Gentrificación e inmigración: una relación frente a la crisis migratoria y habitacional chilena

Ciudades intermedias del norte chileno que atraen población migrante/inmigrante, experimentan un explosivo aumento de asentamientos informales precarios en la periferia los cuales son respuesta a amplios procesos de especulación inmobiliaria, aumento del valor del alquiler y subalquiler, desplazamiento frente a un mercado de la vivienda y del suelo que es abusivo, desregulado e incluso racista. Frente a dichas condiciones, este artículo analiza la relación entre gentrificación e inmigración, considerando la crisis migratoria y habitacional que enfrenta el país al menos desde hace tres años. La discusión comprende 84 entrevistas en profundidad en las ciudades intermedias de Iquique y Antofagasta, así como también entrevistas a actores clave. La relación entre gentrificación e inmigración devela la brecha de política asociada al menos a cuatro dimensiones interrelacionadas (i) restricción, negación o limitación de acceso a la vivienda en áreas centrales; (ii) urbanización pirata y mercado de la vivienda eclusionario; (iii) construcción de programas y/o políticas habitacionales que disminuyen la agencia política de los más vulnerables; y, (iv) consolidación de asentamientos precarios autoconstruidos como estrategia de sobrevivencia, racismo, resistencia, espara y/o cambio
Expectant (or failed?) gentrification in the Concha y Toro quarter, district of Santiago, Chile. ; Gentrificación expectante ¿o fallida? en el barrio Concha y Toro, comuna de Santiago, Chile
This paper compares the residential and business transformations in the Concha y Toro quarter, revealing a traditional but discontinuous gentrification process dominated by the arrival of foreign pioneers and natives who rehabilitate abandoned or dilapidated old buildings. It is suggested that gentrification only affects certain properties, and not the quarter as a whole. The process is dominated by the arrival of better land payers, both business capitals and new residents, who nonetheless are unable to consolidate a gentrified quarter project mainly due to inadequate support by the local government. The latter suggests that gentrification is not a phenomenon unique to the quarter, as it holds a dialogue and disputes space with the dilapidation and slumification of other buildings. ; Se confrontan aquí las transformaciones residenciales y comerciales del barrio Concha y Toro, en el que se observa un proceso de gentrificación clásico pero discontinuo, dominado por la llegada de pioneros extranjeros y nativos que rehabilitan inmuebles antiguos, abandonados o deteriorados. Se postula que la gentrificación afecta a determinados inmuebles y no al barrio en su conjunto. El proceso está dominado por el arribo de mejores pagadores de suelo, tanto capitales comerciales como nuevos residentes, pero que no logran consolidar el proyecto de barrio gentrificado, debido principalmente al poco apoyo del gobierno local. Esto último, permite sostener que la gentrificación no es un fenómeno exclusivo al barrio, en tanto dialoga y disputa espacio con el deterioro y la tugurización de otros inmuebles.

Reconstruction with resilience capacity : the historic city centre of Constitucion site of the 2010 earthquake and tsunami disaster ; Reconstruir con capacidad de resiliencia: El casco histórico de la ciudad de Constitución y el sitio del desastre del terremoto y tsunami del 27 de febrero 2010
Constitucion was one of the cities worst affected by the 2010 earthquake and tsunami. Some of the houses located in the historic quarter of this city were damaged and destroyed and its social cohesion was fractured after the relocation of victims, particularly those from the La Poza district. Four years after the disaster, change has been slow and reconstruction deadlines have been questioned. The rebuilding of the historic center has been possible thanks to individual private initiatives by residents, trade restructuration and —to a lesser extent— Governmental interventions through the improvement and repair of dwellings and the restoration of the coastal area. Most of the reconstruction process has focused on the construction of new housing units in the area outside the historic quarter. This paper discusses the scope of the process, the main changes in the urban structure and the value of property. The underlying hypothesis is that the presence of vacant plots destroyed and damaged dwellings and the forced relocation of the working classes provides the conditions for the emergence of a gentrification and expulsion process in which resilience is neither a resource nor a long-term and equitable territorial planning strategy. ; Constitución fue una de las ciudades del borde costero chileno más dañadas durante el terremoto y tsunami del 27 de febrero del 2010. Parte de las viviendas del casco histórico quedaron dañadas y destruidas, y el tejido social quedó fracturado, tras la relocalización, especialmente de los habitantes del sector La Poza. A cuatro años del desastre, los cambios son lentos y las temporalidades de la reconstrucción son cuestionables. La reconstrucción en el casco histórico, resulta principalmente de iniciativas particulares de los residentes, de la reconversión comercial y de menores intervenciones de parte del Gobierno Central, especialmente, a través del mejoramiento de algunas viviendas, la reparación de otras, y la recuperación del borde costero.
