Technological, economic and social trends are changing the context of communication policy. Determining the precise beginning of communication policy-making and the attendant idea of researching it systematically is difficult. It is often said to have begun with the emergence of telegraphy, telephony and wireless communication and not with the traditional mass media. Convergence, liberalization, commercialization, new media (e.g. the Internet and mobile communication), audience fragmentation and globalization are only a few of the more notable terms that describe this change. The question of how communication policy copes with these changes is not only of interest to academics but also of the highest societal relevance. Scholars are well aware of current and imminent changes; options for reforming communication policies and regulation are the subject of lively debates in the field. Communication policy research evolved from the outset as a multi-disciplinary field and domain of various academic disciplines from sociology and political science to law and economics, resulting in the coverage of a myriad of multi-faceted topics. The choice of subjects in communication policy research is affected by sociocultural, political, economic and technological forces that determine the overall framework for communication policy and regulation as well as by the many regulatory objectives in communication. Trends in communication policy research comprises the very latest developments in the theories, methods, and practical applications of the dynamic field of communication policy research. It aims to revive and foster such a discussion by offering an overview of and insights into current and future areas of inquiry in this contested policy field. The emergence of deepfakes has raised concerns among researchers, policymakers, and the public. However, many of these concerns stem from alarmism rather than well-founded evidence. This article provides an overview of what is currently known about deepfakes based on a systematic review of empirical research. It also examines and critically assesses regulatory responses globally through qualitative content analysis of policy and legal documents. The findings highlight gaps in our knowledge of deepfakes, making it difficult to assess the appropriateness and need for regulatory action. While deepfake technology may not introduce entirely new and unique regulatory problems at present, it can amplify existing problems such as the spread of non-consensual pornography and disinformation. Effective oversight and enforcement of existing rules, along with careful consideration of required adjustments will therefore be crucial. Altogether, this underscores the importance of more empirical research into the evolving challenges posed by deepfakes and calls for adaptive policy approaches.

This article explores the governance by algorithms in information societies. Theoretically, it builds on (co-)evolutionary innovation studies in order to adequately grasp the interplay of technological and societal change and combines these with institutional approaches to incorporate governance by technology or rather software as institutions. Methodologically, it draws from an empirical survey of Internet-based services that rely on automated algorithmic selection, a functional typology derived from it, and an analysis of associated potential social risks. It shows how algorithmic selection has become a growing source of social order, of a shared social reality in information societies. It argues that – similar to the construction of realities by traditional mass media – automated algorithmic selection applications shape daily lives and realities, affect the perception of the world, and influence behavior. However, the co-evolutionary perspective on algorithms as institutions, ideologies, intermediaries, and actors highlights differences that are to be found, first, in the growing personalization of constructed realities and, second, in the constellation of involved actors. Altogether, compared to reality construction by traditional mass media, algorithmic reality construction tends to increase individualization, commercialization, inequalities, and deterritorialization and to decrease transparency, controllability, and predictability.

Der Beitrag gibt einen Überblick über das Spektrum ökonomietheoretischer Ansätze in der Medien- und Kommunikationswissenschaft. Die Textstruktur folgt der vorgegebenen Gliederung für die einzelnen Lehrbucheinträge: 1. kurze Geschichte der jeweiligen Theorie-Traditionen. Beschrieben wird die Entwicklung von der Klassischen (K. Marx, K. Bücher, M. Weber, W. Sombart u.a.) über die Neoklassische (R. Picard, A.B. Albarran, H. Heinrich) und Neue Politische Ökonomie (R. Coase, D. North, O.E. Willamson) zu Public und Special Interest Theorien (z.B. Regulierungstheorie, Internetökonomie und Ökonomie der Aufmerksamkeit). 2. Grundbegriffe, Konzepte und Modelle (Marktformen und Kostenstrukturen, Monopolisierung, öffentliche Güter, Informationsasymmetrien, Konzentration, Medien- und Meinungsvielfalt). 3. Anwendung in der Medienwissenschaft (Medienkonzentration, Liberalisierung des Rundfunks, Mediamatik, Internetökonomie, Marktstruktur und Marktverhalten, Markt- und Staatsversagen). 4. Kritik und Weiterentwicklung der Theorien. Medienökonomie als Teildisziplin der Kommunikationswissenschaft bedient sich wirtschaftswissenschaftlicher Ansätze; dabei ist zu beachten a) mit welchen wirtschaftswissenschaftlichen Ansätzen welche kommunikationswissenschaftlichen Fragen zu beantworten sind, b) wie der Untersuchungsgegenstand abgegrenzt wird und c) wie ein interdisziplinärer Ansatz in der Medienökonomie zu verfolgen ist. Sie wählen Informationen aus, weisen ihnen Relevanz zu und helfen, die Informationsflut im Internet zu bewältigen. Gleichzeitig wird die Verbreitung von algorithmischer Selektion von Risiken und regulatorischen Herausforderungen begleitet. Der Beitrag beleuchtet Anwendungszwecke und den Einfluss von algorithmischer Selektion und bietet einen Überblick zu den damit verbundenen Risiken. Die Risiken bilden Ausgangspunkte für etwaige Markteingriffe und die Suche nach adäquaten Steuerungs- und Regelungsarrangements (Governance). Vor diesem Hintergrund analysiert der Beitrag die Möglichkeiten und Grenzen von unterschiedlichen Governance-Ansätzen auf dem Kontinuum zwischen Markt und Staat und liefert Grundlagen für die Auswahl von passenden Governance-Optionen. Die Untersuchung zeigt, dass sich keine Einheitslösung für die Governance von algorithmischer Selektion anbietet. Die Aufmerksamkeit muss auf mehrdimensionale Lösungsansätze gerichtet werden, in denen Governance-Maßnahmen kombiniert werden, die sich gegenseitig ermöglichen und ergänzen.

Based on representative surveys on Internet use, this article advances comparative research on the second-level digital divide by modeling Internet usage disparities for five countries with narrowing access gaps. Four core Internet usage types are constructed and predicted by sociodemographic variables in a structural model. Overall, the findings confirm the recently identified shift in the digital divide from access to usage in five further countries. Results show that sociodemographics alone account for up to half of the variance in usage in these high-penetration countries, with age being the strongest predictor. Measurement invariance tests indicate that a direct comparison is only valid between three of the five countries explored. Methodologically, this points to the indispensability of such tests for unbiased comparative research.
