Contrat à impact social : une opportunité pour le financement de l'action sociale ?

Les Contrats à impact social (CIS) ( Social Impact Bonds ) sont des partenariats multipartites qui impliquent des acteurs privés et sont conçus pour financer des activités d'action sociale, réputées pour être non rentables. Depuis le premier projet de ce type mené au Royaume-Uni en 2010, d'autres initiatives ont vu le jour dans plusieurs pays dont la France. Cet article analyse tout d'abord les conditions de succès et les avantages théoriques de ce nouveau mode de financement. Puis ces avantages théoriques sont revus à la lumière du premier CIS mis en œuvre en Europe continentale, lancé en Belgique en 2014. Enfin, plusieurs pistes pour le développement et l'utilisation des CIS sont esquissées dans la conclusion de l'article.
