Far reaching proposals for the reform of fair employment legislation in Northern Ireland include annual compulsory monitoring by employers and a form of 'contract compliance'. This paper examines the origins of fair employment legislation in Northern Ireland, identifies the factors prompting the reform and highlights the importance of Canadian policy in shaping the new proposals. The paper concludes by noting the need for a careful evaluation of the new policy as it is implemented.
