The prospect and willingness of the Rohingyas to repatriate are, by and large, conditioned by their past experience of living in Myanmar. Discussions on repatriating the Rohingyas are likely to fail not because they are unwilling to return but mainly because of the lack of reasonable initiatives to address the deep-rooted animosity against the minority group prevalent in the country they had to flee. This paper analyses the findings of the 50 in-depth interviews of the refugees encamped in Cox's Bazar. It presents ten instances of injustice, nine examples of forced payments, and systemic discrimination against the Rohingyas in Myanmar. Twenty-eight per cent of the respondents reported that at least one family member or relative was killed during the atrocities in 2017. The study finds that not all Buddhists participated in the attack against the Rohingyas; some reportedly helped the victims find safe shelter. The Rohingyas in Bangladesh suffer from an insufficient supply of relief during the last days of a relief distribution cycle. To survive, they take loans and seek illegal ways for finding employment outside the camp. While awaiting the perpetrators to be brought to justice, some Rohingyas remain optimistic about a peaceful return to their home country. And others are scared of even thinking of going back to the places where they witnessed both their homes and hopes burnt into ashes. Besides proposing two short-term measures— "burden-sharing" and "internal flight alternative"—this paper underscores the need for a novel approach in finding a durable solution to the problem.

Concerns about the adverse impacts of using smartphones are common in the literature. However, there is insufficient research on whether users make innovative use of the device. If they do, what is the nature of the creative use of smartphone? What are the social conditions that facilitate the innovative use of the smart device? This study seeks to answer these questions by investigating the use of smartphone among teenagers in Dhaka. The respondents of this research are purposively selected from the secondary schools located in five different areas of Dhaka city. Snowballing technique was used to identify the forty-four avid users. Findings of the study show that respondents employ innovative strategies of escaping supervision: Installing software, e.g., AppsLock, Gallery Lock, and CM Security; using password; and blocking parents and relatives on social media—"totally black-listed." They also read books using Gutenberg Apps and go online to learn how to wear hijab "smartly." Advance users heavily use smartphone to learn software programming, prepare science projects, and do photography for presenting at art exhibitions. Most importantly, the study identified three facilitating conditions of the creative use of smartphone: Friends, events, and parents. These social conditions constitute an ecosystem that facilitates the innovative dispositions of the young users of smartphones.

After the permanent demarcation of Exclusive Economic Zone boundaries with Myanmar and India through the International Tribunal for the Law of the Sea and the United Nations Convention on the Law of the Sea, Bangladesh has exclusive rights to exploit and to explore marine resources across 118,813 km(2) in the Bay of Bengal. To reap economic benefits from maritime space, the government of Bangladesh recently emphasized the development of a blue economy. Maritime economic activities, including shipping, trade, fishing, fishing industries, mineral extraction, exploitation of hydrocarbons, salt production, production of renewable energy, and marine and coastal tourism, are key elements of the maritime interests of policymakers. However, the safety of maritime activities also raises concerns that include shipping accidents, smuggling, and illegal fishing, which pose threats to maritime interests. Enhancing blue economic growth and protecting marine and coastal environments are essential to ensure maritime security. Therefore, in the framework of a comprehensive ocean governance approach, we suggest establishing a separate Ministry of Ocean Affairs with essential functions to formulate an integrated coastal and marine strategy, to address the policy guidelines, and to implement action plans for coastal management in Bangladesh. This paper considers the hilsa shad (Tenualosa ilisha) fishery of southern Bangladesh as a case study regarding governance and power dynamics at play in a small-scale fishery, and the relevance of these for the sustainable management of coastal fisheries. Qualitative methods, involving in-depth individual interviews (n = 128) and focus group discussions (n = 8) with key stakeholders in the hilsa fishery, were used to capture multiple perspectives on governance from those in different positions in the relative power structures studied, while facilitating insightful discussions and reflections. The analysis here is based on a power cube framework along three power dimensions (levels, spaces, and forms) in Bangladesh's hilsa fishery. The study displays an imbalance in the present hilsa governance structure, with some stakeholders exercising more power than others, sidelining small-scale fishers, and encouraging increasing illegal fishing levels that ultimately harm both the fisheries and those dependent on them. To overcome this, we propose a co-management system that can play a vital role in equalizing power asymmetry among hilsa fishery stakeholders and ensure effective hilsa fishery governance. Our results suggest that recognizing analyzed power dynamics has substantial implications for the planning and implementation of such co-management and the long-term sustainability of the hilsa fishery. ; Peer reviewed

