The third and final article of the three-part series of articles «Artificial intelligence in the economy and politics of our time» (the first and second articles of the series were published in the fourth and fifth issues of the journal for this year, respectively) presents the results of a study of the goals, motivations and specifics of the adoption of national strategies to support the development of artificial intelligence in different countries. It is shown that such a strategy in Russia is based on the idea of the most important role of using artificial intelligence in solving the most complex economic, social, and military-political problems of the country. Differences in conceptual approaches to the development of research and practical use of artificial intelligence developments in the national strategies of the largest countries of the world — the United States, China and India.

The second article of the three-part series «Artificial intelligence in the economy and politics of our time» presents the results of research on the development of the market for artificial intelligence (AI). It shows the typicality and specificity of this market and identifies the problems of studying it in the absence of necessary statistics and an acute shortage of legal regulations of the AI market. The main suppliers of artificial intelligence developments are identified and characterized, and market offers for the banking sector are also analyzed. Data on shares of companies implementing artificial intelligence developments are summarized, and an example of the use of such developments in exchange activities is given. Mechanisms of state stimulation of applied artificial intelligence development and creation of alliances and consortia of the largest scientific and technological corporations to accelerate these developments are considered separately.

The article opens a three-part series of articles by the author that tells about the phenomenally rapid development of artificial intelligence (hereinafter referred to as AI) as a subject of «big economy» and «big politics». The author critically evaluates various approaches to defining the essence of AI and makes an attempt to systematically understand the processes of the beginning practical use of AI. The political, humanitarian and economic reasons for its entry into the center of public attention are indicated. The facts of stimulating the development of AI in the context of the synthesis of a consumer society and an information society are analyzed. The features of human existence next to AI, imaginary and real fears (risks, threats) of such coexistence (interaction) and attempts at its ethical regulations are revealed. In the second article of the cycle, the results of the analysis of the market for artificial intelligence developments will be presented, and in the third, the results of the study of the goals, reasons and specifics of adopting national strategies for supporting AI developments in different countries.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

The article analyzes the causes and predicts the consequences of the recent (in February 2019). the adoption of the «Strategy of spatial development of the Russian Federation» — a natural, according to the author, evidence of the continuation of the former regional policy of the state, including the consolidation in the future of the initiated contraction in large-city agglomerations of material, financial, human and other resources, focus on point pockets of preferential stimulated economic activity. In this regard, it is shown on what conceptual and ideological Foundation the development of the «Strategy» was based and what mechanisms of implementation are proposed in it. As a concrete example, the government of the Russian Federation adopted a «comprehensive plan for the modernization and expansion of the main infrastructure for the period up to 2024» in the development of the «Strategy», planning another «road that we do not choose».
