Abstract: This research aims to explain about the role of Village Secretary in Administration Service ofKanonang Village Government 3. This research uses descriptive method of qualitative approach, and datacollection technique done by observation, interview technique and documentation. Number of informants asmany as 10 people. In this study using the administrative theory of village administration in terms of service tothe community, administration of village administration, and other matters relating to the village. The resultsshowed that the administrative service provided by the village government in this case that handles theadministrative process of the village that is the secretary of the village there are still shortcomings. This can beseen from the performance of village secretary in managing the correspondence of archival execution, reports,financial affairs, government administration affairs, development, and society. Abstract: This research was conducted to describe the performance of Meyerga village chief from West Moksona District,Teluk Bintuni Regency. The results of this study are expected to provide benefits for the development of publicadministration science, especially about performance, and practically become an evaluation for Meyerga village chief fromWest Moksona District, Teluk Bintuni Regency to improve his/her performance. This research uses qualitative designfocusing on work quality, quantity and timeliness. Data were collected through interviews with informants from the WestMoksona District government elements, the government and villagers of Meyerga village, followed by our own observationand documentation studies. Data analysis were done through data reduction, data display, data conclussionsdrawing/verification. The result shows that the performance of the village chief in the development program is going wellbecause the development implemented until now has been running as planned. The performance in running the governmenthas not been good because of the lack of knowledge and skills possessed by the village chief and other village officials inunderstanding the rules and work procedures of governance, the mastery of village government administration included.The performance of the village chief in the implementation of community development is already good due to his presenceas a respected community leader and also the support of community leaders and religious leaders for the village chief inconducting community development. The performance of the village chief in the community empowerment program hasnot been good due to lack of clarity of village government programs to improve the community's capacity in terms ofeducation, community development and to young generation and women. This research concludes that the performancesof Meyerga village chief of West Moksona District of Teluk Bintuni Regency, West Papua Province based on work quality,work quantity and utilization of working time has been well done in the field of development and community developmentand has not run well in the field of government, and community empowerment. It is therefore advisable to undertaketraining for making village government work plans, complementing work facilities, continuously strengtheningrelationships with religious leaders and community leaders. AbstractThe General Election Commission's performance in organizing regional elections for West HalmaheraRegency. This study uses qualitative methods (observation, in-depth interviews (Indepeth Interviw),Documentation). The informants of this research were 9 people including, the Chairperson of the WestHalmahera KPU, the Elected Regent of West Halmahera Regency, the Chairperson of the DPC democrat,the head of the Supervisory Committee of West Halmahera Regency, the Subdistrict SupervisoryCommittee, and several community members. The focus of thestudy was defined as the implementation of a system of promotion or appointment / placement in a structuralposition as a civil servant which is already regulated in Government Regulation. Number 13 of 2002 on theappointment of civil servants in structural positions.The results showed: (1) policies (rules) is communicated or disseminated to employees, but notformally. Communication and coordination between the implementing unit managers pretty good. (2) Thedisposition is consistent implementation of regulations on the promotion system of civil servants in astructural position has been good, but not optimally. (3) implementing human resources policies areadequate, especially in BKD and Agency of office and rank position (Baperjakat). Abstract : The research objective was to determine the impact of the implementation of the regionalautonomy policy towards improving the quality of public services in the Department of Population andCivil Registration Halmahera as Minister of State for Administrative Reform (MENPAN) No. 81/1993(Anonymous, 1993) confirms that the quality of service should be in accordance with joints as follows,simplicity, clarity and certainty, Procedures / Procedure for Public Services; Public Service requirements,both technical and Administrative; Giving Public Service; Security, Openness, Efficient, Economical,Justice Yang Evenly, and timeliness. To determine the indicator then, researchers used the method with amix of evaluative-descriptive quantitative-qualitative approach. The sample in this study consisted ofelements of employee / service personnel (n1) and the user community services (n2), each of 30 people.Given the nature of the sample is paired, then the fixed sample size of 30 people, where a sample ofemployees polled neighbor variable X, while samples of people asked their opinion of the variable Y.Based on the results of data analysis known that the hypothesis 1, which states that "Theimplementation of the regional autonomy policy impact / positive effect on improving the quality ofpublic services at the Department of Population and Civil North Halmahera District", has proven validityempirically convincingly through a simple regression analysis and predict moment correlation. As well asthe Public Services Quality Differences Between Before and After Implementation of regional autonomypolicy acceptable to convince the 99% confidence level. This means that the quality of public services atthe Department of Population and Civil Registration of North Halmahera district on the condition afterthe implementation of the regional autonomy policy is much higher than before implementation regionalautonomy policy. The results showed that the average quality of public services after the implementationof the regional autonomy policy gained an average of 56.4, or in the ideal scale test rank of 0.87, or 87%,while the condition of the quality of public services prior to the implementation of regional autonomypolicy, the average is only at 49 , 6 or the ideal measurements were obtained at 0.7631 or 76.31%, so thatthere is a difference, which is about 10.69%. ABSTRACT: This study departed from the indication of the low participation of villagers / villageMilinggame Tiomneri District in the process of rural development. Questions / research problems to beaddressed are: (1) how the level of public participation in decision making processes in their villagedevelopment program; (2) how the level of participation of rural communities / villages Milinggame inthe implementation process in their village development program.The method used is descriptive method . Respondents many as 58 heads of family were taken atrandom side (random) of as many as 520 households in the village Milinggame. Collecting data usingquestionnaires / questionnaire and assisted with interview techniques. The analysis technique used isdescriptive analysis (analysis of frequency distribution and percentages).The result showed: (1) In terms of indicators used it turns out most of the respondents have neverparticipated in the decision-making process of development programs in rural / village; (2) In terms ofindicators used it turns out most of the respondents have never participated in the implementation ofdevelopment programs in rural / village.Based on the results of the study conclusion: (1) Public participation Rural / Village Milinggame in thedecision making process for rural development programs / villages are generally low; (2) Publicparticipation Rural / Village Milinggame in the process of implementation / execution of developmentprograms, rural / village generally low.Departing from the conclusions of these studies it is suggested: Necessary efforts are moreeffective to increase community participation Village / Village Milinggame District Tiomneri in theprocess of rural development, such as: providing information / counseling or motivation to thecommunity, to optimize the role of community institutions (LPM, PKK, and others) in the construction ofthe village / town, enhancing the role of social organizations / religious in mobilizing communityparticipation, and optimize the implementation of democracy in the preparation of developmentprograms in rural / village.Keywords: community participation, rural development.