Small-scale fisheries (SSFs) have been playing a crucial role in meeting the basic needs of millions of people around the world. Despite this, the sustainability of global fisheries is a growing concern, and the factors enabling or constraining the sustainable management of small-scale fisheries remain poorly understood. Hilsa shad (Tenualosa ilisha) is the single most valuable species harvested in Bangladesh waters, serves nutrition, income, and employment to the large population. This study analyzed the state and challenges of hilsa fishery in the Gangetic River systems (Padma and Meghna Rivers) by using two frameworks, namely the social-ecological systems (SES) and drivers-pressure-state-impact-responses (DPSIR) frameworks. Primary data for this analysis were collected by in-depth interviews (n = 130) and focus group discussions (n = 8) with various stakeholders in the hilsa fisheries. The perspectives explored here have been both critical and constructive, including the identification of problems and suggestions for improving the management of this particular social-ecological system. Hilsa fisheries, however, have come under severe threat since 2003 because of population growth, overfishing, pollution, climate change, the disruption of migration routes due to siltation, etc. All these have caused reduced catches and less stable incomes for fishers. This, in turn, has led to poverty, malnutrition, social tensions, stakeholder conflicts, and debt cycles amongst more impoverished fishing communities. These problems have been compounded by improved fishing technology amongst larger-scale ventures, the use of illegal fishing gears, and the non-compliance of government fishery management programs. Recommendations include the promotion of community-supported fisheries, the enhancement of stakeholder's social resilience, the introduction of co-management approach, an increase in incentives and formal financial supports, and possible community-managed sustainable ecotourism including hilsa fishing-based tourism. ; Peer reviewed

Social resilience is an essential aspect of sustainability in environmental management, especially in poor resource-dependent communities. To better understand the dynamics of social resilience, we have conducted a primarily qualitative study of communities dependent on hilsa fishing in two coastal villages in southern Bangladesh. This study applies concepts of social-ecological system (SES), social resilience and co-management in outlining our qualitative data and framing its interpretation. Our findings show that while the establishment of hilsa sanctuary areas has enhanced the previously low ecological sustainability of local small-scale fishing, the management of this program has challenged the social resilience of hilsa fishers by creating new inequalities in the distribution of power and privilege, in terms of the ways in which seasonal fishing bans are enforced and compensation for income loss during the ban periods is distributed. Based on our findings, we suggest specific measures for strengthening social resilience at the local level, including building community networks, developing community infrastructures, updating existing rules and regulations, providing alternative means of generating income for fishers during the crisis periods (e.g. natural disasters and fishing ban periods) and more active sharing of responsibility between stakeholders and government for management of the hilsa fishery. These findings are also applicable to understanding the issues beyond rules and regulations that co-management arrangements need to address in order to be successful and to enhancing the function of co-management arrangements in improving social resilience within resource-dependent communities ; Peer reviewed

In the present study, nutritional status was assessed using dietary diversity of fish and non-fish farming households in Mymensingh district of Bangladesh. It has determined the incidence of poverty in fish and non-fish farm households through a comparative analysis of family profile, food consumption, calories, and protein intake. A total of 420 farms were selected for data collection using structured questionnaires with 210 fish and 210 non-fish farm families. The study using both descriptive and functional analysis revealed that the respondent age of both farms was 45.10 years, family size was 5.70, average education was 4.64 schooling years, and average farm size was 0.514 hectares. As a result, due to the increase in household income, fish farm families improved their food consumption, calories, and protein intake in comparison with non-fish farms. On a direct calorie intake (DCI) basis, the overall absolute and hardcore poverty levels of fish farm households were 32 percent and 18 percent, respectively, while those of non-fish farm households were 22 percent and 10 percent, respectively. Therefore, the incidence of poverty was higher in non-fish farming families than in fish farming families. In principle, provision of various forms of government assistance through the Department of Fisheries (DOF) will further intensify and strengthen fish farming, which will easily bring fallow and uncultivated lands of the area under fish farming. Moreover, it is possible to inspire the younger generation through this research that will help them to become a fish farm-based entrepreneur. The main conclusion of the present study is that fish farming is more positively related to household income, family food intake, and nutritional status than any other type of farming.

Licensee MDPI, Basel, Switzerland. ; Hilsa fish (Tenualosa ilisha) have become an essential factor behind the well-being of the fishing community, giving fishers their identity as a source of cultural heritage. A field survey was conducted to understand the socio-economic conditions of hilsa fishers at the Meghna river estuary of Chandpur District using well-structured questionnaire interviews (N = 250) with hilsa fishers. The survey revealed that fishers' livelihoods and living conditions were still below average due to low literacy levels, lack of professional skills, and low incomes. More than two-thirds of the fishers were entirely dependent on hilsa fishing, while more than one-third had between 11 and 20 years of fishing experience. More than two-thirds of the fishers did not have an alternative occupation during ban periods, and the incentives provided by the government were not adequately received by half of the fishers. Fishers were divided into three groups according to their dependence on hilsa fishing. Significant differences were found between these groups in terms of the age of fishers, annual income from fishing, and annual fishing activity days. Therefore, the government, Fisheries cooperatives, NGOs, and other relevant organizations must unite to support fishers for sustainable hilsa fishery management. ; Peer reviewed

