How distribution of food and medical aid to Albania was protected by an ad hoc multinational force under Italian command, in an operation known as "Alba", during a period of political unrest, Apr.-July, 1997; some focus on motivating interests of the countries involved. Operation Alba was authorized and extended by UN Security Council resolutions 1101 and 1114 (1997) but carried out without other UN involvement.
