A loose coalition of advocates for Open Government Data (OGD) argue that such data has the potential to have a transformative impact by catalyzing innovation across sectors of the economy and by fostering democratic participation and engagement. However, there is limited evidence to date of the OGD agenda having such a transformative impact. This article applies the Multi‐level Perspective (MLP); an approach more typically applied to study transitions to a sustainable society, to explore the nature of the barriers currently faced by the OGD agenda. It argues that such barriers exist in two forms: implementation barriers and barriers to use. The empirical results presented include survey responses measuring the perceptions of U.K. OGD community members of 33 barriers to the OGD data agenda. These results are analyzed to identify implications for OGD policy and practice. The article concludes with a start at establishing a theoretical grounding for the study of barriers to the OGD agenda.

"Why do people put indelible marks on their bodies in an era characterized by constant cultural change? How do tattoos as semiotic resources convey meaning? What goes on behind the scenes in a tattoo studio? How do people negotiate the informal career of tattoo artist? The Social Semiotics of Tattoos is a study of tattoos and tattooing at a time when the practice is more artistic, culturally relevant, and common than ever before. By discussing shifts within the practices of tattooing over the past several decades, Martin chronicles the cultural turn in which tattooists have become known as tattoo artists, the tattoo gun turns into the tattoo machine, and standardized tattoo designs are replaced by highly expressive and unique forms of communication with a language of its own. Education exacerbates partisan gaps in scientific knowledge and attitudes. However, previous findings about the extent and symmetry of this moderation have been mixed. As a conceptual replication of previous research, this study examines whether education asymmetrically moderates the Democrat-Republican gap in attitudes about Ebola virus disease (EVD) and policies to combat EVD. Weighted data from a survey of 1,461 non-institutionalized adults drawn from a probability-based panel were collected during the 2015 EVD epidemic. The survey measured seven attitudes: fear of personal infection, estimated severity of Ebola, suspicion of exposed Africans, suspicion of exposed Americans, Western government preparedness, support for low-intensity interventions, and support for high-intensity interventions. Knowledge about EVD was also measured. As in prior studies, highly educated Democrats uniquely diverged from other respondents in some attitudes. However, in the other attitudes, there were main party and education effects but no evidence that education was a moderator of partisan differences. Overall, education moderated partisanship when attitudes were affect-laden and targeted toward immediate threats, but not when attitudes were policy-oriented.