The importance of recreational fishing, in many coastal areas and less developed nations, is increasing rapidly. Connecting fisheries to tourism can create innovative tourism products and provide new income sources. The present study is the first to explore the concept of coastal fishery-based ecotourism (FbE) to enhance the social-ecological resilience of coastal fishing communities in a specific tourist spot in Bangladesh. A combination of primary (quantitative and qualitative) and secondary (literature databases) data sources were used in this study. It applied a social-ecological system (SES) and social-ecological resilience (SER) concept to collect quantitative and qualitative data (120 in-depth individual interviews, four focus group discussions, and strengths, weakness, opportunities, and threats-SWOT analyses) and frame their interpretation. The study found that Bangladesh needs to adopt a firm policy to utilize tourism's potential in national economic development and societal progress. The findings show the considerable potential of the concept that integrates business, education, and an environmental conservation perspective in Bangladesh, specifically for Saint Martin's Island: 32% of interviewees expressed that increasing employment opportunities and the Gross Domestic Products (GDP) is the primary potential, whereas 31% said it would attract fishing tourists and 23% believed it would develop the local infrastructure and facilities for fishing and tourism. Similarly, most of the respondents (31%) thought that the lack of awareness and promotional activities is the main limitation preventing this initiative from being well accepted. Moreover, based on the findings, specific measures for strengthening the social-ecological resilience of the coastal fishers via FbE at the local level were suggested, including building communal links, developing community infrastructures, revising prevailing rules and regulations, offering alternative means of generating income for fishers during disaster periods, and more active sharing of responsibility between stakeholders and government for the management of FbE. Finally, with its focus on the prospects and challenges of coastal FbE development on Saint Martin's Island, this article provides a useful reference point for future discourse on similar social and economic strategies. While this study focuses on Bangladesh's coastal fishing villages, the results are possibly applicable more broadly in similar contexts and developing countries worldwide. ; Peer reviewed

The south-east coast, specifically the Cox's Bazar region, of Bangladesh has achieved a tremendous impetus for producing a large volume of dried fish by involving thousands of marginalized coastal people. This study aimed to assess the socio-economic profile, livelihood strategies, and resilience of the communities engaged in fish drying on the south-east coast using a mixed-methods approach and an Analytic Hierarchy Process (AHP). The study's findings revealed that communities involved in drying were socio-economically undeveloped due to their lower literacy, unstable incomes, and labor-intensive occupations. Apart from notable child labor employed in fish drying in Nazirertek, female workers had relatively higher participation than males. Nevertheless, the female workers had less control over their daily wages and reported working at USD 3.54–5.89 per day, which was relatively lower than male workers who received USD 4.15–8.31 per day. Through fish drying activities, very few workers, producers, and traders were found to be self-reliant. In contrast, the livelihoods of the workers were not as secure as the processors and traders. In addition to suffering from various shocks and constraints, dried fish processors and workers, dried fish traders, off-season income, an abundance of fish species, fish drying facilities, trader's association, and social interrelationship played a significant role in maintaining community resilience. The study recommends appropriate interventions to alternative income diversification options, strong collaboration between communities, local authorities, and government for sustainable livelihoods and better community resilience.

Kaptai Lake (KL), the largest inland watershed in Bangladesh (ca. 700 km(2)) and one of Southeast Asia's largest artificial reservoirs, features an abundant variety of indigenous fishery species. Moreover, it provides a plethora of ecological benefits to society. Nevertheless, the KL is suffering from multidimensional natural and anthropogenic stressors that threaten these wetlands' sustainability. Though the legal framework assures sustainable conservation of fisheries resources, the implementation scenarios of fisheries laws, regulations, and policies in the KL wetland are insufficient. This study aimed at assessing the fisher's perception of the regulation implementation efficiency of the Protection and Conservation Fish Act of 1950, while analyzing the effectiveness of the legal framework in the context of biodiversity conservation and the management sustainability of KL. By integrating qualitative and quantitative data collected through participatory Rural Appraisal (PRA) tools viz. 225 interviews with fishers, four focus group discussions, and 12 key informant interviews, the investigation was performed in four selected areas in KL. The findings show that fishers routinely disregard laws and restrictions of the Protection and Conservation of Fish Act 1950 due to various socioeconomic and political forces. Although the annual fish harvest rate from KL appears to be increasing, the lake is losing its charismatic biological diversity primarily due to inappropriate and ineffective enforcement of fishing regulations. Many fishers believe that they still follow the act's significant laws and regulations while being involved in several destructive and prohibited fishing practices. There is a link between community awareness, the scope of the act's provisions, the effectiveness of its enforcement, and the strength of its execution. One of the leading causes of biodiversity loss in the KL is inadequate and ineffective fishing regulations. Improvement in the enforcement of the fishing act may be the prominent option to ensure better biodiversity conservation and sustainable management of this wetland. This result calls for functional and policy attention to revising the regulations to account for socioeconomic and political elements contributing to environmental degradation. This study also highlights the urgent need for transdisciplinary collaboration initiatives and synchronous cooperation among the agencies in order to effectively implement the fishing laws and contribute to better conservation and sustainability of the Kaptai lake fisheries resources. ; Peer reviewed
