on Karl W. Deutsch's game theory, the neo-institutional theory of Sven Steinmo and in the theory of complex security of Barry Buzan. It should be noted that the aforementioned theories of international relations are applied in the conclusion of this article. ; Sin lugar a dudas, al terminar la Guerra Fría los regionalismos se expandieron en el escenario internacional, debido al fin de la confrontación ideológica Este-Oeste; a las transformaciones democráticas que tuvieron efecto en África, América, Asia y Europa; a las nuevas problemáticas transfronterizas que afectan a las regiones en el marco del siglo XXI, y al fenómeno de la globalización. Este artículo tiene tres objetivos cardinales. El primero, evalúa las variables sine qua non que han tenido un peso determinante a la luz de la edificación de las integraciones regionales durante la primera y la segunda ola. El segundo, pretende encontrar respuestas epistemológicas en relación con el éxito o el fracaso de los regionalismos, y el tercer y el último objetivo analiza el surgimiento y la evolución de los regionalismos en América Latina y en América del Norte. En este mismo orden de ideas, se analizan los resultados que han cosechado las integraciones regionales en ambas regiones de América, así como las mayores problemáticas que enfrentan. Con la finalidad de comprender teóricamente lo expuesto en este artículo se utilizará la teoría de juegos de Karl W. Deutsch, la teoría neoinstitucional de Sven Steinmo, así como la teoría de la seguridad compleja de Barry Buzan. Cabe hacer alusión a que el autor aplicará el marco teórico anteriormente mencionado en las conclusiones generales de este artículo.

Las repúblicas bálticas frente a Europa y Rusia

Desde 1991, cuando las repúblicas bálticas (Estonia, Letonia y Lituania) obtuvieron su independencia de la Unión de Repúblicas Socialistas Soviéticas, establecieron cuatro objetivos fundamentales en el marco de su política exterior: asegurar su independencia, iniciar con un arduo proceso de transformación postsocialista, integrarse en la Unión Europea y en la Organización del Tratado del Atlántico Norte (otan), así como rechazar cualquier intento por parte de Rusia para incorporarlos nuevamente en su zona de influencia de post guerra fría (en su cercano próximo). En este artículo se analizan los intereses de Estonia, Letonia y Lituania frente su integración en la ue y en la otan, evaluando la opinión pública báltica frente al "regreso de sus sociedades a Europa", y se ofrece una reflexión en torno a los problemas que enfrentan las minorías étnicas, principalmente polacas, rusas, bielorrusas y ucranianas in situ.
Integraciones regionales en la agenda internacional del siglo XXI: retos y perspectivas

Este artículo analiza el fenómeno del regionalismo y sus transformaciones a través de la historia. Indaga las variables que han desempeñado un papel fundamental en relación con la edificación de los regionalismos. Después de la Guerra Fría, las agrupaciones regionales se han expandido por todo el mundo, en gran medida debido al fin de la división Este-Oeste, los procesos de democratización en un gran número de países de África, América, Asia y Europa, los problemas trasnacionales que afectan a las regiones, así como por los retos inherentes a la globalización. El objetivo cardinal es evaluar las variables que han propiciado la formación de los regionalismos, así como analizar los elementos que llevan a que algunas agrupaciones regionales sean exitosas y otras fracasen. Para tal efecto, este análisis se fundamenta en la teoría de juegos de Karl W. Deutsch, la teoría neoinstitucional de Sven Steinmo y la teoría del nuevo institucionalismo de Guy Peters.
Integraciones regionales en la agenda internacional del siglo XXI: retos y perspectivas
This article analyzes the phenomenon of regionalism and the transformations it has undergone throughout its history. It also investigates the variables that played a key role in building regionalism. It should be noted that after the Cold War regional groupings expanded worldwide, largely due to the end of ideological confrontation, the processes of democratization that took effect in many countries of the world, particularly in Africa, America, Asia and Europe, transnational problems that affect regions, as well as the challenges inherent to globalization. The central objective of this paper is to evaluate the variables that promote the building of regional groupings and to assess why some regionalisms are markedly successful while others fail. To this end, this article is based on game theory of Karl W. Deutsch, neo-institutional theory of Sven Steinmo and the new institutional theory of Guy Peters ; Este artículo analiza el fenómeno del regionalismo y sus transformaciones a través de la historia. Indaga las variables que han desempeñado un papel fundamental en relación con la edificación de los regionalismos. The enlargements of the European Union towards Eastern Europe: new nationalisms and the political, economic and social impact ; Las ampliaciones de la Unión Europea hacia Europa del este: impacto político, económico y social y nuevos nacionalismos
This article analyzes the impact that the EU membership has had in the countries of Eastern Europe. The enlargements of the EU towards Eastern Europe, have radically transformed the former European socialist countries. They have also contributed to end the European order that was established in the old continent, after the Second World War. On the other hand, this article makes a comparative study in relation to growth and economic development between the Eastern European countries that are currently part of the EU and the countries of the "new Eastern Europe", which are not members of the aforementioned organization. In addition to the above, it evaluates the "new nationalisms" and the rise of ultra-right political parties in Europe. From a theoretical perspective, this article is supported by the theory of Complex Security posed by Barry Buzan and Ole Waever. ; Este artículo analiza el impacto que ha tenido la membresía de la UE en los países de Europa del Este. Las ampliaciones de la UE hacia Europa del Este, han transformado radicalmente a los países ex socialistas europeos. Asimismo, han contribuido a terminar con el orden europeo que fue establecido en el viejo continente, después de la segunda guerra mundial. Por otro lado, este ensayo efectúa un estudio comparativo en relación con el crecimiento y el desarrollo económico entre los países de Europa del este que actualmente forman parte de la UE y los países de la "nueva Europa del este", que no son miembros de dicha organización. Aunado a lo anterior, evalúa los "nuevos nacionalismos" y el auge de los partidos políticos de ultra derecha en Europa. Desde la perspectiva teórica, este artículo se sustenta con la teoría de la Seguridad Compleja que postula Barry Buzan y Ole Waever.

