Performance Appraisal: An Unnerving Yet Useful Process

This article describes the challenges that individuals face in appraising employee performance in the workplace. The Navy's Personnel Management Demonstration Project, initiated in July 1980 under Title VI of the Civil Service Reform Act, is offered as an example of recent change in federal performance appraisal, with attitude survey results from affected employees and Office of Personnel Management (OPM) study findings. Finally, conditions for a successful performance appraisal event are suggested. The conclusions reached in this article are those of the author and do not necessarily reflect those of this department nor other Center managers. This is intended as a brief, thought-provoking document on a difficult and controversial topic.
