Abstract Providing programmes to modernize and to sustain both agricultural and non-agricultural activities in rural areas is the main aim deriving from EU and national policies. The Local Action Groups (LAGs) implement local development strategies processing the Measures of Local Development Programme (LDP) and managing financial funds for Firms Modernization Plans (FMP) in order to increase the farm income sources. Starting from our previous work ( Fiore et al., 2014 ), here we address the problem related to the impact of some variables on the farm income; we try to analyze in more detail the influence of these variability sources and their interactions. Our case study is Apulia Region - in Southern Italy – where 25 Local Action Groups cover entirely it. This paper provides suggestions on possible heterogeneity sources between the LAGs. After a policies and literature review on the role of the LAGs for enhancing economic and sustainable competitiveness of rural areas, we present our case study. Statistical analysis and a tree classification method are carried out.

The lack of comprehensive provision of a sufficient level of economic affordability of food in conditions of social instability and low level of solvency of the population of Ukraine constitutes a threat to the food security of the state. The purpose of the article is to formulate the relationship between the economic affordability of food and the average monthly wage in the country, as well as arrears in its payment. The methodic of work is based on the usage of a correlation-regression analysis of the statistical information that reflects the structure of total household income in Ukraine, which made it possible to calculate the degree of influence of factors of the correlation model on the availability of food for the population. The results of the study indicate a significant stratification of the population in terms of purchasing power. The degree of dependence between the economic availability of food and the average monthly salary in the country, as well as the amount of arrears in its payment, which confirms the need for the government to create a sustainable system of social standards for the population, providing an adequate level of purchasing power, is established.

In this work, some specific aspects of the Rural Development Plan of the Puglia Region (in Southern Italy) for the period 2007-2013 are analyzed and the limitations characterizing the possibility of building an analysis framework aimed at understanding how it actually affects the regional agricultural system are highlighted. More specifically, by referring to a specific measure of the rural development program (Measure 121 of Axes I), the aim is to verify whether the investment activity implemented has actually generated some positive results which can induce us to say that the EU budget devoted to rural development is well spent. In order to achieve this purpose, the authors of the present work have worked at gathering all the information available at the Puglia Region Authority. Nevertheless, this is not helpful for the type of the analysis the authors would like to conduct. The observation of the gathered data, in fact, makes the authors observe the existence of severe limitations deriving from the way in which the Regional Authority manages the data collection. The main aim of this work is to present a framework of analysis which might be used for policy evaluation purposes and to discuss what should be further required for a useful completion of the dataset with the aim of making it the subject of empirical analyses. ; Šiame darbe analizuojame kai kuriuos specifinius Apulijos regiono (Pietų Italija) kaimo plėtros plano 2007–2013 metams aspektus ir išryškiname trūkumus, charakterizuojančius analizės sistemos kūrimo galimybę, siekiant suprasti, kaip ji iš tikrųjų paveikia regioninę žemės ūkio sistemą. Tiksliau, remiantis konkrečia kaimo plėtros programos priemone (I krypties 121 priemone), mūsų tikslas yra patikrinti, ar iš įgyvendinamos investicinės veiklos iš tiesų galima tikėtis teigiamų rezultatų ir teigti, kad kaimo plėtrai skirtas ES biudžetas yra tinkamai panaudotas. Siekdami šio tikslo rinkome visą prieinamą Apulijos regiono valdžios institucijų informaciją. Peržiūrėję surinktus duomenis pastebėjome egzistuojančius apribojimus, kylančius iš to, kaip regioninė valdžia valdo duomenų rinkimą. Pagrindinis šio darbo tikslas yra pateikti politikos vertinimo analizės struktūrą ir aptarti, kas turėtų būti mūsų empirinių tyrimų objektas.

Straipsnio tikslas – nustatyti sąsają tarp ekonominio maisto produktų prieinamumo ir vidutinio mėnesinio darbo užmokesčio lygio šalyje bei jo išmokėjimo įsiskolinimų. Darbo metodika – taikoma koreliacinė-regresinė statistinės informacijos analizė, kuriatspindi bendrųjų namų ūkių pajamų Ukrainoje struktūrą. Analizė leido apskaičiuoti koreliacijos modelio veiksnių įtakos laipsnį maisto prieinamumui gyventojams. Tyrimo rezultatai liudija apie žymią gyventojų stratifikaciją perkamosios galios požiūriu. Nustatytas priklausomumas tarp ekonominio maisto prieinamumo ir vidutinio mėnesinio darbo užmokesčio šalyje, taip pat jo išmokėjimo įsiskolinimo dydžio. Patvirtinamas būtinumas valstybei sukurti tvarią socialinių standartų gyventojams sistemą, užtikrinančią adekvataus lygio perkamąją galią.
