E-komunikowanie publiczne w warunkach pandemii COVID-19 – doświadczenia małych miast Dolnego Śląska

The aim of the article is to analyze the process of public e-communication in the so-called first wave of the COVID-19 pandemic, i.e., between March and August 2020. The selection of the studied cases – seventy-two small towns in the Lower Silesian Voivodeship – allows for the following hypothesis: there is a certain model of public e-communication about the COVID-19 pandemic based on specific: (1) institutional and legal solutions; (2) instruments; (3) thematic threads. The use of several different, though complementary, research methods (comparative analysis, content analysis, questionnaire) leads to the conclusion that the hypothesis can be confirmed only partially. It turns out that the process of e-communication between small towns and the internal environment (inhabitants) is based on certain truncated "components", which does not change the fact that these towns also perceive the need to exchange content (in the form of text, graphics, audio or video) on the nature of the COVID-19 pandemic and related changes and limitations.

Relationships between the United States and the Soviet Union not only wielded enormous influence on almost half century of international relations, but freed also an entire number of analyses and strategic theories, which and in our times have their bigger or smaller references. Cold war in one's for the political plane and military was the "golden age" for the strategy. For the author of the most interesting strategic analyses, with which in the huge rank it isn't possible to comprehend, as only historical formed the strategic action appealing above all to Clausewitza and Lenin. The strategy is pointing, how a victory refers through the war, it isn't possible so, of course, to ponder issues of the strategy until they determine, what the war is. According to the famous Clausewitza definition, the war is an act of violence, being aimed at forcing the opponent to fulfil of our will. This expression contains two crucial elements. Firstly, the war assumes the violence what is distinguishing her from other forms of political, economic or military rivalry. Secondly, it isn't the pointless slaughter, but the tool being used to achieve the political purpose. It outlined the vision of world with time with the arms race and manners of the effective disarmament?

The paper focuses on the analyses of the socio-political concepts presented in the Catholic social weekly "Ład" in the years 1981–1984. In the period under question, the periodical was a media platform which enabled the expression of views by lay Catholics who perceived opportunities for increasing their socio-political activity in the political reality of Poland at that time. The model of community proposed by them, as well as the way of defining the common good, were for the most part consistent with the concepts of the social teaching of the Catholic Church and conformed to the guidelines of the hierarchs of the Catholic Church in Poland – especially Primate Stefan Wyszyński. The calls to action for the common good were combined with the idea of reconciliation, dialogue, and cooperation. Accordingly, the national community was thus considered the most important community of all. It should be emphasized that these concepts were supposed to enhance the power and importance of this particualt community of Catholics in public life and to contribute to establishing their position as the most important representative of the Catholics on the political scene of the period.