El liderazgo de los países asiáticos en el sector del vestido: repercusiones para América Latina

En este artículo se efectúa una reflexión científica en torno a la industria del vestido, ubicada principalmente en países emergentes. Su principal fortaleza es la mano de obra no calificada y con bajos niveles salariales. En las últimas décadas los países asiáticos han liderado el comercio internacional de la industria textil. Esto ha afectado a América Latina. Se consideran dieciséis países latinoamericanos, los que más participan en el comercio exterior de este sector productivo. El primer objetivo es analizar el desarrollo de la industria del vestido en los países asiá- ticos y sus repercusiones en los países de América Latina. El segundo objetivo es conocer las formas de trabajo recurrentes que les han dado ventajas competitivas a los países líderes en el sector. El tercero, es generar propuestas para contrarrestar la competencia de los países asiáticos frente a los de América Latina.

En este artículo los autores efectúan una reflexión científica entorno a la integración económica en América del Norte, desde la perspectiva del Tratado de Libre Comercio de América del Norte, mejor conocido por sus siglas como el TLCAN o NAFTA. En este tenor, se analiza el surgimiento del TLCAN; las relaciones de cooperación tripartita que existen actualmente entre las económicas norteamericanas, así como los retos que enfrentan los tres países involucrados inherentes a la evolución del TLCAN, particularmente, frente a los diferentes polos de poder económico que rivalizan constantemente con América del Norte, como es el caso de la Unión Europea (UE), o bien, el de diversas economías emergentes que están transformando radicalmente el orden económico mundial de finales del siglo XX. En suma, de un mundo unipolar de post guerra fría, a un mundo multipolar de inicios del siglo XXI. En este mismo orden de ideas, la teoría de juegos auxilia a los autores a reflexionar sobre la vigencia o fracaso de acuerdos económicos como el TLCAN, a la luz de la poca o nula cohesión social que generan entre sus estados miembros, o inclusive ente sus propias sociedades. En adición, se evalúa la cooperación intra-TLCAN, que desde la visión de los autores se puede caracterizar como "trivial", sobre todo, por los enormes retos económicos que enfrentan actualmente los tres países de América del Norte, como bien lo ejemplifica la enorme erosión del poder de los Estados Unidos en el sistema económico mundial, y la pérdida de la competitividad de la economía mexicana, específicamente frente a las economías emergentes más importantes del mundo, como los BRIC. Finalmente el artículo, alude a los enormes retos que enfrenta no sólo México, sino también Estados Unidos y Canadá, en aras de generar una integración económica mucho más profunda, que sin duda alguna, como lo ha demostrado el caso de la UE, propiciará mayor competitividad, así como sustanciales beneficios económicos, y políticos para toda la región norteamericana. Cabe subrayar que este ensayo es una contribución en el marco de los enormes debates que se han generando en los últimos años en el sector gubernamental, privado y académico, en los tres países de América del Norte, con relación a la evolución del TLCAN.

Las empresas familiares constituyen del tejido empresarial y connotan el dinamismo económico del país, en México 80% son de este tipo. El objetivo principal de este artículo, derivado de una investigación de tesis doctoral, consiste en analizar la relación entre la flexibilidad estratégica −como una característica preponderante en las empresas familiares− y la capacidad innovadora como una área de oportunidad y uno de los más valiosos capitales intangibles de impacto en el desarrollo de México, y a la actitud emprendedora como una forma de vida, desde la gestación de la empresa familiar, hasta su perpetuidad en el tiempo.

El libro: "Gobernanza, Política y Seguridad Pública a manera de Introducción" parte de la premisa de seguridad, concepto que al finalizar la Guerra Fría ha cobrado relevancia e interés no sólo para analistas de las ciencias sociales sino para la extensa sociedad en diferentes partes del mundo, ya que ahora las amenazas no son solamente hacia la integridad de los Estados sino de las personas, en su vida cotidiana y en su actividad. Además, este libro recaba una serie de artículos que abordan temas que van de acuerdo a los problemas de seguridad que se viven no sólo México sino en varias partes del mundo hoy en día. Cada uno de los artículos que integran este libro hacen referencia a problemas actuales que impactan en la vida pública de las personas sobre su seguridad, también hay un señalamiento claro de la forma en que debe de intervenir el Estado como garante de la seguridad de todos y cada uno de los ciudadanos no sólo a través de sus instituciones sino también con interés y apertura a la participación de los ciudadanos como parte de las nuevas políticas públicas del siglo XXI en sus sociedades. Transparencia, combate a la corrupción y gobierno abierto : la experiencia en México
La transparencia en México ha tenido un sinuoso camino, para garantizar que las instituciones y los funcionarios públicos den a conocer la información sobre sus actividades de interés para los ciudadanos. En ese sentido, las organizaciones de la sociedad civil como el Colectivo por Municipios Transparentes (CIMTRA), académicos y universidades son un espacio de discusión que busca impulsar y promover este derecho consagrado en la Constitución. Además, para garantizar la rendición de cuentas se ha estimulado el combate a la corrupción y doctrinas políticas como el gobierno abierto, que promulgan la colaboración y participación ciudadana a fin de hacer accesible la información de las organizaciones e instituciones públicas.
