Résumé L'émergence après la Seconde Guerre mondiale de l'État providence est à la base d'un modèle social généralisé en Europe occidentale. Les compromis sociaux reposaient sur une intervention publique étendue, notamment dans le domaine du chômage et de l'emploi. La crise de l'État-providence apparue dans les années 1970 recouvre au moins deux dimensions : crise de légitimité de l'intervention des pouvoirs publics et crise d'efficacité en lien avec des arguments de complexité technique et de difficultés pratiques. Depuis lors, des modifications profondes dans les interventions de l'État sont intervenues, en même temps que des changements dans les représentations sociales du travail et du chômage. Un nouveau courant de pensée a affirmé la possibilité d'une « Troisième voie » qui prétend transcender le clivage traditionnel entre la gauche sociale-démocrate et la droite néolibérale. Sa traduction en matière économique et sociale par le concept d'« État social actif » a largement été reprise au niveau européen, d'où elle a influencé de nombreux pays, dont la Belgique. Geoffroy Matagne propose une approche en termes de référentiel selon le cadre théorique proposé par Muller : avec l'ensemble des mesures proposées sous le label d'État social actif, est-on effectivement en présence d'un nouveau référentiel ? Quels sont ses spécificités et ses points de convergence avec les référentiels antérieurs ? La première partie est consacrée à un aperçu historique et une présentation des fondements théoriques de la Troisième voie et de l'État social actif. Dans quelle mesure la stratégie européenne pour l'emploi est-elle analysable selon le concept de l'État social actif ? Cette question fait l'objet de la deuxième partie. Une attention particulière est accordée aux éléments significatifs qui permettent une meilleure compréhension de la politique belge de l'emploi. Cette dernière est examinée dans la troisième partie sous le même angle du concept d'État social actif. Les continuités et ruptures entre les programmes politiques récents et ceux des gouvernements précédents y sont étudiées et la politique de l'emploi effectivement mise en œuvre par le présent gouvernement est confrontée aux principes supposés fonder un État social actif.

Du 20 au 22 avril 2011, l'Association belge de science politique - Communauté française de Belgique a organisé à l'Université Libre de Bruxelles le 4e Congrès international du réseau francophone des associations de science politique qui avait pour thème "Être gouverné au XXIe siècle". L'actualité politique de ces dernières années invite à étudier les logiques de participation politique citoyenne et à se pencher sur ce que représente le fait d'être gouverné, aujourd'hui et de par le monde. Cet ouvrage rassemble quinze chapitres issus de communications présentées lors du Congrès de Bruxelles. Par la diversité des questions traitées, des sous-disciplines mobilisées et des affiliations institutionnelles de leurs auteurs, ces textes illustrent la vitalité du raisonnement socio-politique. Surtout, ils permettent de rappeler que la participation politique des gouvernés, source de la légitimité des gouvernants, est le fondement de la démocratie

In late 2014 and after more than two decades of a 'semi-authoritarian' regime, a popular insurrection in Burkina Faso led to the fall of Blaise Compaoré, president and leader of the ruling party. Due to — or parallel to — the political transition, factors of insecurity developed or were amplified, leading to a reconfiguration of the provision of security at two levels. At the central state level began a reflection around the governance model of security and the improvement of the practices of state security forces. At the local level, non-state security initiatives have multiplied. Drawing on insights from the study of local security provision and providers in the town of Tenkodogo, located in the Boulgou province (Centre-East region), and on its wider integration into the national framework and response to insecurity in Burkina Faso, this article raises and investigates three major questions. First, how is the governance of security (co)produced by (state and non-state) actors in a specific local configuration in Burkina Faso? Second, in what ways does this local experience compare with the state's response to insecurity and with the nationwide expansion of the Koglweogo movement? Finally, what new perspectives can such reflection at the local and national levels offer to overcome the limits of current approaches regarding local security?

Elle est mobilisée pour donner du sens et légitimer des décisions prises par des acteurs gouvernementaux ou économiques. Mais qu'est-ce qu'une crise du point de vue de la science politique ? Comment les politologues analysent-ils, les 'politiques de crise', les 'crises du politique' et les liens entre ceux réalités contemporaines ?

En 2005, un an après l'adoption du Code de la démocratie locale et de la décentralisation et un an avant les élections communales, le Parlement wallon adopte des innovations qui auront directement des effets sur ces élections et sur le fonctionnement des conseils et des collèges communaux. Parmi ces innovations, trois font l'objet d'un bilan dans ce Courrier hebdomadaire : la désignation quasi-automatique du bourgmestre, la possibilité pour des conseillers communaux de déposer une motion de méfiance collective ou individuelle contre le collège communal et l'instauration de synergies nouvelles entre le CPAS et la commune. Après avoir exposé en détail le contenu et le sens de ces trois réformes, les auteurs examinent ensuite leur impact sur les stratégies préélectorales lors des élections communales de 2006, sur l'installation des exécutifs communaux et sur leur fonctionnement. Ils concluent à un glissement vers une démocratie du public et à une prise de distance d'avec la démocratie de partis, sauf en ce qui concerne les motions de méfiance collective, qui laissent un rôle important aux groupes politiques. La réforme se présente comme une volonté de mieux tenir compte du choix des électeurs en individualisant le processus électoral. Mais cette individualisation est dans une large mesure sous le contrôle des partis.
