Auf dem Hintergrund der EU-Erweiterung thematisiert der Beitrag die besondere Lage der baltischen Staaten als postsowjetische und posttransitorische Gesellschaften und ihre Beziehungen sowohl zu EU als auch zu Russland. Dabei stehen folgende Fragen im Vordergrund: Wird die EU den Prozess der Auflösung umkehren, da sie mit der Schaffung eines einigen und freien Europas nun die Stunde ihres Triumphs erreicht hat? Wird der Westen auseinanderfallen, da die USA und Europa jeweils eigene Wege gehen? Welche Politik soll gegenüber Russland eingeschlagen werden? Diskutiert werden vornehmlich die Entwicklungen in Lettland im Vorfeld des EU-Beitritts, die Hoffnungen und Befürchtungen der Letten und die Unterschiede der alten und neuen EU-Länder mit Blick auf Russland. Während der Beitritt der baltischen Staaten zur EU und NATO einen enormen Vorteil für die europäische und baltische Sicherheit bedeutet, werden die Balten doch angesichts des Irak-Krieges und der Lage seit dem 11. September 2001 in unangenehmster Weise an eine Vergangenheit erinnert, in der sie zu Opfern großer Ereignisse geworden sind. (ICH)