ABSTRACT: This study originated from the initial observation in several villages in the area ofthe District of North Ayamaru Maybrat Regency, West Papua Province showed that the success rate ofrural development in this region is still very low terkategori, where most people categorized poor orunderprivileged families. This indication shows that the implementation of rural development has notbeen based on an effective rural development planning. Thus, this study aims to (1) To determine theeffectiveness of rural development planning; (2) To analyze whether the factor of leadership andcultural values also determine the effectiveness of rural development planning; and (3) To measure thesize of the contribution factor of leadership and cultural value to the effectiveness of rural developmentplanning in the District of North Ayamaru Maybrat Regency, West Papua Province.The design used inthis research is the design of diagnostic analytic, by applying descriptive-quantitative method. Samplesdrawn by purposive sampling of respondents as many as 36 employees / service personnel, then spreadQuestionnaire (a questionnaire) and the results are analyzed by applying descriptive statistical analysistechniques and partial regression analysis and multiple regression as well as product momentcorrelation and multiple correlation.The research results presented as follows: (1) The average achievements of the effectiveness ofrural development planning in the District of North Ayamaru Maybrat district is in the category of"low" likely to "moderate". Government leadership and cultural values together (simultaneously)make a positive contribution to the achievement of the effectiveness of rural development planning,particularly in the district of North Ayamaru Maybrat district. (2) Leadership village administrationin the category of "low" tend to "moderate". Partially, the leadership of the village administration haspositive influence on the achievements of the effectiveness of rural development planning, particularlyin the district of North Ayamaru Maybrat district. (3) The value of culture is in the category of "low"likely to "moderate" or sufficient. Partial cultural values or cultural village government organizationspositive effect on the achievements of the effectiveness of rural development planning, particularly inthe district of North Ayamaru Maybrat district. Abstract: Retribution is a source of revenue that is relied upon by the Government Kotamobagu, such asparking fees consisting of a special levy parking lot (Regulation 2 of 2008) and levy a parking lot on theedge of the public road (Regulation 6 of 2011). In connection with the study is to examine how theimplementation of policies in the parking levy increase revenue; and the extent to which the results of theimplementation of policies that parking fees in increasing PAD Kotamobagu. This research usesqualitative descriptive method. Location of the study is the Department of Transportation, Culture,Tourism, Communications and Information Kotamobagu City. Informants research as many as 12 peopleconsisting of: head office, secretarial services, head of the section heads, staff / implementers, head UPTDParking, and postal clerk parking. Instruments in this study is the researchers themselves, while collectingdata using interview techniques and assisted technical documentation. Data analysis was performed usingqualitative analysis interactive model of Miles and Hubernann. The results showed: (1) The process ofpolicy implementation parking fees in general are quite effective viewed from four important aspects of theprocess of policy implementation as suggested by Edward III, namely: communication, resources,disposition, and a bureaucratic structure. (2) Implementation of policies levies Parking quite effectiveresults seen from the realization of revenue targets and the development of revenues over the last fiveyears (2010 s / d in 2014). Abstract: Social condition is a state in a country at a given time. Economics is defined as the use ofmoney, power, precious time (Poerwodarminta, 1990). The purpose of the socio-economicconditions in this study were the circumstances or background of a family related to education,employment, income and socio-economic keluarga.Kondisi in this study were standing or positionof a person or family in the community with regard to the level of education, level income propertyor facility ownership and type of residence. The successful development of an achievement ofdevelopment that has been planned in order to create a more advanced state of society and modern.In this case the development is the pioneer of the government, both central and local pemeritah. Aregion is successful in doing development if the people in that area is no longer living under thepoverty line, capable of creating jobs for others, and on the mark with good economic turnaround.The method used in this research is descriptive and explanatory survey using a quantitativeapproach. As for the variables in this study are: socio-economic condition of the family and thesuccess of the development. By Arikunto (2002) argues that "the entire population is a subject ofresearch". the sample is part of the number and characteristics of which is owned by thepopulation (Sugiyono, 2002). Sample location (sub sample) chosen by purposive sampling of 3(three) villages, namely: Malalayang One, Stone City, and Winangun Two. The number ofrespondents 99 based on samples determined through a formula Yamane (Rahkmat, 1991). Resultsof the analysis for 0893 is a positive correlation between socio-economic conditions of the familyand the success of development. Furthermore, the coefficient of determination of 0.79 means thatthe influence / contribution of socio-economic conditions of the family to the success ofdevelopment, obtained by 89.3% and the remaining 10.7% is influenced by other factors.
