This report analyses the laws and administrative structures used by the Kenyan government to limit freedom of expression, focusing on political speech and news media expression. One year after December 1992 multi-party elections, the government still relies on arbitrary, repressive and politically motivated actions to limit the expression of opposition politicians, independent journalists and other Kenyan citizens.
